ORGANIZATION'S PURPOSE

Miles away from the outer border of Kirigakure’s coast, a small isolated island sits. Surrounded in a shroud of heavy mist sits the Village Hidden in the Soul. In that village, an organization resides, The Seishin, as they are called, have lived almost exclusively neutral and politically distant from other nations. Formed long ago by what tales have only described as a small group of faceless youkais, the Noppera-Bou, three beings with no name, no face, and no origin.



Much like the fog that surrounds it, much of Seishin is shrouded in mystery. What is known is that Seishin no Kuni rose from the ashes of burnt bridges. The souls of lost shinobi gathered in the mists surrounding the island, drawn to it by seemingly otherworldly echoes by whatever means necessary. The shinobi that it called to were drawn only by whispers. Like minded individuals with a bone to pick with their lands of origin. Three figures were known: the father, the mother, and the crow. Deep within the thickets, a small village formed.



What has been boiled down to folklore has become more of a believable tale. The father was said to be all powerful. The mother all loving. The crow, all knowing. Their balance brought a place of refuge for the lost souls of the world. Together, they created a community of the world, but almost separate from it. Protected by raging seas and powerful mists, the island itself seems to be guarded by an unholy presence.



Despite the lawless individuals that live in its borders, Seishin has a systematic approach to law. It serves as a haven for those who have a target on their heads or no other place in the world to call home. The nuke-nin. The outcasts. The pariahs. The misunderstood. The framed. No matter their origin or price of head, all are welcome. Within its borders, none are to be harmed. The purpose of Seishin is to provide family to those who have none and whose hearts rage with vengeance and loss.



With its own established currency, laws, and systematic approach, Seishin has provided for itself and its people since its foundation hundreds of years ago. The land is rich, allowing the Seishin to provide their own agriculture and live off both the land and sea.



The laws of Seishin are set in stone and hundreds of years of loyalty has allowed the village to live in relative piece amongst itself. Those entering the island, whether by whispers or drawn by their own soul, are made very aware of the expectations of the island. The rights that the Seishin provide are as follows:

1. Protection from outside sources while on Seishin property. This includes ships provided by Seishin or Seishin safe spots.
2. Emergency health services while on Seishin property. Services are paid in full after recovery with one Blood Token.
3. One month of housing with one Blood Token.
4. Three meals a day for one Blood Token.
5. A plethora of provided missions and bounties that are repaid in Blood Tokens depending on rank. 
6. The village will provide shelter and will not confirm your existence in the village under any circumstances.

There are very few laws that help keep the Seishin in order, but the laws are strict and indiscriminate. Laws against stealing and other crimes remain like most other shinobi villages and do not stray away from social norms. Stealing, aggravated assault, extortion and similar affairs are handled by The Mother in extreme cases.

1. There is no bloodshed within the border of Seishin. This includes the ships that have been provided by the Seishin. Once docked in another location, all is fair game. Anyone found guilty of this will have an instant bounty and all rights of protection while in Seishin will be revoked.
   
   
2. Bounties can be placed on anyone within the village, but they are untouchable while on Seishin property.
   
   
3. Blood Tokens are the only acceptable currency within Seishin. All housing, food, and services are to be paid using these tokens.
4. Anyone found giving another villager’s position away while they are within Seishin property will have their rights temporarily revoked.

The Noppera-Bou



The Father

The figure of power of the Seishin. This is usually the most powerful user within the village, though the father is still an elected official. The Father deals with more brutal affairs such as war and bloodshed. The position is locked to male individuals as a deeply routed vision of authority in Seishin.



The Mother

The figure of mercy of the Seishin. An elected individual that deals primarily in matters such as agriculture, housing, and community involvement. This position does not lack power. The Mother is said to be as equally powerful as The Father. This position, like the Father, is locked to female individuals.



The Crow

The figure of wisdom of the Seishin. An elected individuals that deals primarily in political affairs. The Crow is typically an older individual or a very wise or experienced shinobi. This position is also not without power. The Crow is seen as a symbol of intellectual prowess and is often sought for their input on both internal and external affairs.
