Reason/Argument for Appeal:Addition of an unwritten, but commonly accepted rule to the actual written rules for clarity. It will be beneficial to both existing and new players alike. Particularly new players.
It will also be useful to have an actual rule regarding it for consistency. Changes Being Made:Addition of an amendment for the Equipment rules under the equipment availability table section specifically regarding clans and individuals that utilize equipment for their ninjutsu, ie: the Waruichi.
I propose the following, or something similar, be added:
Some clans, and select individuals, that specialize in ninjutsu utilize equipment as a base for their techniques. Prominent examples would be clans such as the Waruichi, Ōnakayama, and Jokyū. While not all members of these clans will use equipment, those that do will be an exception to the typical equipment allocation slots.
These individuals will substitute their ninjutsu specialization for a bukijutsu specialization, such as primary for primary, or sole for sole, and utilize the table accordingly. Items that are part of their ninjutsu specialty will be treated as per this special allocation, while all other items will be handled normally.
Maximum allocation of non-specialized equipment is subject to the maximums of their normal specialization, such as a special jounin with no bukijutsu specialization being restricted to a maximum of two B-rank equipment. A ninjutsu primary with bukijutsu primary will still treat their specialty items as a primary bukijutsu for allocation, but all others as a secondary.
Item slots gained from specialized equipment cannot be used to increase the rank of non-specialized equipment.
