Storm The crackling of thunder hides the danger of lightning ORGANIZATION ORIGIN: Kumogakure ORGANIZATION HEADQUARTERS: Kumogakure ORGANIZATION PURPOSE There are certain tasks that even the Anbu cannot be connected to. When the Village needs something carried out without the possibility of it being traced back to Kumogakure, that is when Storm is called together. Storm is not a group to be treated lightly as entry into it is a right earned through dedication. They are expected to have complete loyalty to the Village, even above their dedication to their clan or the Raikage. This is to further separate the actions of the group from the Village. In an instance where the group is found out, the village can easily write them off as rogue actors. This does however make the group a rather volatile element of Kumogakure, subject to rabid changes in structure and ideology upon the death of the current leader. In many instances the actual operations undertaken by the group aren’t even made known to the Raikage until after the task is complete. This is primarily due to the incredible importance placed in secrecy.  ORGANIZATION STRUCTURE The most important aspect of this organization is their secrecy and spontaneity. With one leader in charge of the group, below that the members don’t have any specific structure, as the organization finds it useful to be able to throw any of the members together into a temporary squad specific to the task at hand. Any member can be the leader of the temporary squad whenever is necessary. Storm is always looking for new members, and most important to them is not being the best of shinobi, but being the best at what you do. Many members of the organization are special Jounin specifically to nurture those who have taken special interests in one area of shinobi arts. This is not a hard rule of the group but one that is still somewhat used to justify the choice of new membership. Members may have a specialty weapon, or ability, but regardless every member brings something unique to the organization that is not replicated by other members. Each member of the group is represented by a letter. When one is on a mission representing Storm, they are never to use or be referred to as anything other than their letter designation. This also means the maximum number of members is theoretically 27, and an additional slot for the Leader.  Members are also not allowed to wear any identification that can be traced back to the village. No clan markers, no village symbols, not even the typical Kumogakure colors or gear. Instead members are given a special robe to wear on missions, primarily black with white clouds darted across it in various places. They are also encouraged to wear featureless white masks. ORGANIZATION HISTORY Originally the group was founded by a Special Operations team. Aoi, Botan, Cho, and Danzo.
