Throughout the shinobi world, villages earn a large part, if not the majority of their income from performing missions for their own country as well as other countries which lack their own shinobi villages. By doing these missions, not only does the village generate more funds for various uses, but also expand their influence in world affairs and also give their shinobi very important experience in the field.

When a shinobi village accepts the task of completing a mission for their country or another country, they will deliberate and place a rank on the mission in question. This rank determines what shinobi will be eligible to complete the mission. There are five ranks, and the qualifications for each rank lies below.

Certain ranks can only take certain missions:


Genin: C and Below.
Chuunin: B and below.
Special Jounin: A and Below
Jounin: All
Elite Jounin: All

D Ranked

Being the lowest rank a mission can be designated, these missions are generally glorified make work and menial tasks. While they are usually not too challenging and never pose greater risk than suffering a scratch or two from a lost cat; what these missions do accomplish is teach the genin set to complete them the value of teamwork.

Additionally it is a good way for the leaders of genin team to see how their team interacts with one another on the job. Tasks that might fall under this category would be catching lost pets, public services such as cleaning trash from the village and so forth. Generally these pay between five thousand to fifty thousand ryo or what would be roughly fifty to five hundred dollars.

For nukenin, crimes at this level would primarily be petty in nature, aimed at being an annoyance to those who are targeted or involved. Lives should not be at stake, but they would still increase a the bounty on one's head. Such crimes would involve stealing from small businesses or vandalising the property of another.


C Ranked 

Likely the most common rank of mission out there. C ranked missions are generally performed by chuunin, but are also commonly performed by genin teams and even by sole jounin occasionally. Unlike D rank missions which are generally more menial tasks, C rank missions frequently are expected to have combat within them and at the very least are considered to be more dangerous.

Generally, any mission that leaves a home country's borders are at least C rank and while combat with other shinobi is unlikely, combat with wild animals and less threatening forces such as bandits occurs somewhat frequently. Overall C rank missions cover a much more broad range of mission types with everything from guarding low risk targets, performing investigations, clearing out wild animals and combating untrained human forces all fall within this rank category. Lastly it should be mentioned that these missions generally pay between thirty and one hundred thousand ryo or what would be roughly three hundred to one thousand dollars.

Crimes of this order will mostly make headlines in a small town and require a higher degree of cleverness and skill. These could mean robbing a guarded bank of its money or committing arson to a set of properties. One could target individuals to harass, whether it is means being paid to 'rough up' a target or opting for more secretive measures such as capturing embarrassing photos of an individual and demanding a high price to not defame the person.


B Ranked
While C rank missions are the most common ranking for a mission to receive, a close runner up are B ranked missions. These missions are generally given out to experienced chuunin, special jounin and occasionally jounin. For a mission to be ranked a B there generally is either a near certainty that the shinobi involved in the mission will clash with hostile shinobi forces or that the outcome of the mission will minorly affect the standing of the village on a whole.

Missions that would fall within the B rank category might be guarding individuals who are likely to come under attack from shinobi, espionage missions into non-shinobi nations or even just hunting down the less risky combat forces such as bandits with some shinobi training. These sorts of mission generally pay out between one hundred and fifty thousand to two hundred thousand ryo, or what would roughly be fifteen hundred to two thousand dollars.

Crimes of this level will tend to be more nefarious and have nukenin facing real opposition. Shinobi and fellow nukenin alike. These may involve smuggling contraband between borders while trying to pose as an official. Falsely imprisoning and kidnapping targets will also fall into this category. Seeking prized information reserved for only shinobi eyes or the outright massacring of civilians and low level shinobi would be deemed a decent increase in a nukenin's bounty.


A Ranked
Assigned to one or more jounin which occasionally have an elite jounin placed in command of them. A rank missions while not an uncommon occurrence, are some of the most dangerous missions your average shinobi will participate in their life. A rank missions are generally full of danger and have a near certainty of running into strong shinobi opposition, will dictate the standing of the shinobi village and the entire country it protects or a combination of both.

