A sex offender and known rapist has evaded Konohagakure's forces, as his offenses happened at Hi No Kuni's borders and local police wanted to take the score for themselves. Shamefully this means the man isn't going to be nabbed today, but his reported presence seems to have him heading to the Land of Wind. Unable to devote shinobi forces into foreign lands over the mans crimes, it's been tasked of these two chunnin to deliver a message enclosing a best done drawing of the man. Hopefully with the letters delivery future violations can be avoided and the man can be brought to justice.
