Karasu no tsubasa

DESCRIPTION:
Inspired by the Nanadaime Raikage Kyuumu Riku the Karasu no tsubasa are a staple of Kumogakure no Sato Shinobi dress as common as the Hitai-ate and as unique as each Shinobi that wears them. Crafted with plastic-fabric based polymer, but without the chakra reactive elements of the Wingsuit the Karasu no Tsubasa when not in active use appears most commonly as a jacket, cloak, poncho, or in the case of Kumogakure no Sato's Special Ops, as a black trench coat. However when activated by chakra the layers of the fabric extend and form a thin barrier to catch the wind akin to a kekkai(barrier) ninjutsu slowing the shinobi's descent and giving him some control over his fall. The Karasu no tsubasa appearance when extended tends to be customized to the user unless they are a part of a specific operative organization. Feather designs are popular as are bat, insectoid, and even flying squirrel designs. 

ABILITIES:
Glide Suit: With a twitch of the fingers the Karasu no tsubasa may be extended drastically slowing a shinobi's fall and allowing them to glide over great distances based on the height of their descent. Landing however can be tricky without the use of Fuuton or other ways to soften the fall. Shinobi risk injuring themselves if doing so from heights greater then 100m due to the build up of speed.





Sandāsutoraiku

DESCRIPTION:
The Sandāsutoraiku is a wrist mounted propelled grapple utilized typically in pairs by Kumogakure Shinobi to navigate their village and Kaminari no Kuni's mountainous terrain. The grapple itself contains 50m of thin strong nin-wire tipped with a sharp metallic head that can either expand into a hook or puncture into the side of a rock face. Due to this it is not uncommon to see Kumogakure bukijutsu specialists utilizing the Sandāsutoraiku as a weapon akin to the Jōhyō. 


ABILITIES:
Grapple: With a pull of the looped finger trigger the grapple may be aimed and launched at a target up to 50m away and functions for all intents and purposes like a rope dart or wired kunai when utilized as a weapon. With a press of a button however the reel on the grapple activates pulling the shinobi towards the point of contact or if the shinobi is anchored and the point of contact weighs less then 500lbs pulling it towards them. The reel can handle up to 500lbs of weight at a time, but may pull up to 750lbs once before burning out.





Kōdo hai

DESCRIPTION:
Another invention of necessity created to counter act the Kumo Plague the Kōdo Hai is the unholy love child of traditional high altitude rebreather masks once utilized by Kumogakure Shinobi combined with an advanced medical respirator to protect against airborn toxins and diseases. Though they come in a variety of designs ranging from mempo like half face covering to avian full face masks all at the minimum protect the nose and mouth. Their use having become so ubiquitous during the plague that some Kumogakure Shinobi no longer feel comfortable without them and they remain a common feature of Kumo day to day life.


ABILITIES:
Self Contained Unit: The Kōdo Hai functions as a Respirator/Rebreather filtering out airborne diseases and toxins. Rendering any shinobi who wears them immune to inhalation vector toxins, spores, and diseases. It does not however offer any protection against contact vector, injection, or other types of poisons, diseases, or plagues. In high altitudes the filtration system of the Kōdo Hai allows it to pull oxygen out of the air in thin atmosphere environments such as at high altitudes. Allowing a Shinobi to operate at heights of 2,500 to 3,500 meters and above comfortably and 8,000 meters and up for a period of five hours before supplemental oxygen is needed. Though not designed for water the Kōdo Hai can function for thirty minutes under water without supplemental oxygen in an emergency.





Kumogakure no Sato Flak Jacket

DESCRIPTION:
Kumogakure no Sato's signature Flak Jacket worn by Chuunin Ranked shinobi and above. Made with a strong alloy the armor is light weight, strong, flexible, and most important non-conductive lest Kaminari no Kuni's resident shinobi turn themselves into unintentional lightning rods. Comes with a variety of pockets.

ABILITIES:
Staunching: When the Flak vest is penetrated and the wearer bleeds the armor tightens using pneumatic compression devices throughout the torso and limbs to slow the bleeding and keep any broken, ruptured, or fractured bones or internals as intact as possible. Slowing a Shinobi's bleedout time by 35% and increasing their trauma survival odds by a solid 25%. With the additional useful side-effect of slowing the spread of injection vector toxins. Increasing the rotations they take to take effect by two additional rotations.

So I will be breaking these into two groups. One's that 100% are in the clear and those that I think should be removed as they stand.

Kodo Hai & Flak Jacket: The mask is perfectly fine as it reads and the Flak Jacket is for all purposes fine, but it needs to be B-Rank (add the extra ability there as well of course), as the staple flak jackets in all villages that are individually apped, or as they should be, should match the generic flak jacket as a B-Rank. This is not an arguable point.

The Rest:

I will be 100% up front. These should not be in Kumogakure given the technological feel of the equipment. Generally more advanced gear has been locked to Amegakure, and it has been so due to that being part of Ame's advantage. In comparison, most countries are absolutely not this developed.

On another hand, more rudementary variations of these could work as universal items within the world, and I can see that working out quite well. But as they read, look, and act these are too advanced to be Kumogakure, and being perfectly honest these are probably riding an edge of what would be allowed for Amegakure.

Sukairīpu: The shoes are absolutely not fine as C-Rank equipment, but could probably work out at a B-Rank level given another ability, potentially enhanced traction or springs... but I would say scrap these as this is the biggest riding of the line.

Glide Suits: Exist already and would fit the billit of becoming Universal since they are in multiple villages.

