Actually, Chuunin are allowed...

14 E-B ranks
or
11 E-B and 1 A.

As you mentioned, they can't have more than three B ranks.
However, if you take the A rank (therefore with 11 E-B) it must fall under the character's primary specialisation.
Aaand the B ranks must fall under your primary/secondary specialisations.
Also, it's only 1 free C rank based on your primary specialisation.

Other than that I don't know how I could be of use. Perhaps they are of a different rank and you may by chance missed that? I haven't seen any Chuunin abuse of the limits, and the Admins and Mods would've noticed if there was something as you mentioned.
