Rumors, usually rumors didn't supply enough evidence. Whether or not they had proof was up to debate, however, this rumor started out as that. Slowly, reports were garnered enough to raise concern of Mizu no Kuni denizens, eventually capturing the growing eye of Kirigakure. Hizashi was one of the few assigned to this operation, whether be by some unknown faith in his mask or chance. None of it mattered, he knew this was important to the village, the merchants were a source of income and that source was being threatened by this apparent poison fog. The Yuki was aware of the danger this posed both to civilians and to the village at large. The island was a source of income that should not be neglected nor should they just be abandoned to themselves. By chance, rumors were assuredly going to save lives.

Hizashi drew a slow inhale and exhale. At the edge of the Yuki compound, Hizashi crafted ice structures over time till they eventually formed a small, localized garden of ice. One hand held the scroll, while the other cupped over his wrist. Each breath was meaningful to him, it allowed him an escape from the world, a place where only he existed. Unfortunately, he had to break free from his icy home. Hizashi slowly rose to his feet, pushing himself up with one leg. With no other course that interested him, the Special Jōnin headed towards the village gates in silence. There were no thoughts, no sound - aside from his breathing, and no hesitation. Toru wished to investigate the 'rumors' himself. He had a feeling, that there was probably something to back up this rumor or else it wouldn't have started to begin with. Which, of course, was a pretty concerning situation. Either way, he had assigned this mission to a special jounin by the name of Yuki Hizashi and so in much of this he would be taking the lead. Though, Toru was here to assist and fully investigate the situation.

They would meet promptly at the westernmost village gate - not the main one - as their journey would be made easier if they were to go from there. Once the masked male arrived Toru would give him a brief nod, not particularly talkative he hoped that the Yuki too was not overly talkative. Toru had been spending enough time with talkative individuals - politicians and diplomats - and some peace and quiet would be very welcomed.

In this situation, well there wouldn't be a huge amount of 'peace' in the true sense, but at least they got to walk in silence. They came across nothing in their journey to their location, it was a very quiet journey. Soon they would reach the water's edge and have to take a boat over to the island where Hoka no Mura was.

Once they landed they had a short walk more until they arrived on location and were ready to go.

"We should ask questions in the village, and then investigate outside of it based on that." Toru would suggest, perhaps Hizashi had a different idea.

Upon meeting his assigned partner, the Yuki was surprised out of everyone as a mission partner, his was the Kaguya boy wonder. The Mizukage himself. He simply nodded his head in acknowledgement prior to setting out on their journey. Facial expressions would be mostly covered but even with that, the situation was unphasing to him. It neither procured much disdain nor happiness if he focused solely on the fact his partner was a Kirigakure shinobi. The serenity of their trip was maintained by the silence they shared. Not many can say nothing for a great duration of time, but, when a pair could, well, it was harder to tell if they were pissed the fuck off or they had nothing to talk about. On one hand, the man was thankful for what the boy is doing, on the other, spite and frustration existed.

Nothing dared to test the two reticent individuals neither land nor water. It was as quiet as it should be, there was nothing of note to make a sound beyond quiet breathing. Hizashi had nothing to really say, nor did he want to say anything. The tranquility of the voyage helped him control his inner sense of being. By no means did this keep control of an inner ability nor did it assist in his abilities, it aided him to try and expand his mind, that was a bit difficult when he was in the company of a stressor, he still had no right to refuse or not cooperate, this mission was assigned to a makeshift team and if it is meant to be a success, compromises needed to be made.

Making land on Hoka no Mura, both Hizashi and Toru moved out at the same time. It was roughly the same drill over and over again, it was of no matter the circumstances; boiled down it was going in for the mission, accomplish it, get out. The goal and variables always changed, the final outcome was no different. The group continued moving on foot before Toru stopped and suggested an idea. "I believe that is part of investigating the island. We should choose our words wisely to get the best lead if this isn't some odd natural phenomenon. Let's go." The Yuki stated with a dry tone, gesturing his head to the village as he turned to make his way, waving his hand to signal Toru to follow if he was still unmoving in the next five seconds.

