overview.

1.) All character names should be Japanese. Some minor allowances will be afforded for some chinese or korean names, but typically they should be Japanese. If you can't decide on one ask others for help or go look at any number of sites for Japanese names & their meanings if you want a special name.


2.) Please no Gary-Stus or Mary-Sues. I know people get defensive about their characters, but everyone must understand that not every character in the Naruto world is a prodigy. Some are, some have to work for their power. If I start seeing too many prodigies then I will be forced to make it a particular position with a limited number of slots and no one wants that. I may also be forced to simply start denying prodigies.


3.) No character may have a bloodline as well as a Bijuu. As it stands the staff believe this could be easily abused and in a general sense could be overpowered. Therefore it is forbidden at this point in time. This also applies for bloodlines combined with sages. While the word bloodline has been used, hijutsu also fall under this restriction.


4.) You may only have two of the three special positions on the site: Jinchuuriki, Kage, and Sage. This means you can have one character be a Jin, and another be a Kage, or have one Jin and one Sage, or one Kage and one Sage. You are not allowed to have a character(s) that fall under the three separate positions. This ensures that other members will have a chance to RP them as well.


5.) There is no character limit on this site. If you want twenty characters than you are more than welcome to have twenty. However, you must remain active with your characters. It is expected that you post with every character at least once every two weeks. There are two exceptions to this rule. The first is if you are waiting on a reply from one or more members. The second exception to this rule is if you have posted in the Welcome & Farewell board telling us that you will be absent for some time.


6.) Should you decide to have two characters within the same village, you are not allowed to have two characters take up one of the core positions of the village (Kage/Lord/Lady/Hancho/Captain/Head Medic/Council Member) Additionally you may not have more than one jonin (or higher) character per village nor have two characters on the same team.
6a.) You are allowed to have up to 3 characters per village, still following the stipulations above. However, you can not register a third character for a village if that village is one of the three most populated villages at the time. [Added 06-15-22]


7.) Sharingan will be limited in number and Mangenkyou Sharingan will be even more limited. As it stands at the start of the site three Sharingan of varying levels are available. In the future one member may be allowed to "upgrade" their Sharingan to a Mangenkyou should they prove themselves capable of handling the responsibility. Furthermore additional Sharingan slots will be opened up at random just like other village, clan and special positions.


8.) No character will be allowed to have multiple summon contracts at this time. The only exception at this time is the Animal Path of the Rinnengan. Additionally we may or may not be given out a reward in the future. Should it ever be given out the number of contracts the user may have will be limited to two or three and they will take a hit when it comes to the number of jutsu they can utilize.


9.) Sages must be over the age of thirty. Generally sage training take many years to master and do not bother trying to argue that Naruto learned it so fast. The majority of sages take much longer. Also keep in mind that sages rarely have perfected their sage mode.


10.) All characters will be required to choose their primary specialization which will determine the jutsu they will have access to at various levels. Secondary specializations are optional, but highly recommended. If you do decide to refuse a secondary specialization you will be granted either an additional jutsu for the highest rank you are capable of or two additional jutsu for the low and mid ranks you are capable of.


11.) Kages will be permitted to have a single sealing jutsu regardless of their specializations to ensure they are capable of sealing a tailed beast. The sealing technique does not have to be the same one used on them if they are a bijuu, but can not be one of their own design. Instead they must have learned it from someone in their village or from the village's archive of techniques.


12.) Fresh genin may not start with wall or water walking. Furthermore they may not start with genjutsu kai unless they are a genjutsu specialist and have an enhanced degree of chakra control.


13.) If a character is abused or the user quits, characters (as well as other applications) may be retained by the site as a whole and decisions for them may be made. This includes keeping the character alive in a NPC capacity, killing the character off in a way the staff decide or simply erasing the character (or any application) from the site in total.


14.) Amnesia does not get you out of writing a history. The history for your character is for members to have an understanding of your character and what they've been through. So just because your character does not know who they are, does not mean we should be in the same boat.


15.) Please try to stay away from all black clothing. This is not a rule per say, more of a guideline that somewhat falls under the Gary-Stu, Mary-Sue rule. All black is alright every now and again, good for funerals, but honestly is just a bit boring and is lazy writing in most cases.


16.) If you wish your character to have split personalities then you will have to write a summary of each personality. It is expected that your personality section will be much longer if you decide to do this.


17.) A player cannot have two characters from the same clan. It restricts much desired spots, and when clans are contested for spots in some cases as is it has a negative impact on the site overall.


18.) All characters must have face claim of some kind. This is to support the site wikia as well as various information threads around the site which make use of images. Furthermore be aware you are allowed to use custom art for your FC, but those that are must be of comparable quality. Meaning generally on par with FC's from shows/games/etc. with at least three colored images available. We also discourage people from paying for/commissioning art without finding examples from the artist(s) and bringing them to staff to see if the quality is up to snuff. [Added 10-25-14]


19.) Characters being made for the Jounin Hanchou, Head Medic, ANBU Captain (or equivalent), Kage/Ruler's Assistant and Bodyguards must all get their kage or ruler to sign off on the application. Rulers may not deny the app for any old reason, but if there is contradictions to the village history or even some personality issue that would prevent them from holding the position then the ruler can talk to staff and we may ask you to change either the position or the piece of the app making the issue. 20.) Character aliases should make a bit of sense/be somewhat realistic. These are monikers your shinobi has earned for some sort of reason and they spread as your shinobi gets more famous/infamous. So a genin probably wouldn't be known around the world as "The Lord of Blades" when they're just some punk who can (relatively speaking) barely swing their sword. As such aliases will have tags on them and staff are well within their rights to have you change your alias or ask for some type of justification as to where they got the name from. 21.) Characters have certain expectations by rank and village on when and how they may leave the village. While no one can specifically ban you from ignoring these rules, they are generally frowned upon OOCly to break needlessly and ICly can result in various means of discipline or repercussion. Limitations By Village

Konoha
Academy Students: Village Only

Genin: Country only, but Allies can be visited with Kage approval. 

