core idealology:
First and foremost, Riri is a girl who has come to the conclusion that the ninja system is unethical due to many factors. It'sunjustifiably hierarchal for one, creating and fostering greed, murder, and oppressive power dynamics. The leaders aren't usually elected, so the people have no choice in the matter of who has near ultimate power. If they are elected, it doesn't matter as the Kage are beholden only to the shinobi council, while all are beholden to the Daimyo, if the Kage isn't the Daimyo as well.
She feels as the leadership doesn't care about the suffering of the common citizen, the natural casualties of the shinobi's wars, grudges, and thirst for power. Yet, chakra and the uses it has could do so much more to help the world. Yet, it is used to fuel conflicts and mistrust. Three wars had happened and there was nothing meaningful gained from them. Only the loss of many lives. Thus, there's nothing ethical about the powers that be.
Not only that but they have locked up beasts in children, only because of their power. They have conducted in forms of servitude within some clans. They have done experiments on people and put children in deathmatches. All for the sake of power to justify the system itself. This and more has made Riri come to the conclusion that the system should be destroyed as a whole and rebuilt. Chakra and the like should be used to make the lives better for people everywhere.
There shouldn't be any Kages or Daimyo, or as the people, the common man should be the ones who should be in charge. As such, she is an anarchist and nukenin as she wishes to show the world the truth and hopefully change the system. By almost any means necessary, including killing the leaders, freeing the bijuu from their shells, and recreating a newer and better system that of which currently exists.

personality traits:
As a person, Riri is actually pretty cheerful and bubbly, being a talker, and likes to have a good time, even if she's fighting or in the process of killing someone. She has no problem making jokes, quips, insults, or will even try to have a conversation with her opponents. Even if the world is broken and the systems are disgusting to her, that won't stop her from having a good time. Not that she can't be serious at all or tone it down, she just doesn't have it in her to always be so gloomy.
She's energetic and somewhat hyperactive, seeming impatient, even if she isn't really. This is probably due to her body literally being able to become lightning. She likes to be on the move and despises boredom. Riri also enjoys fights and is quite confident in her abilities. Though, she knows when someone is too strong for her and when to give up. Despite her quite energetic and loud seeming personality, she isn't dumb. She is actually quite smart, being philosophically driven.
She likes to see what others' ideals are, as much as she loves to challenge status quo-type ideals, being open to people joining her side. She can get angry, especially when it comes to noblemen and similar types, seeing them as idols to be destroyed. This also goes for people at the top of the shinobi hierarchy. If she can't move them over, they are to be taken out one way or another. Though, she is quite chaotic, being somewhat unpredictable in how she goes about things, even when she has a plan or goal.
Riri likes to keep people on her toes. It is why she comes off odd and sometimes intentionally plays up how clumsy and optimistic she is.