Toru and Hizashi pressed forward into the main village unphased. The plan laid out, they would accomplish it steadfastly, with quiet and molded temperaments. Toru had no way of knowing what truly lay in Hizashi's heart, though he would not attempt to fix any latent thoughts with words as he believed only action showed one's true nature. It spoke a great deal more to simply act in favor of Mizu no Kuni, and Kirigakure than to talk empty words into the air, giving birth to things that had yet to happen. Soon, everyone would see. The economy had already seen a boost since he had come into power, there was only one way to go in Toru's mind. Up and up.

This mission was a representation of that bold upward movement, a movement that he hoped would strike fear into the hearts of all of their enemies.

And they should fear them. Why should they not?

"Let's split up, we will cover more ground this way," Toru would state quickly to Hizashi, his voice low as they entered the bustling village. Once his partner agreed, Toru would split off going to the left fork in the path, there was also a right one, and a middle one. They could both do half the middle and meet somewhere in the center there. He doubted every house would yield results.

The two progressed as time was fitting. They had a mission, it needed completion, there wasn't more or less to it. Mitigating casualties and helping the sick were easily apart of this mission, despite not being written explicitly. Any aspect affected by this mission was pushed under the same blanket as the missions success. It was always a peculiar matter if some new objective were to arise, Hizashi knew there were certain elements that needed direct help as there were items that could be solved indirectly just by carrying out the mission. Before they could deal specifically with the mission, Toru raised an opportunity to split up and cover more ground. An idea Hizashi didn't need long to contemplate on nor think about.

"It'd be best to cover more area, we'll also address the more urgent and related parties better than knocking on every door." The man stated, there was no need to come to an agreeing point if they both thought the same thing and both naturally saw it best, it was objectively faster to act on the plan. The Yuki continued on the right fork, continuing on a mission-fueled pace. Thank god, I thought I'd have to keep that charade up the whole time. The Special Jōnin touched his hand to his mask before taking a deep in and exhale, a sharp sigh of relief.

Continuing on his path, the Yuki kept a sharp eye out for any distressed individuals that could give him a lead. The chance of a wild goose chase was strong.

Toru would nod and as his partner moved to the right, he would move into the opposite road - the left. For a while, Toru would walk without any avail. It was unsurprising, but eventually, he would come upon a little market square. It was not a huge market, maybe a few vendors, but it did give Toru pause. It was probably a good idea to ask around here. Merchants were often pretty willing to part with information, especially if it meant that they would be getting more money. After all, making sure that a town was safe, also meant the marketplace was safe, and more living people, meant more customers. It was a win-win, so Toru walked to a jeweler.

They would have a very brief exchange, where Toru didn't want to buy anything and thus turned the man off, but after an explanation, he was more willing to talk albeit clearly grumpy from Toru's refusal to purchase anything. It wasn't sound to be doing so on the job.

Ultimately, Toru picked up a lead. North of town, was apparently where the alleged 'hideout' was. Or at least north of town was where the shady individuals had been seen hiding out. Though hiding out was at most an operative word. He wondered if there was more to this... Probably.

When he came closer to the town, Hizashi stared with a dead pan to see the place was mostly residential homes. "Can anyone tell me about the Mist?" Hizashi stated in a sharp, callous tone. It took a grandeur of a minute before some doors quietly slid open, while the other few flung madly open. Already, the Yuki was doubting of ever asking. The first voice to come to him came rushing up to him. "IT'S THE DEVIL!" Hizashi merely stared at the coming guest with a raised eyebrow. "Long ago, this town was home to Noburiho. After a failed assassination, the man uttered a curse to the land. It's been five years, and his curse finally set in! We have demons at our doors!" Hizashi stared rather blankly before another voice cried out, "Don't listen to him, it's the Shinobi!"

