I feel like this needs to be at least a B rank, given the absolute certainty of combat and the presence of at least Shinobi-capable enemies on Kiri ships.

I feel you have read this incorrectly. I never stated they were on Kirigakure ships, just that 'it appears to be' - the idea being they were impersonating Kiri but a tasker isn't going to automatically know that information. The gaurentee of combat bit though is kind of irrelvant given how many bandit extermination missions exist as C-Ranks.
