Toru sat back, noticing how both of his councilmen had folded their arms and sat sternly in their places, staring towards Toru with all of their might. One more combative than the other.

Kumori brought up a good point, and though the chunin exams had been more or less a calm event without a great hitch, there were a few things - mostly a death due to a genin taking an explosion point blank to their face, and the other was Konohagakure attempting to steal their most precious village ninjutsu. Though this could hardly be equated with this new plan which was the promotion of primarily civilian tourism.

"I do not wish to rock the boat with my council," Toru calmly explained looking between both Yuuto and Kumori. "But is tourism not common all around the world? What I am presenting is hardly new it is an expansion so that we can benefit. More coin for everyone's pockets, including your own, Yuuto-dono."

There was a slight pause the Mizukage shifted in his seat, all too aware of how uncomfortable he was in these restrictive robes that he was mandated to wear - by who knows who

"Shouki-dono is correct in bringing up the exams, it was a calm ordeal in spite of the influx of individuals from all around the world - save for Konohagakure shinobi, but our enemies are already not allowed to make landfall in our nation."

Certainly, Toru was not an idiot, he knew that all of this would mean more security measures - but that didn't mean they could not do it, especially not with all the individuals that were training to become shinobi nowadays in their increasingly impressive economy.

Yuuto wasn't sure what else there was he could say. The concept of more influx of funds was of course to the betterment of the country, to their people. But would require certain checks and balances, as well as opening of more jobs. Sure they'd seen an uptick in population in the country, but would they have enough people, enough businesses to meet this intended demand? Even exams took more out of their ranks, but they were only for short times. This was going to be for the foreseeable future.

He kept quiet for a few more moments, not sure what else he could contribute towards keeping more outsiders in their land. But he remembered that he still hadn't gotten an answer to one of his questions.

"Mizukage-dono. You still haven't answered my question. What will be expected of us sitting here to complete this project? Will we be expected to be part of committees, or in any planning of these changes? Will we be appointing already known people within our lands to take care of these endeavors? Certainly I would expect we would not be bringing in outside involvement." He was trying to sound more neutral that he had been, knowing that he would inevitably lose the fight in this conversation.

Tourism is common. Common, and an efficient source of income… but beyond that, it was also a sort of way to establish connections through unpredictable means. Thinking back to the last Chūnin Exams held in Kirigakure… the most outlying issue wasn’t the unfortunate death of a Genin. It was the Konoha-nin who attempted to steal a valuable Ninjutsu held secret for the village only.

Knowing that the village secrets were only within Kirigakure was reassuring, but could potential tourists ever dare to use this new plan as a way to smuggle into their village? Kumori also had to take his experience with past missions into account – specifically the local missions regarding the defenses around Kirigakure.

"I have a few connections in Kagamino no Shi. Their experience with housing could be of use to you, Mizukage-dono,” Kumori added, since Kagamino no Shi also had projects running with homeless aid, "That is, of course, assuming that our involvement is expected. With our current duties already…” Kumori wasn’t as xenophobic as Yuuto, but he did also take their current burdens seriously – especially the burdens of a man who took everything 150% seriously like the black, cawing raven on the other side (that would be you, Yuuto).
