Two points of battle moderation were requested.

1.) A ruling on the timeline of interaction between Sanosuke and Satoshi in comparison to the events of Shodaime. The main concern was that Satoshi was focusing too much on the Shodaime encounter to prepare a proper defense against Sanosuke's attack.

2.) Yoshi had asked for a ruling as to the outcome of one of her puppets that she was trying to get to Shodaime. I had made the assumption she meant she was trying to block Toshizo's strike aimed at Shodaime, but it was more about getting it close enough and then having it take any sort of damage.



So for the first moderation, I would point out that Sanosuke's last post was before Shodaime even began to do the rotation technique and in Satoshi's own post he states that he intended to keep the technique going up until the very last second. So Sanosuke's attack would happen while Satoshi was still trying to hold the technique. Because Satoshi continued to try and harass Shodaime and rather than focusing all effort into defending against the attack Satoshi had planned to keep the relatively same position so as to set up the shadow extension; I will rule that the senbon will hit as intended for the most part. This is not only due to Satoshi's stated intention of keeping up the harassment as long as possible to help make that opening for Toshizo, his willingness to put defense on the backburner in a hope to set up a capture attempt, but also the difference in physical talent and Sanosuke mostly having not exerted themselves compared to Satoshi who would be on the exhausted side right now.

So Satoshi wrist that was not throwing the light tag and his knees will take the senbon which will restrict his ability to form seals and move. That being said, because he was trying to throw the light seal behind him so that the shadow cast would go towards Sanosuke, it doesn't make sense that those senbon would be able to hit that wrist and will instead graze the arm as it went back.

However, Keisuke's clones will be effectively arriving on scene as this is happening given that Satoshi was staying in the backlines most of this fight due to his focusing on the fireflies. Given that Sanosuke stated his intended target of the body flicker a the end was Shodaime's area he will be arriving roughly just as the pollen and petals from Kazuto begin to come down in that general area.




Moving on to the puppet question. As I said, I had been under the impression that the puppet being damaged was specifically meant to take the hit directed from Toshizo towards Shodaime and couldn't in good faith believe that would happen give Toshizo's speed, accuracy and how little time there was. However, Yoshi clarified she was fine with it taking any damage. To that end the puppet since it was already trying to get close to Shodaime could have been close enough to have been hit by the rotation as it started. This would be enough to activate the balloon mechanism. Meaning there is a balloon just above Shodaime that has quickly inflated. Still there are the two larger puppets that were by the JITE and some of the birds in the area.



Just to be clear, I have not covered every single factor here, just the specific that a ruling was requested for. Please keep everyone's posts in mind when replying. If anyone disagrees with my ruling(s), as stated before I will confer with other staff not involved to get additional opinions.

Alright. So there were four main points that battle moderation was requested for.

1.) The outcome of the attack from Toshizo on Shodaime.
2.) The sentiment that Shodaime would not be caught unaware by Toshizo's attack.
2.) The possibility of others intervening in the attack on Shodaime.
3.) The capability of Tsuki's puppets to be manuevering, given Kazuto's growth of the forest.



So lets start from the fourth and work backwards as the second through fourth could affect the first.


Beginning with the capability of Tsuki's puppets, while the forest growth would affect the puppets by slowing their progress/movements to a degree, the argument that the strings would get tangled and make it impossible to manipulate the puppets is not really a valid one. For someone on Tsuki's level of skill, puppets generally only require one string to function and it merely needs to be connected to direct it with the string having a max length. Tsuki is also not simultaneously using every single puppet as she specifically left some in reserve meaning if absolutely necessary, Tsuki would have no issue disconnecting one string to connect another in it's place that hadn't wrapped around the woods. Furthermore Kazuto made no special mention of trying to go after the puppets nor would he have that great a capability to do so even if he had. This is primarily due to his positioning towards the back (since he was leaving front line fighting to his puppets) and the lack of any sensory abilities making it obvious he's relying on his eyesight and just general observation skills to track targets and focus his efforts with the terrain manipulation. Given that most of the targets are on the ground, it also make sense that the majority of the efforts are focused around ground level. So my ruling for that is no, the terrain changes while possibly slowing the movements of larger puppets would not make it impossible for Tsuki to operate her puppets.


Moving on to others intervening in the attack on Shodaime, I had certainly left the opportunity for that, although those who could are in short supply. Tsuki has some puppets nearby and Squeakers is also nearby. Squeakers however is currently having a battle of wills with Tomomi and while it's quite possible they'll win out on that fight; I do not believe it would happen within the span of a second or two that it would take for Toshizo to drop from the tree (which I read as dropping the moment Shodaime started getting pulled down) and slash out. As far as Tsuki's puppets go, I believe that they are close enough to try and threaten Toshizo, but given that Shodaime started to do a rotation, I believe they'd have trouble moving past the barrier that's starting to form to say use themselves as shields for the attack. They can however, very much counter attack Toshizo to try and prevent any follow up strike. Lastly, there are the JITE NPC's nearby, but given they just escaped mental assaults and Shodaime is putting up a bubble of chakra around her via the rotation tech; I would put them in the same category as Tsuki that it'd be unlikely they could intercept the attack, but could effectively counter it moments later.

