Those bandits were actually a minor crew working for the Inagawa Kai, a larger criminal organisation within the Hidden Leaf, named after its leader. Up until the arrest, the Leaf didn't have cause to arrest them, since their fraud scheme was never proved for lack of evidence linking the Inagawa Kai to it. However, after the successful conclusion of the Counterfeit mission, they now had the evidence needed to incriminate them. The intel provided also identified that Kai also had a brother named Kin, who they suspected to be an accomplice to the organisation. Considering how elusive the Inagawa were, they assigned the duo to continue the investigation due to their tracking capabilities since they knew that this mission was going to be like finding a needle in a haystack.
