An envelope arrives upon Yuki Shuka's desk sealed with the Mizukage stamp in dark blue wax, inside of which is a neatly folded letter of parchment. Unfolding it, the handwriting is not its finest. Not written with a shaky hand, but rather as if someone with novice writing ability had written it. Though the letters and symbols are all correct, it brings into question why such a neat letter would have such a messy font.

"To Lady Fifth of Yukigakure no Sato,

It has been brought to my attention, that our great nations never completed what was undoubtedly started. I wish to finish the Nanadaime Mizukage's great endeavor. To seal not only an alliance but a partnership.

I shall gladly meet with you, post-haste.