Shodaime argued that she wouldn't be caught unawares by Toshizo on the ground and that him dropping would give her plenty of time in conjunction with her reflexes SA to try and combat the attack. Understand that it was largely due to your reflexes that I believed Shodaime would be able to get the rotation started in time at all. As I said earlier in this moderation, I read Toshizo's post to indicate he had intended to start dropping immediately after Shodaime was pulled down by Squeakers and Squeakers only managed to pull her halfway before the chakra was suppressed for the moment. It is thanks to Shodaime's reflexes and Byakugan that she's able to predict this attack well enough to even try and get some level of defense up despite the difference in physical abilities between Shodaime and Toshizo.


Now this gets to the outcome of the attack. Having reread the nature of the S rank being used and the fact that it's lethality comes more from it's precision than raw power, I am more strongly of the opinion that the rotation could provide a more valuable defense against it. Toshizo was aiming for the shoulder with the intention of effectively bisecting Shodaime from one shoulder to the opposite side's hip/waist. As it stands I do not believe that this attack would go through seamlessly as the rotational force of Shodaime's technique would put pressure on the blade and cause it to be pushed enough that combined with Shodaime's own movements for the rotation, the blade would begin to enter her shoulder and leave through the upper arm. If Toshizo had attempted to strike from the opposite way (meaning directly against the rotation) it is likely that the wound would be lessened to an even greater degree. That being said, I believe with Toshizo's combat expertise and with the precision he's capable of he'd at least understand that its better to try and move with the rotation rather than directly against it. That being said I would rule that Shodaime has just lost the arm they were rotating away from. So if Shodaime was spinning to her left, then she just lost her right arm or vice versa.


Please keep in mind that Tsuki, the two JITE members and possibly Squeakers depending on the outcome of that battle of wills are now all around Shodaime and Toshizo is a little exposed at the moment. Should he press the attack he may be able to get the kill, but may also be killed by any or all of their likely counter attacks.



If any of you disagree with this ruling than I will consult with J and Tact who are not part of this thread either; however I do believe I've tried to be as neutral and fair in this thread so far.

Sorry for the delay in the ruling, but I've been quite busy.

The issue that was raised was whether or not Shodaime's chakra would still be under seal from the fireflies.


As far as I can see, Satoshi has not been neutralized fully and the fireflies were not dealt with. The last part of her shadow being disturbed is of interest however. It is my belief that there are currently two components of the battlefield that will be affecting her shadow to some degree. Specifically Kazuto's manipulation of the terrain as it's constantly heaving around which in turn would create and remove higher points of the ground that could potentially cause shadows to form. The second part is Toshizo's sword which is still a stunning beacon of light. As he is approaching at ground level and the ground is rising and falling I would argue that Shodaime's shadow is consistently being disrupted and the closer Toshizo gets, the more light would be able to fall more directly upon the ground and purge the shadows thus preventing the fireflies from sealing Shodaime's chakra.

However.

At that point, Toshizo will (considering his higher rank and his buki primary compared to Sho's tai secondary) essentially be at point blank range. Meaning even being able to now use the technique, her spin would be barely starting as he got there. Furthermore, even if the spin was in full swing, Toshizo's technique is very likely to cut it's way through the barrier given the rank of the defensive technique, the rank of the offensive technique, the rank of the weapon as well as its abilities and other reasons. I at the very least believe Shodaime will be taking an injury as the blade breaks through the rotation barrier. I'd prefer the two of you come to an understanding as to the damage that'll be resolved in the upcoming posts, but if an agreement can't be reached then battle moderation will have to determine the injury whether it be on the lighter side or potentially fatal.


Edit: I was reminded of the attack on Satoshi. From what I've seen it's highly unlikely that Satoshi will be caught unaware by the attack due to his Kagura's Mind Eye and enhanced Reflexes SA and given there's not too large a skill gap between Satoshi and Sanosuke, at least in terms of raw experience. Sanosuke does very much hold the edge in a physical engagement though and given how tired Satoshi would likely be at this point; I'm unsure if he'd be able to dodge every shot, especially given his skill set doesn't revolve around physical combat.

So in summary, I believe the attack from Sanosuke on Satoshi would not impact the whether or not the rotation goes off. The light of the blade would still disrupt the shadows necessary for the technique, but depending on how Satoshi chooses to react to this attack and the subsequent damage he may (and probably should) take; it might very well prevent Shodaime's chakra from being sealed again going forward. If you two cannot come to an agreement about the outcome of the attack then a battlemoderation will be issued on the outcome and the damage dealt.

