[attr="class","skullbody"]After a rather unfortunate end to a rather joyous day of playing the chaperone for her companion Jun had a rather heavy heart and did her best not to let that shake her for the remainder of the day she headed to the Yuki Lady’s mansion to turn in a report on the time she had spent and was met by her diplomacy tour tutor who was helping her get adjusted. "So Jun, how was your duty?” he would mention as he walked alongside her whilst the two made their way towards the mansion.

"It was a positive experience, Jou was a pleasant individual and I’d like to think that our experience has strengthened the bond between our nations.” she’d say worrying about the consequences she may have just broken that boys heart could her actions to mention her feelings potential caused a seismic rift, let’s hope not. Jun was very clear with how she felt and hoped that he understood such was the nature of the shinobi world.

"Good I trust you’ll be on your way to handle documentation then?” Jun would nod to her tutor. "Yes sir.” she’d remark. O

ne of the unfortunate realities of being a village leader was the fact that much of her day was spent in meetings. Most of the day, some days. Much as she hated to admit it, political tensions were mounting worldwide and it was more important than ever to shore up the country, consider its political strategies, and make defensive assessments. This meant that Shuka was routinely meeting with both the diplomatic corps and the war council.

Today was a meeting with the war council. It had run longer than she had expected, with many topics to consider, and she almost forgot that she had a meeting with Muramatsa Jun to discuss her first engagement with diplomacy, acting as a guide to a visitor from another nation and showing him around to learn about Yukigakure's culture.

"We can't rely on the ice flows to guard our shores forever. No one has managed to reach land in war with us yet, but that doesn't mean they'll find a way. As technologies continue to advance..."

Partway through one of the council member's comments, a knock came at the door, though the councilman continued to speak.

Shuka nodded to an attending guard and he moved to the door, opening it to allow Jun in. He raised a brow at Jun's obvious snooping, but otherwise did not directly call her out - maybe he happened to find it amusing.

"Hello," Shuka greeted her new visitor. "My apologies. My strategy meeting ran long. Maybe you could present your progress to the council?" Several diplomatic corps members were on board, so they would surely appreciate to learn of the accomplishments of a budding apprentice.

[attr="class","skullbody"]As the girl would listen in to the council members as they spoke on their subject matter she’d overhear the members of the strategy team speaking on matters in regards too defending the shores. Jun had been out to those waters many times before for training purposes with her whale companions who had been teaching her a bevy of techniques that she could use whilst out on the waters.

However they were correct the ice flows could become hazardous but wasn’t there a navy fleet at the ready set too deal with such issues? Jun would always watch the boats and wave to the sailors as they came by but as she was invited inside Lady Shuka would address her. The girl would politely bow. "But of course my lady.” she’d clear her throat.

"The meeting with our visitor went over well! He was rather pleasant and seemed to take well to our customs, I showed him around the Muramatsan encampment and gave him small tidbits of our culture without divulging too much information. All things considered I feel it was a rather successful exchange.” the girl would remark as she professionally outlined the bullet points of her work.

"And, if I may…sirs, I couldn’t help but overhear your dilemma in regards to our seas border defenses.” the girl would state her words carrying a degree of respect, but also showcased her confidence in her abilities as a strategist. "Why not utilize the members of the Yuki clan in order to reinforce the flows that way the few that still remain could be more effective allowing us more time to devise a proper strategy. A short term solution but a more effective one in the long run perhaps we could use even use Suiton to reposition or navigate them after they've been reinforced.”

huka listened to Jun detail how the exchange program had gone. Such a thing had never been undertaken before, so it was good to hear that things had ultimately gone well and she had been able to give some cultural exchange without the boy wandering away or learning too much. Such was the tricky thing about secret villages. One wanted to be open with their allies, but not to the point that secrets were jeopardized.

Then she shifted the topic to the conversation that had come before her arrival. It wasn't surprised that she would have overheard - the conversation wasn't meant to be a particularly hushed one, so it would be easy enough for one standing in the hall, and Jun was a curious enough sort that the idea of her eavesdropping didn't take Shuka by too much surprise. As long as she didn't extend that habit too far, being an active seeker of information was a good thing.

The members of the war council looked at one another, clearly considering her words, looking to see if anyone had specific criticisms.

"It's not a bad idea," one of them finally conceded. "Shoring up our natural defenses creates a stronger barrier for us even without us having to expend resources."

