Silence felt like a shroud around him as he overlooked the progress below, eyes following the movement of the adepts of the Puppet Corps as they carried on, of officers within the Siege Corps consulting with them. Technicians working in segmented constructs that whose internal mechanisms resembled the internal structure of puppets. Members of the Chikamatsu clan conversing with each other as they devised a new set of puppets powered by composed souls from criminals, traitors and worse. He saw all these with a preternatural reasoning and a dispassionate calm. With hands behind his back he would take a step from the preparations that were going deep beneath Sunagakure.

The vaults were not new, they had been intended to expand the village, to give sanctuary when a prolonged siege was at hand. He imagined that the first and second Kazekages hadn't foresee their use to be such as this. To be the place of thinkers, the hold the deep secrets that would otherwise be too shameful to be brought into daylight. He found no solace in the chill of the deep caverns , almost as if the black stone of the walls sapped whatever energy, his hands trailing the smooth surface of rock that seemed to drink in the light from the lit fires upon braziers and sconces upon the wall and few lamps that had been hung from the ceiling.

He passed several rooms, seeing researches observing shards of rock the size of a palm, tinkering with the inert object with the odd fascination of a child with a newly found toy. He wondered what properties there could be from stone, but decided that whenever they were discovered, he would deal with them. As he entered a large circular room, more technicians were installing Chakra communication devices. The room dipped, the indentation allowing for different stations to coordinate battle plans surrounding a large circular table that remained blank, waiting for a battle yet to happen, a war that seemed to be in the distant horizon. "I see you have found your way in, Arashi." The Kazekage added, turning to face his firstborn child. "What news do you have for me."

"Nothing that is too pressing as of yet...its the waiting game at this point..." Arashi would look around at the clear signs of change occurring within the lands below, her expression calm as she rested one hand within her pocket and the other hanging from her side. It was certainly a far cry from what it had been only a few years ago. She recalled coming here before to have a talk with her father, to learn of the future of the village. Now, it was starting to show that the progress was starting to show as this was to be the new headquarters for a multitude of facilities. Honestly, it felt like a power play to isolate them like this, but it made sense in a unified outlook. Though if it made the vaults of old have more of a function than perhaps it was best to use them as much as they were capable of. The possibilities were endless, but the costs of it were still a mystery to her. "I imagine this place isn't going to be just for certain branches...and the depths of these tunnels lead just about anywhere in Kaze no kuni..." A smirk crossed her lips as she shrugged her shoulders. "I did my homework...these date back all the way to the first Shinobi war right? It was expanded upon a bit, but they were never really used to this degree..." Ultimate Defense A Skill granted by her continued use and developed relationship with Shukaku over the continued use of his control over sand, Arashi has a stronger connection to the element, allowing her to use it at a much more intensive rate than before. As such, her defenses are much more adapt and capable of taking on stronger attacks and reinforcing itself at faster speed. This adaptation to the sand shield allows for it's reaction time to have increased and make it more challenging for attacks to connect and break through the first layer, while acting still on the natural inclinations of auto-repairing itself for the next strike. Sand Control Arashi is granted two forms of defense by the Ichibi. The first one is a subconscious ability granted by the Bijuu is that there is constantly a barrier of sand clinging to Arashi’s skin. This barrier acts as a shield against her skin, absorbing heavy blows and protecting her. Her sand defense is very tough, being very difficult to break through. The sand has been likened to steel and concrete. The second form is one which pulls sand from her surroundings and the sand piled on her skin to form a visible barrier and dome like barrier around her. The sand is typically pulled from the ground and any nearby source. Arashi’s various dogs often have a plentiful amount of sand carried in their thick coats. As such, the sand is often pulled from their coats to be used to protect the girl. Through the course of her training, Arashi has learned to control both of these forms of defense to a degree, making her much more capable of mounting a defense in a variety of ways. But she still at times must incumbent some cooperation from Shukaku to ensure of it's sustainability. Arashi can control sand and wind around herself to whip up sandstorms with powerful gusts. The sandstorm often appears when she’s emotionally strained and damaged. If there is no sand around her, powerful breezes will still gather around her. Shukaku enjoys teasing the girl to the point where sandstorms appear. But with the course of time, Arashi had grown more comfortable with this and developed a thick skin towards such actions by the Bijuu. While Arashi had previous had little to no control over her other sand related abilities, she has a somewhat capable hand at this one. Because of the trauma of her sand attacking her classmates at a young age, Arashi has managed to reign in some of this power. "Yes." The Kazekage replied and was pleased that his daughter knew the history of the village very well. As he rounded the table of the strategium. The ancient walls, as displeasing as they could be, probably held the feature of the land better than most fortresses topside. Even when a single fortress could hold the land for indefinite time with provisions and water rationing. But here, here they could plan, they could dig deeper if time needed it to and also they could see to their research away from the praying eyes of those that would see this as a threat to whatever dominance they think they had. "Nor I imagine the First Kazekage thinking it would be used like this." He told his daughter.

"I imagine you have perused some of the progress below, right?" He asked, beginning to lead her through another hallway carved through the smooth, black stone. More sounds of progress, of cutting of stone, of reopening old rooms to explore, whilst other more equipment was being installed, ranging from medical to research rooms and even more common like barracks and preparation rooms and hydroponic stations. "This is not the only site, this is merely the beginning." He explained and stopped into one of the rooms that was being transformed into an armory, yet unoccupied.

