A couple issues here: The technique you linked is a B-rank, not an A-rank. You're a chuunin, so you can't train either A or B-rank jutsu- the highest you can train is C-rank.

You can turn in this thread as a C-rank exp training to gain 95 xp and then purchase the jutsu as normal for 180 xp. Just make the proper edits.