"It doesn't necessarily fix the entire problem," another offered. "If other nations build ships that can cut through ice or find methods to go underneath the water instead of through, or shorelines might not be defended enough." They were curious now, wanting to see if Jun had the potential to think of another interesting recommendation.

[attr="class","skullbody"]With the young Muramatsan having given a solution she seemed quite pleased but was immediately put on the spot once information was conveyed to her in regards to how the solution she offered didn’t resolve the entire issue. Thinking on it to a degree the youth would take some time to really analyze the situation. The issue was keeping the enemies away from the border in the off chance that they could potentially burrow under the water and attempt to breach them in a submarine approach.

"We’d need some form of subaquatic defense.” the girl would think to herself. "Why not perchance take advantage of a subaquatic summon.” the girl would remark. "Man power isn’t entirely the solution and one masterful summon could easily withstand the breadth of a naval fleet.” It wasn't an immediate solution as some of the naval recruits would need to be trained on how to handle being with said summons but with the trust the summons seemed to have with the people of Yukigakure it shouldn’t take too much time.

"I’ve been working with them rather closely and they have a great deal of uses and are easy to work with.” she’d say with a chipper expression, hoping that her little presentation on her idea would've been beneficial. "Theoretically speaking, the summons in conjunction with the power of the Yuki clan as well as the proper utilization of suiton ninjutsu could potentially make our coastal defenses all but impregnable.” she would then clear her throath before bashfully adding something to the end of the statement as not to seem too conceited. "This is but a theory of course."

he Yuki Lady was interested to see how Jun would tackle this inquiry from the War Council. Most weren't the best at being put on the spot in front of a council of slightly more experience people and could let the nerves get the best of them. Jun, however, seemed relatively confident as she stood there for a moment contemplating, running through the available options in her mind before finally proposing her solution.

"Another decent idea," the councilman conceded, interested. "The whales and Yukigakure have had a mutually beneficial relationship for a long time. Encouraging our naval officers to sign an agreement with them does make sense. Especially considering the unique senses available to whales that we cannot replicate."

Having something so powerful at their disposal would make a water approach even less favorable to enemy combatants who would have to contend with going through harsh environments, then being met near the coast with giant sub-aquatic defenses and an impressive naval fleet. Yukigakure could become an even more untouchable shore if that was applied properly.

"Thank you for your input, Muramatsa Jun," Shuka would say, smiling softly at her. She had another interesting question for Jun, though. Jun seemed to enjoy the challenge of strategizing, so perhaps she would relish the chance to continue. "You said you've been working with the whales of Yukigakure closely. Do you have any recommendations on where they would be best positioned defensively?"

"We can keep them surrounding the garrison of our ships, that way they can serve as a form of submarine defense the stronger whales can move forward while the younger ones can stay behind and provide defenses for our coastal forces.” she would remark the layout was rather simple and didn’t require too much of a breakdown. But for the sake of clarification she felt she should add more.

"No one would want to attack from the rear since the ice caps there are much too treacherous it would be best to place them in an area that is less fortified but also where they serve a better chance to support others members of the navy, the whales alone may not stand up against an assault on their own.” she’d give a self-assured smile, wanting to show some assuredness in her actions wanting to appear as knowledgeable as she could. "And with the assistance of our naval forces their assault would cripple the opposition.”

un recommended that the whales be positioned at the south east border of the country, in the waters that would ultimately face towards Bear Country, Frost Country, and Lightning Country. That was a fair assessment of placement, as those were the most likely places to push out naval forces towards the land of Snow Country. Of course, Shuka was attempting to minimize hostilities with as many nations as she was able to, but there was always a risk of conflict boiling over and being ready for any eventuality was of the utmost importance. That was why this conversation had happened in the first place.

"That is a very good assessment," Shuka praised Jun. "It would be extremely costly and unlikely for forces to try to take us by an indirect route. Approaching from the northern face of Yuki no Kuni runs the risk of direct interception by Yukigakure forces." Their village was very near to the water, after all. It would not be so easy a port to claim. The southern border was at much greater risk of being attacked because of its great distance from Yukigakure.

Seemingly thinking similarly to her, the councilman who had been engaging Jun so far spoke again.

"That solves our defensive issue. However, I am curious if you would have any ideas for our response issue. While we have shinobi forces stationed in the southern port cities for activation in response to emergency, they are also not full-scale armies. How would you handle the logistics of mobilizing the Yukigakure forces southward if we were to come under attack?" This was something that was already planned in almost full, but the man was curious, clearly keenly intrigued by her potential.