Already, the Yuki had a better time believing the supernatural as he turned to the new voice. "Explain." The Yuki stated as he crossed his arms. "It's all because of that kid! He set a storm upon this land and he intends to 'save us' so we have to swoon in his favor. It's all a trick to bring us to servitude!" While there were parts of him wanting to believe it, a more hollow feeling such an action was too low for the Kaguya to have any benefit Kirigakure. Hizashi rubbed the bridge of his nose. "S-Sir?" The Kiri Special Jōnin turned to the source, a small girl with tears in her eyes. "What do you want to say?" The Yuki was already hating this trip but he decided to entertain it further. "Please come, papa and mama will tell you."

The man already didn't like where this was headed, yet someone ought to know an idea of the truth. "Alright, take me to them." As annoyed as he was hiding his expression, the Yuki followed the girl with a rather calm grace, almost like he himself knew some inkling of the truth.

With a sigh, Toru continued further into the village. He had brief interactions, most of the time though he did not entertain a conversation past the first question. Most people had superstitious ideas of what was happening, others simply closed the door or conversation in his face immediately. On and on he pressed. Eventually, he had collected a bit of a picture.

There were suspects, hiding out north of the village. They were only seen at night, and they often had unsavory behavior. It was always questionable, and yet nothing was ever 'left behind' for proof of there being a foul fog that covered the town causing people to fall ill.

With all that information, Toru would return to the point where he had agreed to meet Hizashi again, his arms folded as he leaned against a wooden pole in the middle of the square. It had some old decorations on it and some posters, advertisements, announcements and the like for the town itself. Nobody was around to impede Toru's idling though. He would wait patiently. He wondered what kind of information Hizashi would come to and if it would be remotely similar.

Either way, they would have to investigate north of the town.

When Hizashi showed back up, Toru would send him away to investigate another portion. The information he had gathered would be good, but Toru felt he needed to continue on alone towards the north of town. Now, with all of the information that there was to be had. It was not always safe to go alone in these types of situations, but he felt with his own stature it would be a lot easier to go unnoticed in the investigation than if Hizash came along with him. First, he would need to be sure that all of the information they gathered was correct.

Moreso, he would need to make sure that the north of town was not just a slick trap for them to run into at a later date. If this was going to continue beyond what they knew as of now. These things had a tendency to evolve, in a quite irritable manner. So, Toru would lean away from the pole he stood up against in the center of the town and moved on. He started to walk, one step after the next towards where he believed he would find more clues regarding the rest of this mission and investigation.

Toru was not in any hurry, he moved pretty slowly. Attempting to maintain a fairly even pace as to not draw attention to himself. Though, he was also exceptionally good at not drawing attention to himself. He was a very capable killer, in an almost scary way. The only thing he was really missing was an innate ability to suppress his chakra, which he figured would never be able to accomplish due to the monstrous chakra reserves that had. It would be hard, if not impossible to ever hide such a thing. For this reason, he had to hope no one was a sensor, and furthermore, that he was physically as quiet and impossible to see as possible.

Nobody approached him, in fact, the majority around the area did not seem to even notice him. Such was the life of a town, everyone had better things to do. The young Mizukage scratched at the side of his nose, he was observing his surroundings. Looking for suspicious behaviors, but he saw none. This was odd because he was certain that at some point if he paid long enough attention he would see something of curiosity or interest. But alas, he witnessed nothing and pressed on.

In time, Toru would reach the gates in the north. He would hop over the gate, not wanting to draw attention to his departure. Thus leaving without a trace. Though normally, he would have shown paperwork on his departure, in this case with all of this being a part of an investigation, showing information about his departure could land in the wrong hands or be seen by the wrong people making it impossible to catch any culprits. After all, he had to apprehend anyone responsible and bring them in for questioning, and with Hizashi out of the picture and doing more investigations in the town, so he had to act with an extra degree of caution towards everything.

