REBUILD AND RESTORE! A KONOHA FOR ALL

Fellow Jounin,

Over the past two years, I have had the tremendous honor of serving as the leader of our great village, Konohagakure no Sato. I have seen first hand how in the best and even in the worst of times how the Will of Fire continues to burn brightly in our hearts. When my predecessor was assassinated, we did not let the weight of the crisis determine our ultimate destiny. Together we have cleared away the rubble of crisis and say with renewed confidence that we are stronger. Today, we still stand as the pre-eminent and most powerful village of the shinobi world. While several of our counterparts resort to petty squabbles between themselves, we must continue to remain united as one.

While much progress can be said of this profound era of peace, I write to you knowing that beyond our walls there are many of our fellow citizens who are not sharing these same levels of prosperity. We must undertake new methods to perfect, to improve, to alter when necessary the systems by which we protect and support the people of our country. The answers to these problems don't lie beyond our reach. They exist in our fields and our factories, in the imaginations of our entrepreneurs and most importantly in our shinobi who are the pride of all of Hi no Kuni. In the coming days, I will be laying out ambitious plans aimed at remedying many of our national ills. We will plow the furrow and plant the good seed; our work has just begun. If we are to reap the full harvest, we must cultivate the soil where this good seed is sprouting and in good time we will receive the fruits of our labor: A stronger Hi no Kuni.

IDP

Infura Seibi to Shinpo [lit. Infrastructure Development and Progress]

The IDP is an agency tasked with one of the most ambitious plans Konohagakure has conceived: Improving and Modernizing Infrastructure throughout Hi no Kuni. With state of the art facilities at the country's disposal, commerce and growth is expected to follow suit. These missions are aimed towards making processes many individuals go through more efficient and less costly while broadening their availability.

Description:

Tanaka Seiji is a hard working villager who had been hired decades ago to develop various shinobi training grounds across the village. The now balding old man wears thick glasses, but they easily develop fog when he thinks about the mess that these young whippersnappers cause when they're training their neen jootsoos and their exploding bombs. He came up with a brilliant idea of requesting that those very same Shinobi help him repair the equipment, and by help, he means clean up their own damned messes.

Description:

The southwestern portion of Hi no Kuni is scattered with various waterways. Estuaries, tributaries, and rivers a like are all essential to the commerce of this region. Using the skilled Doton and Suiton users it has at its disposal, Konoha will initiate efforts to build dams across the region.

Dams are important because they provide water for domestic, industry, and irrigation purposes. The dams will also provide hydroelectric power production and river navigation which will serve as a boost to businesses. Domestic use includes everyday activities such as water for drinking, cooking, bathing, washing, and lawn and garden watering which will improve the quality of life of citizens throughout the region. Dams and their reservoirs provide recreation areas for fishing and boating. They help people by reducing and preventing floods, easing up the manpower Konoha typically dedicates to this region during the rainy seasons. During times of excess water flow, dams store water in the reservoir; and release water during times of low flow, when natural flows are inadequate to meet water demand. However, the scarcely populated region is known to harbor many dangers in the form of wild animals and nukenin. Shinobi are told to beware.

CCC

Minkan Hozen Dantai [lit. Civilian Conservation Corps]

While those who are wealthy have the comforts of snapping up a shinobi for hire, those on the outskirts of the nation often find things more difficult. The CCC's goal is to make help out these less fortunate citizens when they can by providing lower cost missions with the aim of bolstering self-sufficiency among the populace.

Muto Rino and her friends heard about a friend of her friends brother's girlfriends aunt getting mugged on the way to Sagyo and now they are scared of what might happen to them because they plan to go on the same trip. For this reason, they have requested some big strong male shinobi to help them learn how to protect themselves. At least that's what they say, it's up to you to figure out any underlying motives they may have. Teach them how to protect themselves from attackers and you may get a special reward ♥♥♥~

A photography company has found themselves low and workers and has turned to shinobi to make the difference. They have an article featuring the beauty of Kaminari no Kuni planned for next month. The task is to go to Kaminari and take quality photos which will ignite passions within artists. If necessary, send the pictures by mail to the Administrative Building. The company will let you borrow one of their cameras, but if it breaks, expect no pay!.

Description:

Angry parents of the small, conservative town of Yosai have pitched in some ryo in order to hire a shinobi to clean up a dangerous road their children walk through on the way home from a local park. On top of that it's a main route for the kids to go to school. This area has seen an influx of ne'er-do-wells, likely a result of the decline of nearby cities. Drug dealers, thugs, and hoodlums have begun to morph this once thriving neighborhood into one these children can no longer consider safe places to run and play. Upset that their kids have lost one of their most cherished playgrounds, the parents are putting their foot down. They want these troublesome outsiders gone!

Hogo Bōei to Sekyuriti [lit. Protection Defense and Security]

While looking out for the pockets and well-being of citizens is important, safety is always the priority. The PDS mostly recruits Chuunin and Jounin to work behind the scenes to stamp out budding dangers before they grow into issues more difficult to handle.

Description:

Within the prison systems of Hi no Kuni there is a criminal element working to undermine peace. It has been discovered that the best way to combat this is undercover. Shinobi will be sent into a prison and integrate with the prisoners. They are to find out how this criminal element is organizing, communicating, their structure, and who they are. You will be given fake names and a fake history, along with a secret code that is meant to be given to guards should your cover be blown.

Description:

Daiymo Ametsuchi Nazoane has called for new policies aimed at tackling crime and corruption in the city of Sagyo. It was only after lengthy, heated debates among the members of his cabinet that a plan was finally reached. Young Finance Minister, Orio Kyuwa emerged from the discussions with his respect and clout diminished for his fierce opposition. In an attempt to strike back at his critics, he has seized the funds planned for this new project and has set course for the Tea Country where he seeks assylum. Konoha shinobi have been tasked with tracking down and stopping Kyuwa at all costs before he crosses the border!