Battle moderation requested concerning Kazuto's attempted use of Mokuton:Senka [Wood Release: Flash Blossom] against Shodaime.

From looking over the old posts and relevant information; I'm not sure how Kazuto is closing the distance quickly enough. Cause in the same post as Kazuto uses the technique, it very much shows the boom in the distance which means Kazuto was a bit further back from the fighting. Which makes sense since he also was the one who met with Keisuke and has been more focused on manipulating the terrain to slow the enemies attempts to run away and leaving his clones to do all the fighting on the frontlines. He just seems to suddenly be at the back lines to being within range of Shodaime in an instant. Add in that Tsuki has been prepping her puppets for two rotations essentially, has focused a good amount of them at the fighting near Junpei (Junpei & Haruko being in between Kazuto and Shodaime) means that he'd have to get through that main group of puppets that were near them (I understand that his NPC's have been moved by Tomomi's jutsu, but the puppets would still be there), then also get past the reserve puppets Tsuki has very clearly left to intercept any major push.

So this would be the ruling. Either Kazuto can play out dealing with these puppets and show them delaying him (allowing Sho's rotation and possible extraction) or he can push through the puppets recklessly, suffering wounds in doing so (which will be PM'd to Tsuki) and get in range for the Flash Blossom just as she's starting to use the rotation.

Just as a note, I've also conferred with J. for a second opinion and they're in agreement.

Yet again have I been summoned for a battle moderation. This one is in regards to Keisuke's chakra usage.

Alright, so quick math on this. You had five clones, four were destroyed. Chakra unused goes back to you and the surviving clone. Even if we discount the chakra of the wild lion's mane and lightning beast running, that'd mean you're at 1/2. You create five explosive clones. That puts you and the explosive clones at 1/12th. Cause half of a whole divide by six is 1/12th. You then want to split that even further by making another 120 clones. That would take you from 1/12th to 1/1,452nds



Edit 2: I've spoken with Keisuke about their options. They've edited their post accordingly and are aware that after their current chakra split between the clones, that the standard clones and Keisuke their self are severely limited in what techniques they can use due to low chakra.


The explosive clones each currently have (roughly) a sixth of Keisuke's max chakra (1/2 of each 1/6th will be lost should they detonate as per the technique) and the standard clones have far less. The creation of so many clones is only possible due to Keisuke's SA and the fact that he is fine with each being very limited in what they can do chakra wise.

Battle moderation requested in response to the senbon attack on the five shadow clones.

The three clones above would take the senbon hit and disperse. Between the rain, the attacker's camoflauge as well as the mist they'd have made the attack from, it's highly unlikely the clones would notice the attack. Taking a senbon would be enough to cause a shadow clone to disperse.

However, when those clones disperse the knowledge of their destruction would (as per the shadow clone technique description) pass along the information to both the original user and the remaining two clones. Given the SA's related to the skilled use of clones, hand sign speed and intelligence it would be a fair assumption to think the clones would be prepared for such an attack and could take evasive actions long enough to finish the handseals with the handseal speed SA. If further attacks come in they may be destroyed, but I believe they'd last long enough to get their jutsu off at the very least.


Edit: a follow up question was asked in regards to NPC Junpei's explosive tags targeting the clones of Keisuke. Given the heavily forested terrain and that having a look at the timeline of actions being taken as best I can, it is likely the blast would have destroyed the two clones. While they might have begun to dodge the kunai the explosion and the shrapnel of wood splinters of the surrounding trees is likely to have hit the relatively easy to disperse shadow clones with something hard enough to pop them.



Edit 2: Something was pointed out to me which made me realize I made an issue with the timeline. Given that I had earlier decided the senbon attack against the three clones happened after the smoke had been used to give concealment in the area. It would mean the clones very much were up near Sho rather than being destroyed on their way to the target. That being said I still believe it is likely the attack would destroy the three clones given the speed difference between the attacker and clones, the concealment the attacker has and the fact that the clones attention is on Sho.

I will however reword my previous ruling on the explosive tags by saying the danger of the shrapnel and explosive is imminent, but they will have an opportunity to dodge given that NPC Junpei is not as concealed and already used one explosive against Kazuto's clones which warns of the danger nearby to Keisuke's clones.