These missions generally revolve around guarding important people such as a visiting Daimyo of another country, neutralizing strong shinobi forces or carrying out lower risk assassination jobs. A rank missions generally pay out between one hundred fifty thousand to one million ryo, roughly fifteen hundred to ten thousand dollars.

Usually only nukenin with vast experience or skill are capable of pulling off crimes of this level and will tend to make headlines in major cities or in surrounding regions of a country. They usually entail money in copious amounts, follow a particular agenda, or aim to broadcast a message. Whole sections of small villages may be killed or an important official is captured or assassinated. Missions and crimes of this level usually have many similarities.


S Ranked
Generally assigned to either teams of Jounin or a village's Elite Jounin S rank missions usually involve matters that will affect the entirety of a village's country or in many cases, affect the entirety of the shinobi world. These missions generally consist of assassinating the most difficult or risky of targets such as heads of countries or even the heads of other shinobi villages. Further possible missions consist of transporting highly classified documents, gathering infiltrating shinobi villages and protecting the most important of VIP's.

While these missions are not to be taken on lightly, it is exactly these sort of missions that can raise a shinobi's career and fame to unbelievable heights and pays a pretty sum of money as well. S rank missions generally pay out over one million ryo, or roughly over ten thousand dollars at that is just the starting point.

Crimes of the highest order possible. Days of planning usually goes into such crimes. These may mean infiltrating a city and trying to take control from within to attempted to kill a Kage or Daimyo. Success on these tend to make a shinobi on an international wanted list shared even between villages who are animus. Success on such crimes instill fear into the hearts of many.

1) 
Missions of varying rank, each carry their own set xp bonus for completing the mission. They are as follows.

D Rank - 050 xp

C Rank - 100 xp

B Rank - 150 xp

A Rank - 200 xp

S Rank - 250 xp


2)

Any mission that has the participants operating outside of their own countries borders it automatically is ranked at least a C. This is to represent the danger of bandits, animals and the possibility of encountering enemy shinobi which all significantly increase when leaving one's own borders.


3)

In order to complete a mission, not only must the mission's objective be realistically accomplished, but the OOC posting requirement must be met as well. The requirements are as follows.

D Rank - 10 posts

C Rank - 15 Posts

B Rank - 20 Posts

A Rank - 30 Posts

S Rank - 40 Posts


These include posts performed by those NPCing the mission. Each post must be at least 200 words.

As stated, these are merely the OOC requirements to complete a mission thread (so that you may receive the experience bonus), but you must also complete any IC requirements for the mission to be successfully completed.


4)

While missions are being registered, the one registering the mission may mark the mission as open to opposing teams; additionally staff may open it to opposing teams if they believe it justifiable. For example, if someone where to register a mission for their Konoha shinobi to assassinate the Daimyo of the Hot Springs Country and the mission is opened for opposing teams. Then another individual could register a mission to protect the Hot Springs Country Daimyo.



5)

In the event that a mission's participant(s) fails their missions (and this will happen from time to time) then they will receive half the normal experience from the mission.


6)

Should a mission's participant(s) accomplish their mission while operating against an opposing team of player characters than they will receive an additional fifty percent increase to the experience they receive.


7)
When registering your mission, you'll have to state who is going to npc the mission. The options for npc'ing are as follows: The team leader may npc the thread which will be reviewed by staff afterwards, threads taking place inside a village can be npc'd by the village kage/lord/lady or you may ask the staff to npc the mission for you. In this circumstance the thread would probably not be reviewed at the end (seeing as a staff oversaw the entirety of it) and the staff member designated to npc it will be whoever approves the mission unless a staff otherwise volunteers.


8)
Members are currently allowed to participate in as many missions as they'd like, however to prevent missions being spammed into Notify a character will be only able to turn one mission for EXP a week. In order to keep track of this any mission completion will be posted in your purchases thread.


