Generally, the different communities of the city get along well and cause no issues for the trade and diplomacy held there, the Hi no Kuni and Nohara no Kuni gangs are starting to get people nervous. While not particularly dangerous yet, they have the potential to become a problem in the future. The mission is to disband these groups by whatever means necessary, without implicating Konoha in the process, as this may result in building tensions rather than alleviating them.
