Kurai has been assigned to the task of discovering the mystery of Aka Tenshukaku, and whether it is truly abandoned or swarming with criminals. Due to the number of unknown risk factors, the most suitable candidate is Kunikunosaku herself. If it is abandoned, the shinobi are required to report back so Kirigakure may plan to do however they wish with the area. If it is filled with criminals, civilian or shinobi, lethal force is authorized to make Aka Tenshukaku safe and renovate it in the future.