9)
 
During solo missions members are only permitted to post twice a day. If you post more than that, you will be forced to wait the required number of days for the two posts a day to meet the posting requirement for that mission. For example if a member goes on a solo D-rank mission and tries to post all ten posts in a single day, they'll be forced to wait five days before the mission will be reviewed/completed.  [The first post marks the start of the timeline.   A D rank starting on May 1 may be turned in on May 5 or after, no matter what intervals the 10 posts are made.]


10)
If submitting a mission that takes place in another Playable Country, one must notify and/or Tag the Leader of the Village of said Country in order for them to know if a counter mission would apply.

While missions are common place in the shinobi world, so too are counter missions. Counter missions are missions that take place against a mission already in place against an opposing team. The counter team are sent out to stop an opposing team from achieving their objective, whatever that may be. Counter missions do not always have to lead to confrontation, simply stopping an opposing team from achieving their mission objective can also be considered a counter mission. That being said... there is always a high chance that the two teams will clash.

Due to the danger of these missions, Village Leaders will only ever send Chūnin or higher to deal with the threat.

Nukenin, however, are not restricted by these ranks.

Counter Missions of varying rank each carry their own set xp bonus for successfully completing them, the following have already had the +50% XP bonus mentioned in 'rule 6' of the Mission Guidelines & Rules. They are as follows:

C Rank - 150 xp

B Rank - 225 xp

A Rank - 300 xp

S Rank - 375 xp

While the minimum of counter missions are C Rank, the occurrence of such should be expected to be few and far between.  It is not to be used as a way to demolish younger shinobi, but to give life to a world full of unknowns.  The general use of such low rank mission will be more than likely be dependent on Random Scenario being Enabled.


3)

Staff or RPers can register a counter mission if they feel they have justification. All counter missions must be placed in notify and approved just like the original mission.

If the original mission has an NPCer attached to it, you should also tag them in the counter mission application so that they are aware there will also be a counter mission.

In the event that a counter mission's participant(s) fails their counter mission (and this will happen from time to time) then they will receive half the normal experience from the counter mission.

Nukenins, or those interested in Criminal/Non Village affiliated missions, can app counter-missions to 'enter' another's mission, to do this one must seek permission from the mission RPers or can do so if the players enabled random mission scenario. All nuke-nins entering another's mission must app and have the counter-mission approved before doing so.


7)
Counter missions must be logical: a Konohagakure shinobi should not pop up to do a counter mission in Yukigakure without good cause. This will be reviewed in the counter mission application. In the unlikely scenario a shinobi has been hired by a third party (e.g. hired by a crime lord outside of their Village's permission) they run the risk of being punished by their Village Leader. Do so at your own risk. Staff have the right to use their discretion to decide ultimately if a counter mission is appropriate.


8)
Members are currently allowed to participate in up to two missions at a time with their characters. One with their assigned Genin/Ops. teams and one with a temporary group/mixed group of characters or by yourself if your rank permits it. Counter missions class as a mission still, they will be counted towards your mission limit.



9)
Missions and Counter Missions alike count towards the 2 mission total  However, an Emergency Counter Mission can be applied when one has both missions full and their Home Country is in need of support within their lands to defend against incoming attack.  These instances should be noted in the counter mission application to not count towards gaining EXP for the participant full on missions, but the application is required to make sure all opposition is fair.  


10)

Due to the likelihood of more than two participants being involved in the thread, any mission that receives a counter will still fall into the 96 HOUR ruling. If you cannot post in this deadline it is encouraged that you DM those involved. If you do not you will be skipped and can be killed.

All [Nukenin Events] will be overseen by


A Nukenin, or Missing Ninja, is an individual who has abandoned their village for one reason or another. He or she may not have ill-intentions towards their village, but their bodies contains many secrets - even the most ordinary one. Therefore, as they are not allied and therefore are not protected by any form of government - they are hunted. Some Nukenin who are less active can go under the radar, even live peacefully for years, but most - they are tagged with a bounty and hunted.

