village ratings
world information

A hidden village maintains its economy by training ninja from a young age and using them to perform missions for other countries. The more active a village's shinobi are, the higher its chance of having a strong military and economic well-being. Village Ratings measure the overall capabilities your village's armed forces along with how wealthy and prosperous a village currently is. Below, one can find the various factors that contribute to a village's standing.

In turbulent times, Village Ratings serve as a representation of a village's systemic preparedness for War. For every point higher a village is to an opposing village, they will receive an extra point in the phases of War. In the case of Minor Villages against their larger Major Village counterparts, their advantages will be half. For example, if a Minor Village is rated one point higher than a Major Village, they will receive a 0.5 point advantage for each phase of War. When Minor Villages go against other Minor Villages, these points will remain similar to their Major Village counterparts (1 point higher in the Village Ratings results in a 1 point advantage in War phases)

factors

Boosting Factors [+ 1]:
  • Having alliances. The more villages one is allied with, the more points.
  • Village winning an event against other villages.
  • Winning a War
  • Eras of Peace
  • Kage Appeals
  • Staff Digression

Diminishing Factors [- 1]:
  • Broken Alliances
  • Shinobi Going Rogue
  • Losing War
  • Civil Unrest/Catastrophes
  • Kage Appeals
  • Staff Digression

criteria

Bankruptcy - [0-1]:

A state in which a village barely has the means to continue operation. Shinobi will often find themselves doing work with no pay or delayed payment, while citizens are actively seeking livelihood elsewhere. Businesses and traders are closing shop because they find themselves unable to make a profit. There are likely several societal ills that plague the village at this point in time. A rise in lawlessness should be expected as the villages goes into 'free-for-all'.

Surrounding nations may be incentivized to resort to force to retrieve payments they're owed by the bankrupt village. Getting help is likely paramount in the minds of leadership. The Daimyo and allies may intervene and try to 'bail' them out, which means giving into many concessions that severely limit their sovereignty.

Due to the instability of villages who fall into this category find themselves in, they will not be capable of waging War against other villages. If a village in this state become the defender in a War (another village has decided to wage War against them), they will suffer a [- 1] point penalty in each phase of War.

Recession - [2-3]:

Period of economic decline that results in slowed commercial activity. Businesses experience steep losses, while shinobi are finding it difficult to get clients. The prices of goods and services are on the increase while earnings are on the decline. Village leadership is likely considering avenues in which they can boost confidence in their village and will have to prioritize. Most individuals will have to tighten their belts, while those who are born into wealth are likely feeling only minimal effects of the downturn. Inequity will be on the rise.

Fair - [4-6]:

A village is getting by quite alright. There are some sectors where losses are being received, and others where gains are being made. The populace is likely content, but could be doing better. Shinobi are finding regular clientele. Those who are wealthy can afford to live in luxury.

Thriving - [7-8]:

There is a general boost in commerce in the village and individuals are able to find work and make a living. Shinobi are receiving various missions and can pick and choose their tasks. A significant level of competition can be found in marketplaces which makes prices for goods and services relatively low. Incomes and wages are on the rise, profits are up, and businesses are expanding. Many believe these to be good times.

Opulence - [9+]:

A ninja village is doing incredibly well. There are few issues which inhibit growth, while the village has deep reserves to rely upon. People from across the world are coming to the village to conduct business and outsiders see the village's hired help as preferable over their native shinobi.

As a result of the competence, efficiency, and affluence of ninja villages in this state, they will have an advantage during times of War. In War, opulent villages will benefit from an extra [+ 1] point bonus in each phase. If they find themselves on the defending end, opposing villages will also suffer from a [- 1] point penalty in each phase.
