DESCRIPTION:

Recently there have been reports of seafarers being in the dead of night by pirates and not returning back home. The reports, primarily coming from many of the small island nations under Mizu no Kuni's rule, have started to become more and more prevalent. Rumors have started to circulate that these pirates are indeed rogue Shitai clansmen from Kumogakure, and as such he natives have started to refer to these rogue seafarers as kyūketsuki kaizoku (吸血鬼海賊, lit. "vampire pirate;" kyūkizoku ["vampirate"] for short) Many ships are refusing to make their deliveries to neighboring islands and nations. Due to the potentially harmful nature this could have on Mizu no Kuni and the aggregate nations under its rule, two shinobi (an elite jōnin heading the hunt and a young but capable genin, whom is participating in legimiate field work) from Kirigakure have been handled to assess and deal with the rogue pirates.
