Currently there is a canon jutsu index in the shinobi handbook, and then in the jutsu and purchases section each category of jutsu has a list of approved customs. My suggestion is that the canon jutsu simply be moved to the most appropriate list in the jutsu purchase page and marked as canon through subtext in the title or with an * to indicate it is canon to reduce the amount of clicking around needed in character creation or purchasing new jutsu.
