Description:
The plague in Kaminari no Kuni resulted in great misfortune, both in how it ripped through the nation's populace during its years in quarantine, and in how the nation has been struggling to recover in the plague's aftermath. In a show of good faith and to foster the alliance between Kumogakure and Konohagakure, Hi no Kuni has offered to support Kaminari no Kuni's ongoing recovery efforts by supplying a team of contractors to help restore the infrastructure of re-appropriated, then abandoned, points in the supply chain from the eastern coast and up the river north towards Sancho.

One shinobi from each nation has been supplied to guard the contractors in their journey as they make necessary repairs at transport sites along the river, and administer other necessary aid. Aid may include procuring supplies such as fuel, food, or medicine, or dealing with any criminals that have taken up residence in abandoned sites.