Edit 3: So I did fail to recognize the hanseal SA. Given that Junpei targeted Kazuto's clone first that would mean there's very little time between Junpei throwing the second wrapped kunai and the two techniques going for Junpei. I am reading it as if the second explosive note/kunai was meant to destroy the clones so as the halt the techniques, but while it's not entirely obvious the clones are moving (although it's worded a bit poorly and took me a couple times reading to see it) So this is what will happen. The second explosive tag gets thrown. The wild lion's mane can either intercept the tag (which buys Junpei a moment to get the dark mist off, but fully protects the clone) or it can ignore the tag and get a hit in with the wild lion's mane jaw (since Junpei did not other evasive action and was focused on getting the technique off), but after the initial bite of the wild lion's mane tech the clone using it would be destroyed, thus ending the technique after the bite. The running lightning beast was specifically stated as running erratic patterns and being held to intercept Junpei if he tried to move away from the wild lion's mane which he has not done. It can be redirect in Keisuke's next post however if he wishes. While the dark mist would be covering him, Keisuke still knows where he was roughly in the mist and can try to push the attack from there.




Complete Side note: Try to dial down how much ya'll are trying to squeeze into each post. When everyone is trying to do like three or four different things a post it gets hard to try and figure out what's happening when. At the very least if you're going to rattle off that many things, give me an idea of they would do x only if y happens, if y fails then they'd do z or something. Cause trying to moderate this battle is making my head spin. XD

Great Dam Incident


Target Details
Within the Land of Valleys, a massive dam has recently been constructed in it's Northern territory near the border with hill country. It is believed this dam will create a significant amount of energy for the nation and in doing so may allow the nation to generate enough funds to found their own shinobi village.

While the potential rise of a shinobi village is of consequence, the artificial waterways which have been created as part of this dams construction are of particular interest to Joumaegakure who sees them as a means of transporting goods further inland as well as having a large supply of fresh water being diverted along a path that leads into their lands.
Kosuigakure however is intent to see the damn destroyed and in doing so ensure that the the Land of Valleys must continue to rely on its shinobi needs from its neighbors. Given that forces of Joumaegakure have recently been brought on to ensure security at the unveiling ceremony, it is quite likely that those needs would be satisfied by Kosuigakure so long as their involvement is not discovered.

Outline for Aggressors
Main Objective - Dam Demolition
The primary objective of the operation is to see that the thirteen structural braces that disperse the majority of weight generated by the mass amount of water behind the dam are destroyed beyond any potential repair. The primary plan is to see a prepared demolition charge be placed on each support strut, ensure its destruction and escape from the dam.

Secondary Objective #1 - Crowd Control
While Kosuigakure does want to see the dam destroyed, they have no desire to see the civilian population attending the unveiling ceremony atop the dam slaughtered, rather they want them scared so that the civilian population's outrage is directed to the Joumaegakure shinobi hired to protect the event. Endeavor to wound as many civilians as your team can while killing as few as possible. Due to the amount of witnesses, any ability that could easily be connected with Kosuigakure must only be used as a last measure.

Secondary Objective #2 - Scorched Earth
Destruction of the surrounding hillsides is both something of a backup plan as well as a means of ensuring the planned destruction of the dam is a final one. Use whatever means necessary to cause large scale damage to the surrounding hillsides. The main goal of this particular job is to destroy natural resources near the dam to ensure they can't be used to repair or aid in the construction of a new dam in the future. Additionally, the destruction of the winding roads is of great importance in ensuring that any organized effort to save the dam or rebuild it in the future will be near impossible.

Speculation
If everything goes according to plan citizens of Valley Country will come to blame Joumae for their inability to ensure their safety during the unveiling ceremony. Additionally with the destruction of the dam and the destruction of the surrounding area, they will have an abundance of additional work requiring shinobi hands. Being the next closest shinobi village, it is quite likely for the citizens of Valley Country to request this work be done by Kosuigakure and in doing so give a significant boost to the village's economy.

Alternatively if everything goes wrong, the backlash from the Valley Country could be quite severe. Likely all work requests from Valley Country would stop and the nation may even hire shinobi from Joumaegakure or elsewhere to pay back such sabotage in kind within the Lake Country itself. Such sabotage at the very least could disrupt operations or even potentially lessen the nation's overall strength by forcing many shinobi to focus on contracts to undo the damage in the nation's interior.

Outlines for Defenders
Main Objective - Defend the Dam
The dam is obviously paramount. Beyond the obvious reason of needing to defend what was hired to be protected, the new rivers formed by runoff from the artificial lake created are expected to make their way through Jaw Country and into Key Country, thereby giving Key Country a river route further into the interior and potentially more commerce by goods traveling through their lands. Prevent the destruction of the dam or irreparable damage at all costs.

Secondary Objective #1 - Tend the Flock
While the physical security of the dam is of paramount importance, nearly as important is protecting the many Valley Country citizens attending the unveiling ceremony. The lives and health of citizens in attendence should be protected and any potential injuries kept to a minimum.

Secondary Objective #2 - Perimeter Security
Patrol the forested hills around the valley where the dam was constructed. Locate and neutralize any threats in said area. While the removal of such threats is more important, capturing any such individuals could prove quite beneficial in minimizing the blame Joumaegakure would suffer for other failures.