[attr="class","skullbody"]After coming up with a sufficient strategy about how to deal with the defense of Yukigakurian forces along the coastline, the girl was then given the task of planning their mobilization, specifically in areas with smaller garrisons. She really needed to put some thought into this one, but it was a challenge but she welcomed it. "Well…” she’d take a look at the map having seen some of the different routes on how to best prepare for an attack.

"I would say if the garrisons are on the smaller side then why disperse their stations one on sea and the other on land. The naval team can act as wards for potential threats, but wouldn’t be far away from the land units to be outside of the line of communication. While also allowing them to be close enough to the enemy to act if need be.” the girl would take her hand and point to a small area just outside of the port city of Shisenno not too far from the coastline.

"This would allow for each team to be able to act even if they aren’t together, perhaps they could use some form of Bukijutsu in order to create signal flares that could alert the other team that they’d need to act or perhaps even a changing of the sails.” she’d return her eyes back to the men in the room doing her best to appear confident even if it her plan was rather rudimentary in nature. "A simple but effective measure.” the girl would state, there was another plan she had also considered but wanted to see if it might’ve been necessary provided her current plan if allowed to continue she'd add her secondary point.

"Alternatively, we could also employ the usage of the whale contract here as well perhaps we could teach them to use a special swimming formation as a means of relaying information between naval and land units, it could be slightly more covert and possible even aid the sailors against the enemy, with each whale having a different pattern as to confuse the enemy should espionage come into play." the girl wanted to make sure that she had all of her bases covered since she felt there was a possibility that the enemy could potentially catch onto her plan.

utlining two possible plans of action, Jun provided some interesting insights. One of her suggestions was to split the mainland and naval forces in order to respond, and create a system of indications and communication that could warn ground forces of approaching threats. A bit like flag semaphore, especially in the case of changing of the ship's flags themselves.

The second suggestion involved the deployment of the whales at these stations, with them creating their own patterns of defense but also of communication. One member of the war council nodded, seeming satisfied, but the inquirer who had been pressing Jun until now still seemed keen on continuing this conversation. Jun was still young and had much to learn about battle strategy, so pushing her to consider new possibilities was the best way to help her grow.


"Both plans with interesting possibilities," he agreed, nodding slowly.
"Though splitting our forces might lead to complications. After all, every assault on our land must necessarily be a naval one. If we send only half our force to meet their full naval force, that means that both on the water and, if the worst should happen, on land, only half of our military might at that port would be facing down their entire invading fleet," he pointed out.

"Moving the whales up the shoreline to Shisseno also pulls the whales away from our southern border, which is the area we previously established as needing the most defense," another council member spoke up, offering her two-cents.

Hearing this would cause them to consider her possibilities but also throw them back at her as well pointing out the flaws that she hadn’t considered in her plan such as halving their forces or consequently removing the whales from their original station. "Ah, correct. I wasn't under the impression we were considering my previous ideas. I should've taken that into my planning.” she seemed a little upset with herself for her shortcoming but took it as a learning experience.

"I theorized that since the contract was vast that we could split them up.” she'd let out a defeated sigh. "But I failed to consider how much that would've hampered our resources, a fatal mistake." Jun was disheartened and the tone of it was present in her sigh. She felt so strongly in her ideas that she failed to consider its faults, It was a blow to her confidence that left her feeling discouraged. "Were there any other avenues I could've taken? I'm open to criticism and suggestions?” the girl would ask looking between the two a tone of genuine concern in her voice as she really wanted to improve.

And while her embarrassment was rather thorough she did her best to remember that it was best to take these things in stride even if it hurt her ego, The mind had plenty of time to grow and would only do so through mistakes and challenges and as such was open to any constructive advice they were willing to offer.

eeming defeated, Jun acquiesced that she'd been so confident in her plan that she had missed out on a few angles. It was not the intent of the council to make her seem so defeated, so Shuka was quick to offer reassurance.

"Do not worry so. The management of armies is such a complicated topic that it takes a whole council to oversee it. We didn't expect you to account for every angle alone. We were just curious to see what insights you could provide." Jun had been very creative and shown great promise as a tactician - a skill that the council would do well to help develop.

The councilman from before would address Jun to offer his critique.

