One of the changes we'll need to make to this technique is that it is currently accomplishing two things - both sealing chakra and performing a physical restraint. Generally speaking, one of the balancing points of fuinjutsu is that while it is very powerful, it is also very specific in what it accomplishes. To me this should just be a mokuton-specific version of Lion Closing Roar while Adamantine Sealing Chains should remain their own separate jutsu. As Adamantine Sealing Chains can already be overlayed over other jutsu with a separate cast, I see no reason to incorporate it into this technique, as it throws off the chakra cost balance.
Additionally, the Lion Closing Roar technique generally requires a much larger seal than what is described in this theoretical technique. In order to block chakra, an individual or group of individuals must be contained within the seal. If the intent of this is to help cut off the chakra supply of bijuu/restrain bijuu an exploding-note sized Mokuton seal would not be sufficient to create the desired effect. It would only block tenketsu on the small area that the seal covered, so it wouldn't be especially good bang for your buck.
My suggested rewrite of this technique would remove the Adamantine Sealing Chains and instead either focus on growing a very large Mokuton platform of the seal from the ground below a battlefield (neutralizing chakra for both opponents and allies contained within), or stick with the small initial seal but make it grow over time, opening a possibility for the opponent to peel it/rip it off before it can reach full effect. I'd also remove this line - "Furthermore, what's interesting about the Mokuton [Wood] properties, is it won't burn up when coming into contact with the chakra of a bijuu cloak of an jinchuriki."