Speculation
If everything goes according to plan, Joumaegakure will gain access to new water routes through the country which lead through Jaw Country and into Valley Country. This could easily lead to a deepened relationship where Valley Country is more likely to hire Joumaegakure over other shinobi nations.

On the other hand, failure could easily drive away such business from Joumaegakure as well as render many businesses preparations to use the created waterways a waste of money. While the reputation hit could eventually be overcome, the immediate economical impact would be a painful blow.

Defenders: Capture any suspicious individuals. If you face aggression focus on neutralizing the threat with a preference for capture. Both sides of the dam must be patrolled. Split up for move from one side to the other as you choose.

Special: Participants must speak among themselves and decide if they will split up at all. If they split up participants must decide whether they are going to the East side of the dam or the West side. Sides must be decided even if neither side decides to split up as which side the group will be patrolling/attacking first. These decisions must be pm'd to the one NPC'ing the skirmish.

Skirmishes Overview

While the Great Shinobi Wars are the conflicts of legend and receive the greatest amount of focus from much of the world, experienced shinobi understand that just as important, if not more so are the numerous skirmishes that occur across the world in any given year.

While shinobi villages are relatively numerous throughout the world, there are still more countries that lack than then have them. It is often in these nations where small proxy wars of a sort play out with the shinobi villages of the world maneuvering to influence or at times control them.

The reasons for this are many ranging from pure monetary gain, for strategic access to specialized resources or services, for the mere prestige that such influence gains or even just to prevent another from having their way. Whatever the reason, those who manage to come out on top of a skirmish rarely regret getting involved in the situation.

While war is a relatively rare event, the skirmishes are extra shift at work of the world for shinobi. Something that everyone with the job has to deal with eventually.




A Skirmish happening between villages revolves around multiple villages attempting to gain control or influence over a country that does not have its own shinobi village. A skirmish begins when a village attempts to take some active action against a nation and in doing so may attempt to reap some sort of reward (to be covered further down) in doing so.

The initial aggressor may be countered by their rival village(s). Countering villages may try to deny the aggressor from accomplishing their goal or alternatively they may try to achieve the same goal before the initial aggressor. However, as it is generally much easier to work with the non-shinobi nation's forces; acting to just prevent the goal from being accomplished will be easier than attempting to accomplish the goal themselves.

The attempt to "win" these skirmishes consists of three threads, with the three threads consisting of three missions that run concurrently. The first of these missions is the "Primary Objective" that revolves around the main goal they are going for. The other two missions consist of "Secondary Objectives" which will revolve around assisting the Primary Objective or may consist of some secondary goal that also relates to the improvement the aggressor village is hoping to gain from this skirmish.



Potential Outcomes

There are a few potential outcomes of any given skirmish. These outcomes depend on which sides win the Primary Objective and Secondary Objective missions as well as if the Opposing Village was attempting to just prevent the Aggressor Village from succeeding or if they were trying to complete the Primary Objective themselves first. The possible outcomes are as follows and keep in mind, that there can be more than one outcome at a time potentially.:




Aggressor Succeeds
For the aggressor to "win" the skirmish, they must complete both the Primary Objective as well as at least one of the Secondary Objective missions.

Opposition Succeeds
For the Opposition to "win" the skirmish, they must complete the Primary Objective Mission and both Secondary Objective missions. This is to account for the increase in difficulty given that the idea of a skirmish is the Opposing Village gather intel after the Aggressor has laid plans to pull off this job and the Opposition is rushing to counter it without the cooperation of the Non-Shinobi Nation involved.

Opposition Defends
For the Opposing Village to successfully deny the Aggressor Village a victory they must either complete the Primary Objective or must complete both Secondary Objectives.

Aggressor Saves Face
If the Aggressor completes at least one Secondary Objective, they manage to at least minimize the fallout from failing to successfully complete the skirmish.

Opposition Saves Face
If the Opposition completes at least one Secondary Objective, they manage to at least minimize the fallout from failing to defend the Non-Shinobi Nation. If they attempted to commandeer the Aggressor Village's plan, then their attempt still becomes publicly known, but the failure penalty lessens compared to a Catastrophe outcome.

Catastrophe
A very unlikely outcome, but possible none the less. If both the Aggressor Village and Opposition Village fail to complete any objectives it will lead to repercussions for both villages. This could be rating penalties or possibly needing to complete a separate compilation of missions to undue to the damage caused by so spectacularly failing the skirmish.



Skirmish Requirements

1.) The posting requirements for most missions in a skirmish thread will be double the typical value for a normal mission of the same rank. This is partially to account for the majority of threads having twice the number of participants as well as to account for the greater impact skirmishes have on their villages. The only exception to this are "Secondary Objective" missions which are not directly countering the opposition's mission. These will instead have their post requirement increased by half.