"Partially, I asked these questions because in military strategy, there are often no-win scenarios. There is not necessarily a best answer on how to address these subjects. However, if I were arranging forces to meet these concerns, I would keep most of the whales stationed in the south and one whale near our other port cities. If a city came under attack, I would mobilize the full force on the water into a naval blockade. This would give us time to mobilize a greater army from Yukigakure. Obviously the best route to Shounninomura is through Hyozan Keep."

Then the councilwoman would speak up.

"The route to Shisenno is a little more complicated, though... What do you think? If we had to mobilize an army from Yukigakure to Shisenno, would you send them over the mountains in Seppen, down through Hyozan Keep and Tsurara Watch? Or would you send them by water?"

[attr="class","skullbody"]The girl was a little hard on herself for her failure’s which the councilman had told her was rather unnecessary for her to be so upset and there was no best answer. It would seem the girls efforts at hiding her lost cool were apparent she found that to also be a bit shameful she would recompose herself and hear his advice. "Yes sir.” the girl would say nodding to him as he continued his explanation. His wisdom was very exact and she could see how his plan would function when put into practice, she’d look at the map visualizing his idea within her minds eye nodding along.

With that the female council woman would speak up and Jun would hear that there were complications with moving the whales form one area to another asking if it would be best that they travel by water, or through the mountains. "When traveling through the mountains and arriving on the field of battle we could potential have them present for a full frontal assault to reinforce whatever teams are currently present.” she would then ponder the other option of traveling by sea.

"However if they came by sea we would have the element of surprise provided there aren’t any sensory shinobi in said assault, despite this it would also allow us to flank the opposition.” she’d look down at the map thinking of the most likely areas that the assault could come at them from.

"I would argue both options have their merits but I feel as thought traveling by sea has a slightly more favorable outcome.” she would say placing her hand underneath her chin looking between the two. "What are your thoughts.” this time she pulled back her approach as if what she was doing was more of a team effort rather than simply trying to find the right answer strategy was often a collective approach and required each member to be on the same page.

he attitude there was subtle, but notable. Jun had moved from purely express her ideas to sharing them. A small distinction, but an important one with strategy. Rather than just trying to answer the questions as though she were being given a quiz, she was collaborating, providing her thoughts on the issue and encouraging input from the council. It was the sign of a shinobi with a lot of promise when they could do that properly. Many young shinobi struggled with that kind of collective planning.

"I'm inclined to agree," the councilwoman answered honestly. "Going by mountain can take a while. Our rail lines are also very advanced, but can be heavily impacted by weather conditions. If we experienced a freeze during a critical response the rails could be blocked." She folded her hands, leaning forward over the table to examine the map in more detail.

"If I were proposing a plan, I would send a large naval fleet. I would have them split at Tōkotsu no Shima, so that the majority of the force would meet the invading naval fleet at the shore near Shisenno, flanking them from the north. Then the remaining naval forces would come around here and approach from the west, blocking off the escape route and forcing them to split attention. Here's something to keep in mind when attacking ships - most are designed to have firepower on each side. Which means if you attack at adjacent sides, such as north and west, or south and east, instead of opposite sides, they can't defend against both assaults."

"It'd probably be a wise idea to send at least a small number down through Hyozan Keep and Tsurara Watch, though," the councilman added. "So they could act as a final attack force on the eastern front, or serve to evacuate civilians from the city if necessary. Do these sound like reasonable plans?" He asked Jun.

[attr="class","skullbody"]Jun would listen as the two wiser members discussed various different angles and flanking points that Jun was having a slightly hard time keeping up with, she understood what they were getting at but there were so many fine details that it all sounded so well resolute that she wasn’t fully certain what more she could have contributed to the conversation.

"Well if we split the processes of what they’re for then I would like to think that each of them is rather sound. But then how would use them to evacuate civilians in the event of an attack?” was a question that went through her mind it was less of a collaborative question and more of one of genuine intrigue she wanted to know more about how they thought and what more she could learn.

It was an enlightening experience in a different fashion, she’d look over the map and contemplate possible routes they could take. "If they rode atop them they’d be subject to bombardment…? So they’d need to submerge themselves or find some way to escape without detection.” The girl would wonder she wasn’t sure how they could manage that other than to have them enter into the mouths of the whales themselves, but felt the idea was so preposterous that it may not’ve made the most sense and kept herself quiet.