Racks upon racks that would in the future hold puppets either those that were used by the Puppet Corps or those that would be inhabited by a composed soul attached into its chassis. Others were for more conventional weapons, swords, kunai, stacks for shuriken and senbon, other for kusarigamas and so on. Crates with the infantry flak-jackets were being brought as a new model was made to bear, similar to the older models, but including a ticker neck guard and longer shoulder guards, plates of a material placed inside to bring additional protection. "I never got the full tour...I know that one way leads to the tower...the rest scatters and it was covered up..." Crossing her arms, Arashi would admit that she had been down here more than once. Vague memories nestled through the depths of her mind as nightmares. She knew a dark room and some of the passages, but as she said, a lot of it had been covered up. In truth, aside from her father taking her to one of the chambers and what she had figured out during one of her adventures with Zakku, she had only seen a small part of these vaults, but knew of their importance. In the end, as her father stated how this was only the beginning, she'd blink for a moment as she spoke again. "I can't say I do...I could sense some things shifting down here, but for the most part I just figured it was being cleared for the others..." Looking into one of the rooms, she'd see the armory being built, prompting her to start piecing things together rather quickly. Or at the very least, a theory. To when her opinion of what she thought was asked, she'd hold a blank expression as she couldn't really say much. "I mean...I wanna say that this is a good idea...I mean...It can't be too odd to have a secret storage for weapons or an area that was unknown to the public for security...Though why now?" "Its a precaution." The Kazekage replied, making sure that any ambiguity that might be implicit in the act was dispelled. He would be truthful to his daughter about the intentions. Weapons, yes, an army needed those and what was the sum total of the village but an army under the command of one? But he saw all, refuge, research laboratories, hospitals, storage for grains when the already punishing suns of Kaze no Kuni became even harsher. The vaults were meant to be all these and more when the need arose, as they passed through more carved hallways they stumbled unto elevators, the byzantine mechanisms that made the machinery that moved it to fulfill its purpose, too large to be just for people, but made to carry large cargo.

"And this is the first." He said, before turning to his daughter with a chuckle. "Of course, if we don't count the arcologies of Shutara." He added, remembering the city that had been carved from beneath the sands, where the seams of gold didn't end seem to end and were the backbone of the recovery economy of a nation through precious metals and stones. "I fear that in the years of come these will be necessary." He said as they continued and finally reached a long room, a large table of granite stood, sconces casting a warm light. Tall chairs were presented, each of them counting enough to fit the entirety of the village command echelons, the councilors, the head of ANBU and Medical Corps and the Jonin Commander alongside a final seat that was meant for the Kazekage.

"Should things become dire, from here we can rule and plan." He explained looking at the failsafe that he had come up with, little pride in his eyes at this necessity. "Of course, putting all eggs in one basket is dangerous, other rooms like this exist and techniques exist that allow distant communication." He said as he rubbed his eyes before turning to Arashi. "I intend to reform the council of the village. Into a single cohesive august council."

"That is always a possibility." Takato said in a nonchalant tone. Assassination attempts towards him, any lord or lady or indeed every kage were a constant. So much political and military power concentrated into a single individual made enemies from friends. The Iron Lord knew this, he had been long in the game and imagined that even among his subjects there were many that didn't agree with his policy, surely this build up and preparation was seen with some as a waste of resources for a war that may or may not come. But he preferred to see it as an investment for the future and to safeguard all that had been regained.

"But this is more of an insurance if I'm honest with you." Takato granted her, looking at his daughter as he attempted to dispel any fear she had for his safety. He placed his hand on her shoulder and looked at his firstborn with the eyes of a parent that looked at his favorite child. "And I show you this because I promised you, there would not be any more secrets and as Jonin Commander, you have a right to be made privy of all of this." He said, speaking once more as the Kazekage and not as a father.

Others that he trusted had seen all the progress made, the rest that would be in opposition would be told last, when there was no coming back. "I have also decided to spend our recruitment program. People of this nation have a right to defend it, no matter where they come. The clans of course will be our link to our past and necessary for stability, but creating training outposts in all corners of the country will be our next move." It was also pragmatic, as the village alone could not provide the numbers to replenish loses. Even with a nigh endless army of automaton puppets, a shinobi was far more creative and superior.

There was a lot happening, and Arashi wasn't sure where to begin with it all. While this was indeed proof that her father was indeed trusting her, it seemed like a mute point as she imagined such a concept should have been done so a long time ago. It certainly didn't help that she was now back-seat with a lot of the intended programs and outreach the Kazekage was planning with all of this. As she felt his hand upon her shoulder, the girl would look at it briefly before then closing her eyes as she continued to listen. His words were connecting, and it felt like the right move. Extending their outposts, creating areas for training, giving people a chance to have ample protection from dangers. It would make things secure, but she imagined that there was going to be some push back to such an implication. What about the areas that had made it clear that they did not want this kind of oversight? Because clearly, that was part of this. Oversight. A military operation of such a size would require it, and that would mean more shinobi posted in areas. Once again, a valid call, but it meant restricting some things. Considering what she had been doing for the last few months, between dealing with a supposed cult leader to having brokered a deal with supposed criminals in order to gain extra backing and prevent civil war, it almost felt as though all she had done was just create appeasement to stave off something worse that was coming to light. "Right...." In closing her eyes, Arashi would then gently remove her father's hand from her shoulder, stepping back as she began to bow politely. "I think I'm going to go up now and get some air...it looks...amazing...and I...I just don't have the words...I'm sure their there...somewhere...but I don't think I wanna find them at that moment...excuse me..."