2.) The mission that is considered the "Primary Objective" of the skirmish must be either A or S rank. Naturally the task should be something to warrant a ranking this high.

3.) The mission considered to be the "Primary Objective" must have random mission scenario enabled.

4.) The mission considered to be the "Primary Objective" must have at least three player characters participating from each side.

4.) Missions considered to be "Secondary Objectives" must be C rank or higher and typically should be a lower rank than the mission which is considered to be the "Primary Objective" of the skirmish.

5.) Missions considered to be "Secondary Objectives" will automatically become at least B rank if they will be in direct opposition to one another.

6.) Skirmishes must be signed off by the village ruler. In cases where a village lacks a ruler, staff may decide to green light the mission on their own.

7.) Skirmishes must be approved by two staff members (plus an additional staff if village leaders are missing)

8.) Teams for any of the three missions may not exceed four members for both sides. In total this means twelve shinobi for the aggressors and twelve for the defenders. This is in totality and regardless of how many villages may be participating on one side of the skirmish.

9.) In the event that one side of the skirmish has less participants than the other, then staff may agree to NPC Mods filling the gaps.

10.) To prevent NPC Mods from having to fight out an entire skirmish on their own, at least five player characters are required from each participating side. This is to ensure that the "Primary Objective" mission has the minimum three from each side with at least one player character being left over for each "Secondary Objective" mission.

11.) A village may only be participating in one skirmish at any given time. This is to give some reprieve to NPC Mods as well as Core Staff who will be reviewing these threads at their conclusion.




Reward/Punishment Examples

While skirmishes will always affect a village's rating to some degree, there will often be secondary rewards or punishments. These may extend to either those directly involved or potentially to any inhabitant of the participating village. Below are a couple examples of both punishments and rewards, but other such benefits or detriments could potentially occur.




Punishments


Reparation Missions
In the event of a loss, a village may be required to complete a series of missions put in place by the staff. The nature of these missions may vary, but failure to complete the missions may lead to further loss of village rating as well as a potential event being initiated that will adversely affect the village and its inhabitants.

Random Scenario Penalty
After losing a skirmish it may be decided by staff that all missions being performed by villagers of the losing village(s) are automatically turned into random scenario missions and all random scenarios will be either directly or indirectly related to the lost skirmish. This might be mercenaries hired by the non-shinobi nation involved in the skirmish showing up to hunt shinobi, refugees from the non-shinobi nation or so on. The chance of a random scenario are much more likely to be a negative one.



Rewards


Unique Materials
A successful skirmish may lead to a village gaining access to a rare material. These materials can vary, but could impart unique properties to items created from them or due to the fine quality provide an additional SA to the equipment. Participants in the Skirmish would automatically have access to this material, but non-participants may still gain access by completing required threads set in place by the staff. Typically this would be a thread traveling to the country providing the material and a thread in which they have the equipment commissioned and practiced with. Village rulers may impart other special requirements to make use of this material such as rank and/or positions among others.

Unique Repeating Mission
After successfully influencing or assuming some level of control over the non-shinobi nation, a unique mission may become available for the winning village(s) mission board. This mission would be repeatable and pay out additional xp for those who undertake it. An example of this would be body-guarding the daimyo of this non-shinobi nation or overseeing some project in the region.

I don't really see any justification as to why this needs tai primary to use or the suiton element when it's also shows it lacks any element. If you're trying to say that the suiton is necessary when underwater, but not when on land then be clear about it in the description and have the element read " Element: Suiton (When Used Underwater)" Could probably also probably have the chakra read as "Chakra Usage: Very Low / Low (Underwater Usage)" to account for using it underwater. If this is the case with other techniques that you can probably apply similar changes.


Edit: I've been informed that the technique Wanto Giri was already registered as a Hozuki clan technique.


Kaisoku: Harakudashigeri [Sea-Speed Stomach Drop Kick]
Once again, not really seeing anything to justify this needing tai primary spec. At best I might be able to see the argument for tai secondary since you'd have to be well versed enough in taijustu to account for differences between using it on land or underwater? Would also like you to give an idea of how much damage this could deliver. Is it just gonna double the opponent over, is it going to potentially rupture organs or what?


Ka Ka Kakato Otoshi [Fire Flower Heel Drop]
Once again, sort of need a better idea of what we're looking at in terms of damage if the strike connects. Also, I'm assuming from the name that this is bringing the heel down an into the opponent, but the description doesn't even state that. If I went solely off the description the only thing you're doing is spinning. I know it may seem unnecessary, but you should always draw a clear picture with every technique.


Appakushi Chokka Koro: Death by Pressure Plunge [English Translation]
Firstly you accidentally replaced the "NAME:" part with the japanese and that in turn messed up the placement of the english translation. I'm assuming the handseals are N/a, but you should specify. Otherwise fine as you give us an idea of the lethality with the crushing pressures.