To hunt a Nukenin alone, one must have sufficient Military Ranking: [Chūnin or Higher]. It can be done as a Squadron[No more than 4], in which case even [Genin] can be included. They can also be hunted by other Nukenin. Nukenin retains their ranking, but sometimes it may be outdated or mis-informed. In which case, the danger level may be increased or decreased. Due to very nature of the act of hunting individuals is dangerous and life-threatening, all assignments are [Death-Enabled]. However, with great risk comes sufficient reward.

[Rewards]: All Nukenin Events rewards are based on [Threat Rating] & [Base Mission] Rewards + 50% rather than [Combat Rating], which can translate you to, commonly, being rewarded more for eliminating a weaker shinobi; however, the vice versa is possible. Rewards are as follows:
S-Rating: 375 EXP.
A-Rating: 300 EXP.
B-Rating: 225 EXP.
C-Rating: 150 EXP.
D-Rating: 75 EXP.

If a Nukenin Event is performed [Solo], then EXP is increased by an additional 50 EXP - Regardless of Rating!

Also, [Similar Village] Nukenin that have been killed/captured will receive [Promotional Advantage] by it being classified as 2x what a mission would be. This means, if you hunt a B-Rated Nukenin as a Shinobi Squad, it'll be classified as [Two] B-Rank Mission Requirements, and it'll be taken just a little bit more into consideration when attempting to appeal for your status.

[Threat Rating]: This sometimes, but not always, correlates with actual combat ability. This can usually mean threat rating to the village or others around them. An example would to clarify: A serial killer with skills sufficient to be classified as a [B-Rank] Shinobi in strength can possess a threat rating of [S-Rank]. This usually means, if they are within your area, they are Kill on Sight. If you possess sufficient skills to capture, then that's your decision.

[Combat Rating]: This is the suspected combat strength of the Nukenin in question. Typically, there is very little deviation from what's reported to their true strength. However, there are outside factors that can shift this, I.e: Successful escape from a previous hunt, may lead to them being weaker. Suddenly learning an [S-Rank] Technique or developing a [Special Ability], may very well lead them to becoming stronger.

[Capabilities]: Not much else need to be said, this is their presumed abilities. It won't always include all information, but the information may be key as to how you approach.

To initiate a Nukenin [Event] one must simply [PM] . After, you'll receive a set of files regarding which Nukenin can be hunted in your area at the time of your request. You'll be able to select from a few, in the format listed above. You can utilize the below template to get filtered files only.

[b]Type of Venture[/b]: Solo/Group.
[b]Village/Land Preference[/b]: If you wish for any or specific ones such as your allies/own village.
[b]Preferred Threat Rating[/b]: Any, within a range[A-S], or simply a solo rating: C.
[b]Preferred Combat Rating[/b]: Won't always correlate with Threat Rating, same as above.
[b]Other Requests[/b]: Won't always be accommodated, but if it can narrow your search down further, so be it. Could be only female, or only Kekkei Genkai or non-Kekkei Genkai. Non-Genjutsu Specialist, etc.


Nukenin do not appear out of thin air, each will have a sense of self, personality, unique trait, sufficient backstory, and set abilities. There will be a total of [30/Thirty] at any given time. Therefore, if there are no Nukenin which you can select during your request. Please initiate a normal [Mission], rather than a [Nukenin] Event.

[Notes/Rulings]: All Adoptable Nukenin can be hunted as well, but they will be excluded from the predetermined number.

You do not require a [Post Minimum], if you can, logically, One-Shot a Nukenin upon encounter, then so be it.

All Events have a [48/Forty-Eight Hour] Post Limit for NPC Responses, otherwise your attack/death attack will be proceeded as an auto hit/kill. This is, obviously, disregarding Real Life Events of your NPC'er. All takers will have a [72/Seventy-Two Hour] Post Limit with the same conditions.

Also, please do not request for every single Nukenin available. Thank you.
