NAME: 海坊主公演, Umibōzu kōen [Umibozu Performance]

DESCRIPTION:
Used in more cloak-and-dagger style naval infiltration, the user places a seal with the word 埋める, "fill in” upon it, and charges it with chakra. Over time, the seal will slowly drip water into whatever it’s been placed in. The more chakra the caster is willing to supply to the seal, the faster and more water the seal will output.

Traditionally used by members of the Suiton Butai to check their own vessels for leaks before they leave drydock, it has also seen much use in distracting enemy navies, who scramble to look for a leak that isn’t there. Theoretically, with enough time and a huge amount of chakra input, the seal could output enough water to sink a ship, but this is unlikely due to how conspicuous such a seal would have to be.



NAME:水牢の術­ (Suirō no Jutsu) [Water Prison Technique]

CHAKRA USAGE: Medium to Cast, Low Continuous

CLASSIFICATION: Ninjutsu

ELEMENT: Suiton - Water

HANDSEALS: 9

DESCRIPTION:
Used primary by the police of the Water Dragon Corps, the Water Prison Technique is vital for holding criminals in place until backup arrives. Once the hand seals are performed, the caster reaches for the target, enveloping them in a sphere of water up to the caster’s elbow. The target will not drown while within the sphere, but their movement is heavily restricted.

The caster must remain at least wrist-deep within the water in order to maintain this technique, though the use of a clone (such as a Shadow Clone or a Water Clone) will suffice if the caster needs to be mobile.

If a character has a way of bursting the bubble from within (such as through a massive outpouring of chakra) they could escape. Otherwise, breaking free of the Water Prison requires the character to perform either B or above ranked jutsus of any element with enough force to free themselves, or Doton of C or above. Of course, the slowing effect of the bubble makes even hand seals difficult.

ELEMENT: Suiton - Water

REQUIREMENT: :水牢の術­ (Suirō no Jutsu) [Water Prison Technique]

DESCRIPTION:
As above, so below. Similar conceptually to the Water Prison technique, the Octopus’ Bride technique, named for what it does to its targets, wraps a submerged target in ribbons of water and then drags them to the bottom of whatever body of water they happen to be in. Instead of being trapped in a sphere of water that they can somehow breathe in, this technique encases their body in whatever pose the ribbons found them in, making it incredibly difficult to move at all.

This technique is primarily used against other underwater combatants, or to keep prisoners from escaping by plunging them to the bottom of Mizu no Kuni’s many bodies of water. Of course, if a target is not actually in a body of water, this technique does nothing.

Much like it’s sibling technique, this technique can be blasted out of with an outpouring of chakra, or from all techniques of A Rank or higher. Doton techniques of B rank or higher can always release the chains, as Earth is the enemy of Water.



NAME: 捕鯨の槍, Hogei no yari [Whaler’s Spear]

RANK: A

CHAKRA USAGE: High

CLASSIFICATION: Ninjutsu

ELEMENT: Suiton - Water

HANDSEALS: 13

DESCRIPTION:
Designed to puncture the hulls of wooden boats, this technique can also be useful puncturing all sorts of fragile defenses. The caster performs the hand seals and either generates or lifts a large amount of water and forms a spear twice their size. They lean back, and throw it at their target, expending more chakra to ensure its flight stays true and actually makes it to their target, accurate up to about 1km. Further than that it has a tendency to fizzle or run out of steam and fall to the ground.

Most B rank and below defenses, besides those of Doton, will be pierced by a well placed spear throw. When puncturing the hull of a ship, the danger is obvious. A well placed spear can send a ship to the bottom of the sea, or ruin its sails and leave it dead in the water.




NAME: 大綿津見神の怒, Owatatsumi no Kami no Ikari [Wrath of Ōwatatsumi]

CHAKRA USAGE: Extreme

CLASSIFICATION: Ninjutsu

ELEMENT: Suiton - Water

HANDSEALS: 15

DESCRIPTION:
The caster performs the hand seals over a massive body of water, such as a great lake, sea or the ocean. When they finish and allot the needed amount of chakra, they slam their hands down onto the water, launching a large volume of it into the air. The caster can then direct the free floating water directly atop of an enemy advancement, such as a ship, or small army.

This technique is primarily used to sink naval fleets with tsunami-like amounts of water. This technique simply doesn’t work in smaller bodies of water, as there isn’t enough water to force into the air. Your average person with this much water dumped upon them will be crushed utterly, unless they have some kind of water attunement of their own. Boss rank Summons will take significant damage, particularly if they are of the Katon alignment.

This technique is not unblockable. S Rank Doton techniques (such as those of Iwagakure’s Guardian Corps) can block it completely, and incredibly strong barriers of the non-elemental sort stand a chance of blocking a portion of it without breaking.

Umibozu Performance - I wouldn’t have this continuous, but set upon them writing it. It arguably seemed like an explosive tag to me, but water version. C rank please. I also wouldn’t have handseals, I’d have them write it.

Description:
Suirou no Jutsu is a Ninjutsu that utilizes water to imprison an opponent. The ninja forms the necessary hand seals which causes the water to form around the target into a spherical prison which only allows for limited movement. The ninja must keep their body touching the water prison to maintain its existence. If the contact is broken, the water falls away and their target is released. When combined with a bunshin technique, the ninja can imprison their target but still allow for a clone to attack others nearby.



Octorpus’ Bride - Due to it being based on a universal, I’m hesitant to make it limited to the organization… but assuming i let that go, we’re going away from the idea of ‘this rank versus this rank.’ Meaning to reword or delete that last paragraph. "Jutsu of stronger power can break from this” etc.


Whaler’s Spear - I’m unsure why this is limited to the org either. A water spear seems like a fairly basic thematic? And the same note for the last paragraph. No rank comparisons.


Wrath - you almost got away with the rank comparison there. The barriers description is more acceptable, less so the S Rank Doton
