People secreting off to private meetings, familial businesses being strong-armed, and, most concerning of all, under the table weapons deals. Almost all of the reports of these occurrences have come from the streets of Omotesenke, a bustling village at the center of the nation which contains a monumental Bizarre, a place where merchants come from all across the country to sell their wares. The Daimyo of Tea Country has contacted Konoha to hire aid in investigating this matter. They ask that the shinobi go under cover as merchants at the Bizarre, attempting to uncover suspicious figures and enter the inner circle of the scheming rebel group. All the Daimyo desires is concrete evidence that something is going on and, if possible, identification of involved individuals. Apprehension is not strictly necessary. Yet.
