Hi there. I'm currently considering the creation of a genin (possibly advanced) with primary puppetry spec and secondary bukijutsu spec. Now the weapon limit rules give a buki-secondary genin one potential B rank weapon. My question is would a puppet take up that available weapon slot or would the character be allowed both the puppet and a fancy B rank weapon?

The weaponry limitations are more a guideline of equipment limitations. It's to prevent someone from having a plethora of high ranked equipment. Such as indestructible armor, plus a sword that can cut anything, plus the puppet that could flatten a village in a heartbeat, and a poison to end the world.

Making the answer longer than it had to be, yes. Your one B rank would be an either/or choice. The puppet or the B rank weapon. There is a little leniency in there depending upon your character build, though for a genin a complicated puppet and a very nice weapon would make me somewhat hesitant.
