So this just occurred to me, if Sealing tags, are tags that can take and hold chakra wouldn't that mean that in essence those items are chakra reactive in some form even if its not outright stated?

To that same end why not instead of saying C-ranks items can't have chakra reactivity why not just make it an either/or situation where you can have EITHER chakra conductivity/reactivity OR a singular ability. That way if you're from a clan that might have that requirement like say the Waruichi or The Netsu you'd be able to have access to these kinds of weapons as early as a genin.

I was relegated to needing to make an outfit to use Waruichi techniques that realistically based on the rules should've been a B-rank but got away with making a D-rank and just figured maybe the easiest way to run it would be to allow the use of conductivity at a slightly earlier stage. It gives genin access to some neater stuff and creativity while also sacrificing some of the functionality of the weapon that a B-rank might have.
