First off these are far too powerful for universal jutsu, let alone personal, and they are doing way too much for what they are. Personal jutsu need to have flaws, they aren't fully developed generally speaking, and they certainly aren't going to be doing multiple things at once. You are going to need to tone these down a lot, especially if you want them personal

Kaze no Seishin: Tekubi also might not even be ok, because it treads on a religion special ability belonging to The Conciliator's of Hotei, I'm not entirely sure. What I am sure on is that a B Rank jutsu should not be 'rivalling the might of legendary beasts'