Once out of the town, he would be quick to find a forest. The islands around here, although temperate usually, were surprisingly full of trees. Which meant it would be that much easier to hide something here. And soon, his keen nose would pick up on a scent. Several unique scent profiles. At first, he thought nothing of it, until a particularly acrid one entered the game. It did not smell like a human or animal, but rather a chemical. This meant that Toru would begin to pursue this trail.

The scent became stronger and stronger, to the point that the boy had to scrunch up his nose and put a hand and sleeve over his face to cover up. The smell of chemicals was particularly horrible as he had pressed on into the forest. It was not an easy thing to be able to just press forward despite such a powerful smell. He would have to endure the best he could, it was his strength and weakness. He could smell it, find them, whoever it was and whatever it was... But he also had to thusly endure a headache as he moved forward. Fearless in his task.

Soon, he would come across a hideout. It was rather advanced, it had several tents, large tents, some others were smaller likely for lackeys. But otherwise? There were tables, and an entire lab set it seemed. Mixtures bubbling on the table, others already packed away into balls. Was this the source?

Toru would place himself in a tree, standing up and becoming almost frozen solid as he kept covering his nose and observing. His breathing diminished as he became a stalker in the shadow. Was anybody here? He could not yet tell visually, but he could smell those people from before.

It took a while, but soon a few individuals would enter the scene. They did not notice Toru, instead, they went about talking and otherwise working on their laboratory concoctions. Toru observed.

They were creating many balls, that looked like smoke bombs in their shape and size. Some bigger though. And they were packing them away in boxes, in rows like crates. It was interesting to observe because Toru could not imagine why such a thing could ever be necessary. Why were they doing what they were doing? It was the source of the fog that was being brought upon the village, this was irrefutable. He could tell just due to the location of this campout, and what they were creating here. He still didn't understand why they would be doing something like this though. It felt innately wrong in some manner of speaking.

The boy would bring his free hand to his sword and with a body flicker disappear and re-appear behind one of the guards standing around. His neck was sliced into immediately, but that was the end of his stealthy operation as the fight would begin. Though, it was not anything he couldn't not deal with. And with guard down, he had a feeling that the remaining guards would not do well against his fighting style.

One of the guards was quick to react, turning towards and charging the young Mizukage with a shout. It rang through the air and immediately alerted the other's in the area to the situation. More people brandishing different weapons would appear. One of them was wearing an old Kirigakure headband, though the symbol was haphazardly scratched out. Toru knew immediately that this and the man working on the chemicals, those were his two targets. So, he would set to work. He had to avoid killing the potentially trained shinobi, whilst taking out the rest of the guards.

The charge was easily avoided with a side step, a trained shinobi against a simple bandit guard was not any fight of equal-footing that was for sure. Toru would plant his sword directly against the bandits shoulder then with a relative amount of ease, severing several muscles that would not allow the man to continue the fight. At least not with that arm.

Someone came up at his flank, and he would duck and roll backwards, ending behind the individual who had thought it smart to do a sneak attack. He would decapitate him for that sneak move. He would die a coward and Toru would feel little to no remorse.

One more down, and a half or so since the one man was still shouting about his shoulder and was fumbling on the ground with his sword in his non-damaged hand slash arm. Toru was more focused on the rest of his opponents. The one that was clearly a shinobi of the past, charged. Toru didn't recognize him from any of the bingo books, which meant he was either too low ranking or had managed to slip away without ever being noticed. Toru would put a stop to that today.

The charge was as always predictable, but at the last minute the man would flicker out to behind Toru to try and punch him. The punch to the back of the head was hardly pleasant, but it didn't make Toru budge. Despite the pain he felt, he could also feel a distinct cracking against the back of his skull. That was the man's fist crumbling under the pressure of such a severe punch against an immobilizing surface with absolutely no give.

He cried out, nobody in their normal capacity would be able to tolerate having their fist crushed out right. Toru would step forward towards an opponent in front for now. It seemed that the shinobi would be a little occupied with his hand.

Just two more to take down, and that one on the ground who has a severed arm.
