DESCRIPTION:

This mission was originally assigned as a [C-Rank Mission]. A group of ruffians with violent and disorderly tendencies totaling 17 occupied a small village within Hi no Kuni. A small rural area in the north-east area of Hi no Kuni, it specializes in vegetation production - main vegetation produced is cabbages. However, from further investigations, their battle prowess were little to none, thus was a low priority of the village and handled by the country itself. However, when Hi no Kuni sent authority officials over to apprehend or remove them, each and every one of them were captured and is being held by unknown means, making our first assumption of their ability likely to be incorrect.

After further investigation, it was revealed the leader of the ruffian organization is actually a [D-Rank Nukenin] originating from Arashi no Kuni's shinobi village. From the level of officials captured, he's assumed to have gained enough prowess to be considered an Elite Chūnin. Thus, this mission has been placed under the direct care of Konohagakure to be overseen and dealt with. From this, and the lack of death, we'd usually classify this mission as a C-Rank at best with high urgency. However, a few days ago, a few of the local villagers were released and informed Konohagakure directly that within the week, the group of ruffians will execute villagers & officials alike. Unless, certain demands are meet. These demands include:

It is obvious the level of intelligence of this group is low, and their desires sub-optimal with unrealistic expectations. However, they pose a real threat to lives that Konohagakure & Hi no Kuni governs. Your mission is to assess the status, rescue the hostages, and apprehend the individuals. If incapable of apprehension, killing them is also acceptable. Our job is to make sure everyone lives through this ordeal, don't have Konohagakure lose face. Failure is not an option.

Other Notes: Due to the sensitivity of this mission, a maximum of four is requested. Stealth is advised.

Classified as a B-Rank Mission, it may get very hostile and life threatening. Remember this before accepting.

Creator's Notes: With or without intervention, I will continue this out as a Solo Mission, counted as a Failure. The villagers will indeed be slaughtered, and this may continue happening until interference occurs.