Sandāsutoraiku: Again chakra on a C-Rank is not allowed, but past that. This is too close to the basic propulsion system that Ame has only had for less then a decade and its frankly better. This would need serious down-tuning, but otherwise could just be a wrist crossbow with a single use and probably do its job. No way is this Kumogakure equipment.

All righty these items are made to be accessible as village equipment so I'm not really budging on the ranking of most of them, but will adjust them to better fit C-rank. As I don't want a case like the ANBU equipment where no one wants to take them cause it's a waste of a B-rank slot.

-Flak jackets as per the universal listing are C-rank not B-rank.
-Glide suits are not universal and are in fact a Kumogakure exclusive listed here X and thus I feel a more basic genin accessible version makes sense for a village that is situated in high altitudes. If the small chakra application to trigger the glide suit is the problem then I have removed it for a manual trigger.
-I have removed the boots for further consideration at a later time.
-I do not see how a basic assassins creed wrist mounted grapple is in anyway impeding on Ame's omnidirectional mobility gear. It can only pull you one direction, requires you to aim your hand and manually fire it, and when tv's, electricity, and the like are basic universally accessible technology a simple reeling grapple does not seem out of reach for a village that literally lives in high altitudes where such things would be essential and part of daily life. Given it can at best stop your fall or pull you up. I did adjust the chakra usage and it instead works like a basic assassins creed grapple. Also adjusted the picture to further clarify what it is.

Okay so, coming back to these. Giving them another run through, and having gotten a second opinion from to inquire as to a few of the points made. The following are all of the points on these that would need change for these to be approvable.

Karasu no Tsubasa
- References a different item, but doesn't link to it please fix this.

- Remove mention of the chakra use inside of the description that is bolded, "Crafted with plastic-fabric based polymer, but without the chakra reactive elements of the Wingsuit the Karasu no Tsubasa when not in active use appears most commonly as a jacket, cloak, poncho, or in the case of Kumogakure no Sato's Special Ops, as a black trench coat. - Furthermore with the ability to glide on a C rank item, there should be some sort of downside, like the inability to use one's arms while in flight (since logically they'd have to be directing/adjusting the wing) which in turn would limit ability to use jutsu and the like since you can't render handseals.

There'd also be the question of can people use fuuton techniques to cause lift, which effectively means that as long as someone has the proper fuuton tech, they can have flight from a C rank item. If allowed it need to be a B-Rank or higher anyways, because true flight is a pretty big thing only capable of by a few clans and SA&W stuff, which should not be reasonably recreated with a C-Rank piece of equipment.

Overall, this still desperately needs to be a B-Rank item at least to do what this is seemingly designed for.

Sandasutoraiku
- Doesn't really seem to have anything that qualifies it as being a village equipment still, but one could argue the same for Ame's mobility gear to some regard. Likewise though, the item sets a precedent for grappling hook contraptions on the site. Lower this to no more than 5 meters of range. Besides 50 meters being aggregiously high, the ODMG only reaches 18 meters at a max, and it is MUCH larger then this in terms of what it could potentially hold for firing to yank someone.

- Fails to mention a potential downside that stems from basic physics: If you are 150lbs and you try to pull 500lbs, you're just going to get pulled towards it. Where as this reads like the wear of the weapon just decides when they get pulled or when stuff gets pulled towards them.
- Remove "but may pull up to 750lbs once before burning out.", this should not have a higher max to the maximum was set.

- What exactly is allowing the head to launch/retract? There should be a mechanism, but if it's not run by chakra, and it can not be as a C-Rank item, then something else needs to be running it which should mean there's a maximum number of times it can be used. [5 Shots a thread] should more than do for 99% of cases in that regard, this thing shouldn't be getting used like spider-man web slinging after all.

This also desperately, from my perspective, wants to be chakra reactive.

Kodo Hai
- This should not generally be breathing underwater as the intention and equipment to filter air from water, and to gather oxygen that is clean at high altitudes, like this mask, are very different mechanisms. Generally it just should be left to a rebreather (which I believe you apped before as well?), please remove mentions of working underwater.

Flak Jacket
- I did not catch this at first, but please remove "and most important non-conductive lest Kaminari no Kuni's resident shinobi turn themselves into unintentional lightning rods."
A lack of electrical conduction in the physical description of the item when that should really be an ability of it does not work as an aside. Most shinobi should not, usually be getting cross-fired by their own jutsu. Also to note... Sasuke had like 30 belts with metal on his arms while usin chidori the first time... your probably fine. XD

- The description also lists that it's light weight, strong and flexible. This is the basic effect of all Flak Jackets and counts as its basic equipment ability. In that regard, this would be a B-Rank equipment when placed next to other universal flak jackets; please choose if this is supplementary gear that protects people from dying out fast or is basic defensive gear.

- The staunching ability, again, I don't have huge issues with. Re-reading, however, it mentions toxins being slowed. The only way those are being slowed is if this armor is cutting off circulation all throughout the body, which hardly seems to be "flexible" then.

TLDR;; this absolutely should be a B-Rank unless the Staunching effect is replacing the basic armor protection of the flak jacket.

All in all, the items are trying to do too much for C ranks. Very few of them genuinely feel like village items outside of "the villagers tend to use this." Which is fine if it's flavor, but I will re-iterate the point of village exclusive gear is to be things that only a village can make. This does extend to standard issue gear, but I generally would like to avoid every village having 50 variants of "their flak jacket" inside of the equipment board.