Hyakumaigawara Seiken [Hundred Tile True Punch]
Once again, I'd like an idea of how much damage this could potentially do to an opponent if it connects. The breaking of one hundred tiles is all well and good, but kind of curious if it's going to break someone bones, take their arm off or just launch them back with heavy bruising.


Senmaigawara Seiken[Thousand Tile True Punch]
I assume the "Killing with one shot" is if it hits the torso/head. I know it might seem obvious, but like I said before we generally like to be as obvious as possible with descriptions so there's no argument.


Kaimen Wari[Sea Surface Splitter]
How big of a split in the water are we talking about. Cause as it reads currently it just says split the ocean which I imagine like from shore to shore or at least as far as someone could see which obviously wouldn't be a B rank technique. Furthermore what sort of damage would these shockwaves cause to someone? Is there a difference to those that would be in the direct line of the split or off to the side? Depending on your answers I'll probably ask for rank and chakra usage split. Also, I'm very much assuming you're using chakra to help fuel the strength required by the technique, but depending on how much water you're trying to displace I may require you to have an enhanced strength SA or something as well.


Senmaigawara Seiken[Karakusagawara Seiken]
Got two names here first off. Give a rough estimate of what "a fair distance" is to you. Cause one person might read that as five meters while another would argue twenty and a third would argue a hundred. What sort of damage does the shockwave cause when it lands on an opponent? You mention the shockwave, but as far as the text says it just sends them flying. I assume there's damage done, but like I've said a few times now; we need even the obvious stuff stated. Also, as a side note does this technique work when moisture is absent from the air? Like if this was used in the deserts of Suna would it still work to a lesser effect or not at all? If a lesser effect would it decrease any aspect more than another or across the board?


Gosenmaigawara Seiken[Five Thousand Tile True Punch]
I don't have a ton of issues with this one so long as we're clear that the knocking out a bijuu with one hit is a myth/legend. While it would likely be a strong blow to land on a bijuu since you state it can punch through the hulls of a ship or destroy building walls; it's unlikely a bijuu would be taken down by a single hit from it.


Samehada Shotei[Sharkskin Palm Block]
I'm not really sure what the technique is doing. Are you just using your hand to block things, are you knocking them aside? If you are blocking them with your hand, are you gathering chakra to do it? I mean I could make assumptions, but I'd rather it be written out clearly. Furthermore I would ask you specify that it would block ninjutsu of a physical nature and also remove the note of blocking any rank below it. While some techniques make reference to that we've tried to move away from direct rank comparisons. Cause for example if we allowed it to block any rank of ninjutsu lower than it, it wouldn't make much sense how its blocking say a B rank raiton technique that would just flow through your body the moment it connects or a poison gas that surrounds you.

Might want to clean up the wording a bit, but for the most part looks fine.


Shizurase[Leisure Silk Torrent]
So how much protection does this give the user? Is it all around them, only in front of them, only on the sides or what? Does it generate enough power to just knock away light objects like kunai or is it strong enough to destroy a bolder hurtling towards you? Does it take time to gather water around you or does it solely rely on what's already in the air? Is the effect lessened in places with no humidity like frozen tundra or deserts? Does it only affect physical stuff or would things like lightning, fire and so on be affected to? In general I need more details.


Soshark[rough shark ]
Since you're saying it requires great amounts of strength, probably would be best to put a strength SA as a requirement. Other than that you may want to look at the wording, but it at least gives me an idea of the damage it can do and what movement/action the character needs to take in order to do it.


Yabusame[Arrow Military Shark]
You kind of contradict yourself in the description of the technique, as it's listed the technique requires suiton chakra to be used, but then at the end you says it's purely kinetic force being used. If you're wanting to keep it purely kinetic force you'll want to remove the suiton element (unless they're creating or otherwise using chakra on the water to control it) and then throw a Strength SA into the requirements.


Umidaiko[Ocean Drum]
How far does this shockwave go? How large of an area does it affect at once? What is "great damage" in your mind? Is that the tearing of flesh, the breaking of bones or what? Also how fast does this shockwave travel?


O Yabusame[Great Arrow Military Shark]
Pretty much same thoughts as Yabusame since it's a derived technique.

How severe is the damage? Are they just bludgeoned/bruised a bit? Is it going to break bone? If it's done in the water and there's no ground, how far would it throw them away or do they even throw them at that point or just hold on to them?



Other
All in all I'm not entirely sure whether these techniques are supposed to be using suiton or not. A lot of them seem like they'd need chakra to fuel them. Some seem like suiton would be helpful to create water vapor or droplets where necessary while some suggest that it's purely from the user's strength that they're possiblw which would mean a strength SA would be needed.

