Evidence: I don't think this change needs an appeal since there's no one else on the genin teams. Seems like a waste to have Kaya on a team by herself with no leader when she can just be put on Genin Team 1 with Megumi.

This would be a level 1 appeal I believe, i’d also need Moro to submit the request or at least verify consent in such an appeal as well.
