In wake of the unfortunate damage sustained to the Roku Zensho, word got out to the underlings of the crime world that Arashi no Kuni might be vulnerable in light of the attack. Seeing as the nation had been mostly left untouched from a major stand point for years Bandits and other low lifes came together to create an organized crime syndicate. One not high in status, but enough that if they were to come together they could create more trouble for Arashi and eventually level up to a much higher status of crime. Nevertheless, to make sure their goals were sustainable they aimed to take over smaller villages around the country in hopes of using them for labor and eventual headquarters before taking on more demanding areas.]

TAKEOVER IN NARAI-JUKU

DESCRIPTION:
East ofMOSEUSHI in a small village by the Forrest that separate Arashi from their neighboring country, a group of bandits lead by Emon have taking hostage of the village. Control isn't entirely complete, but as the weeks go on they manage to get ahold of more and more people out of fear and as a result have made the village a rather difficult place to live in. His group of Bandits have made it a point to take large portions of their day to day income for themselves and the group they work for while living off their resources for free, and worst? Anyone who stands up to them has been threatened to be killed or to have their children taken in slavery for their bosses. Fortunately, a brave soul from inside managed to send word to Amegakure from the inside for help.


HELL IN THE HILLS OF GOKAYAMA

DESCRIPTION:
South of ERIMO in the hills another takeover has been underway, but the person behind this terror hasn't been revealed to the village. After receiving word from what transpired from NAIRAI-JUKU Amegakure becomes suspicious that something much greater might be going on behind the scenes as other smaller villages have struggled in similar fashion. Nevertheless, the issues residing in the GOKAYAMA have been more straight forward and so rather than steal from the villages resources they have been task with creating them. After getting a hold of a number of Black Smiths from around the area they have force them into create weapons in mass amounts and then having them sent to other villages under a system of separate takeovers. On one transport specifically a frequent visitor to the area notice something was out of place with the area, and after checking in on the place from the outside reached out to Amegakure for help.


DOWN BY THE RIVERSIDE

DESCRIPTION:
South of the Bandai Prefecture is a small boating village that has been known for their imports of fish that sell from around the land of Storm. Ine, the name of the small village has also been apart of a select groups of places that have undergone some form of takeover involving the use of their people, or in this case their overall resources to not only fund this secret organization, but to also take their food as well to feed its members. Words reached Amegakure after multiple sources reported that their usual shipment of fish were no longer being seen, and if they were the amounts were significantly smaller than the others received in years past. A group of Amegakure Shinobi have been sent out to investigate and to determine whether or not this situation is connected to the others in Arashi.


OUT WEST OF SHIRAIO

DESCRIPTION:
Not too far from where the village of SHIRAIO resides is a small village that is known for its trades between Arashi no Kuni and Nohara no Kuni. The village isn't known for anything major in particular, but mostly for the work they do which involves exporting goods and bringing in imports as well. Nothing more, nothing less. However, the value in this is the material they bring in and for that reason the secret syndicate designated this place as an area that needed to be overtaken so that they could bring in more resources. It wouldn't take long for word to get to Amegakure of goods that were paid for that had no arrived to designated areas in Arashi and in Nohara. Yet another place the village suspected to be tied to this secret group that needed to be shut down.


ENEMY DOWN SOUTH

DESCRIPTION:
After gathering intel from the Bandits responsible for the multitude of takeovers the evidence has it that the main location of this syndicate is somewhere down south Arashi, and in plain site in a location where no one might have suspected. However, in order to get there a team must follow a serious of leads with no guarantee that they'll find what it is that they are looking for. Will they find where this organization is hiding? Or is it a setup meant to keep away anyone who got close enough?


TROUBLE IN HIDAKA

DESCRIPTION:
What better place to hide a small time syndicate than a place that's already known for the trouble it keeps. Especially since much of its infrastructure is outdated, and thus is more likely to be the home to some of the more undesirable people in the land looking for a large space to live. That isn't to say that there aren't good people out this way, but they usually just mind their own business. Regardless, now that all of their locations have been discovered there is only one thing left to do: Find them and bring them to an end alive, but it wont be easy. Rumor has it that they might actually have a few of Amegakure Shinobi on payroll, could this possibly be true?