Chuunin: Country and Allied villages and nations. ANBU Exempt from permissions but may be denied by the ANBU Captain or Hokage.

Special Jounin: Country and Allied villages. Can visit enemy nations with Kage approval.

Jounin: Free Travel, but understood to be representing village at all times.

Iwa
Academy Students: Village Only unless accompanied by a Special Jounin or higher.

Genin: Village Only, but can travel country with the accompany of a Chuunin, can travel allies with a Special Jounin or higher, as well as visit events.

Chunnin: Country Only, Allies can be visited with Kage approval or a Chuunin or higher companion.

Special Jounin: Country and Allies, can travel enemy countries with Kage approval, on specific missions or for specific events.

Jounin Up: Free Travel, but understood to be representing Iwagakure at all times.

Kiri
Academy Students: Village Only. No exceptions.

Genin: Village Only, but can travel country with the accompany of a Chunin or higher. No travel to allies permitted unless during a special event, in which case an escort will be provided of Jounin or higher.

Chunnin: Country Only, Allies can be visited with Kage approval and a higher companion. Hunter-nin only require Kage approval for this.

Special Jounin: Country and Allies, can travel to enemy countries with Kage approval for specific missions or events, must have a Jounin or higher present.

Jounin Up: Free Travel, but understood to be representing Kirigakure at all times. High ranking Jounin leaders [Hanchou etc] must attain Kage approval and state their reasoning before leaving the village or country, as they are integral to aiding with the running of the village and other Jounin. If travel is denied and a Jounin tries to leave, they will be detained for punishment.

Special Note: Members of the Seven Swordsmen of the Mist are gifted free travel, but must always return within a week of leaving the village. Leaders of the Kirigakure Navy and it's Sub-Divisions are also granted free travel when related to their occupation. Otherwise are restricted to their rank limitations.

Kumo:
Academy Students: Village Only unless accompanied by a Special Jounin or higher.

Genin: Village Only, but can travel country with the accompany of a Chunnin, can travel allies with a Special Jounin or higher, as well as visit events.

Chunnin and higher: may travel freely to allied and neutral countries, but require Kage permission to travel to enemy territory

Suna:
Academy Student: Village Only unless accompanied by at least two Chunin or a single Special Jounin. (Excursions outside the village are to outposts and stations only)

Genin: Village Only. May travel to the outskirts of the village. Need to be under the supervision of a Chunin or Higher as part of a three man team under a Sensei. May travel outside the country for participation in Chunin Exams.

Chunin: Country and Allied Nations only. Can travel within the country with full autonomy or as a part of an unit. Visits to allied countries require approval of Kage.

Special Jounin: Country and Allied Nations. Can operate in enemy countries with approval of Kage for missions or specific events, preferably as part of a team.

Jounin Up: Free to travel. Representatives of the village at all times. Preferably as part of a 2+ man team.


Kusa
Academy Students: Village Only unless accompanied by a Special Jounin or higher.

Genin: Village Only, but can travel country with the accompany of a Chunin, can travel allies with a Special Jounin or higher, as well as visit events.

Chunnin: Country Only, Allies can be visited with Kage approval or a chunnin or higher companion.

Special Jounin and Up: Country and Allies, can travel enemy countries with Kage approval, on specific missions or for specific events.


Yuki
Academy Students: Cannot leave the village unless on a mission/accompanied by a Chuunin or above

Genin: Cannot leave the country (but can leave the village) unless accompanied by Jounin or above

Everyone else can go where they want, but are expected to behave appropriately, to not disgrace Yukigakure

If they wanna go to territory of other villages that aren't allies, they must request Leader Permission.


Ame
Genin or under: Cannot leave a village unless supported by a Jounin senior. Even then the restrictions remain all missions, work or traveling remain in country.

Chunin: Can now exit the country, but only under the guidance of a higher individual (Jounin senior.) Under the exception of heading to an ally village. They can now possibly run missions in the country alone if wanted.

Special Jounin: Can exit the country alone if wanted for missions or other types of work. Highly recommended to have a support squad, or another team mate at least. They have all previous permissions.

Jounin: Have all previous permissions and can work as a singular unit. Even high risk missions they can go alone though it's not recommended. Jounin are the top-tier individuals of the village system. Always recommended to go with a support squad, or one skilled team mate.

Taki:
Academy Students: Village Only unless accompanied by a Special Jounin or higher.

Genin: Village Only, but can travel country with the accompany of a Chunin, can travel allies with a Special Jounin or higher, as well as visit events.

Chunnin: Country Only, Allies can be visited with Kage approval or a Chunin or higher companion.

Special Jounin: Country and Allies, can travel enemy countries with Kage approval, on specific missions or for specific events.

Jounin Up: Free Travel, but understood to be representing Takigakure at all times.
