DESCRIPTION:

In spite of the last two decades of relative peace between the various shinobi nations, things haven't exactly remained quiet. With every nation turning their attention inwards to rebuild, trade and economic strength has become the new measure of power through which nations compare themselves to one another. While far better than open conflict, however, this has also invited an increase in mercenary attacks as old bandit groups have grown in size and entirely new factions have risen up almost overnight thanks to the sudden increase in goods being transported over borders - far too many for most villages to simultaneously keep their eyes on, or otherwise privately owned companies that would rather risk sending out unprotected or lightly defended shipments of goods to save a few quick and easy ryo.

One particular such group has set up shop near Hi no Kuni, within Nohara no Kuni's own territory and using the border to their advantage to hit caravans attempting to make the crossing from the larger nation and retreating into the smaller one, forcing Konoha shinobi to give up pursuit or risk a political incident. Due to rising bounties on both sides - from those shipping the goods in Hi no Kuni and those yet to receive them in Nohara no Kuni - Kusagakure has made the decision to try and cash in. A sensor shinobi has located a large camp in the forests straddling the border, and word has been sent for a team to go in and clean up. Due to the nature of the attacks performed on the caravans and the bandits' ability to regularly escape Konohagakure's forces, it is highly likely that at least a small number of those within the camp have at least basic shinobi training.