Further you have two posts in this thread with the first post being a duplicate of the first half of techniques on the second post. I'm not sure if I'm blind and missing some distinction or if you just decided to add more, but didn't edit the first, but still also included the first in your second post. If they're just duplicates let me know and I'll move the main list into the first post and delete the second.

Lastly I'd like you to go through the descriptions in general and make sure you give a clear sequence of what the user needs to do, what the potential outcome might be as one of the biggest problems I ran into was that many of your techniques didn't give any indication or idea of the techniques power, speed or so on. I know I've mentioned it in the review already, but the reason for this is that information is super important when it comes to figuring out how stuff works together or against each other in battle moderating.

Was asked to do some battle moderation as all the other staff are involved in the thread pretty much.


Shintori NPC

Auto-hit and auto-killed wood clones. Kazuto may try to counter their deaths through the clones actions. If clones successfully defend/evade the attack the genjutsu segment will be lost as they still threaten Shintori NPC. A quote from the wood clones both for Yamato and Harukei's benefit to keep in mind "If the user is fighting or pre-occupied the fighting power will be diminished. The user must be still for the clone to fight at its fullest. (The clones ability wise are as strong as Shadow Clones, however they are more durable.)" So Kazuto very much is pre-occupied meaning the clones combat potential is diminished, however it is not so diminished as to equate to an instant kill.

Additionally if Shintori plans to proceed with the smokebomb and jump regardless of what the outcome with the clones is, I would say the smokebomb will be enough to disturb the shadows so the the firefly technique doesn't block his chakra, but the reckless jump away that would have to go through the fireflies currently swarming about will mean taking burns to escape the encirclement for the moment. Given the short distance he's moving too, the fireflies would be right on his heels with the target tracking quality.




Junpei NPC

The fog would indeed protect Junpei by obscuring his shadow, but since he specifically was leaving allies out of the fog cloud, they will not receive such benefit.




Tsuki

Due to the long range of the puppeting abilities, Tsuki very much was away from the fighting and the initial creation range of the fireflies technique. Upon reading of the various jutsu in play the range of the fireflies swarming technique is eyesight or what can be sensed, meaning they can leave the original 100m radius at that point. Will rule that the fireflies allotted for Tsuki (given that they lack a clear speed) have been making their way towards her and would arrive at Satoshi's next post and that is when Tsuki would do the noted action of using mobility gear to maneuver away. That being said the fireflies will continue to follow albeit at a slower speed than Tsuki can move between base speed and maneuvering gear. Still they will be an ongoing threat and keep forcing Tsuki to relocate unless dealt with.




Sanosuke

Body flickered away to temporarily escape the fireflies. Given the range a body flicker can take one and the speed at which the fireflies would be traveling he's safe to do the actions listed. However at Satoshi's next post the fireflies will be moving his direction once more via the target tracking quality to threaten again as well as potentially giving away his position due to their presence. However, the body flicker (if I'm understanding the layout of everything right) would put him into the mist created by Junpei NPC. Meaning the shadows will be obscured for the moment and give safety from the suppressing shadows technique.




Aikawa

Speed would keep him away from the fireflies chasing for the moment, but as he stops to summon the large claw to pull Shodaime down the tree to safety they would catch up. If it was just two or three fireflies I would say that it'd be too much chakra to block via the Suppressing Shadow technique. Given that it's three waves worth of fireflies he's ignoring though, it will be enough to suppress/disrupt the chakra as the claw is in the process of pulling Shodaime down to safety. However, disrupting that much chakra on top of other target's chakra is going to be taking a large toll on Satoshi's own chakra supply. Continue to try and disrupt everyone's chakra and Satoshi will be burning through his reserves very fast.




Shodaime

Given that the claw would have disappeared as you were being pulled down to the base of the tree (confirmed intention with Mika) and the claw would be suppressed for the moment halfway down, Sho would take the blade full force (still in the arm though) rather than some of the force being absorbed by the claw. Sho is competent enough to land such a short fall on their feet though. That being said you didn't move too far and the fireflies would be following down after you. Given that there's no smoke at this point (since the smoke avoided allies) the fireflies have a clear line to your shadow (now that you've moved to Aikawa and away from the perpetual flashbang of a sword that'd now be making a shadow under you since it's above) so chakra is disrupted currently until the fireflies are dealt with, escaped or your shadow disrupted.




Satoshi

Just to stress that Satoshi as a chuunin is currently using a lot of chakra to use suppressing shadow on a half dozen targets at once with one of them being a bijuu. If you continue trying to suppress all this chakra while still threatening with the fireflies on top of that it will be through your reserves extremely fast.




Toshizo

Currently is on the tree above Aikawa and Shodaime. Due to the sharpness SA of the sword it would be more likely to cut through the flesh than get caught and pull Toshizo along. If he tries to jump down after the targets however it will mean moving through the fireflies which would mean suffering burns to go through the swarm around the two of them.
