DESCRIPTION:
Intelligence reports suggest that a lesser noble, currently staying in a small village in the East, is entangled in a network of money laundering and tax evasion. The suspicions surrounding his financial transactions necessitate the intervention of shinobi to uncover the truth and protect the integrity of the financial system while upholding the rule of law.

To discreetly collect evidence without arousing any suspicion, the shinobi are advised to infiltrate under the guise of shrine performers (the shrine has been informed ahead of time) on the occasion of the said nobles child's birthday. After securing enough evidence, the shinobi can choose to either return and report the mission or opt to apprehend the target promptly. If the latter is selected, the team should be mindful that the lesser noble has employed skilled bodyguards to ensure his protection.

What's this "village not far from Kirigakure no Sato"?

Revised to "minor village in the north". Not intention to clash or affect any established lore of Mizu no Kuni.

This doesn't really answer my question, could you please specify: Northern Mizu no Kuni locations

Out of the spots listed there these are not going to have any kind of nobles:
kuro matsubayashi
aka tenshukaku
sunchō no mura
shisawa

Perhaps amend this to the eastern part of mizu no kuni as there are many small harbors and nameless small villages there... Or you can go to Mizu no Tera (also in the east) that's a popular spot for nobles to visit.

My apology. Noted, and amended accordingly. Since he is committing crimes, we will avoid Mizu no Tera and revised the setting to harbor/small village.
