FOX WRANGLERS

DESCRIPTION:
Foxes! Foxes everywhere!

The Murahira are known for their foxlike features, but also for having a large population of semi-domesticated foxes rummaging about their territory. However, sometimes these foxes get to be a little problematic and must be relocated.

Genin of Kumogakure have been called in to help deal with this fluffy problem. However, one should never underestimate the cunning of the Murahira foxes! They must be humanely captured and taken out of the castle to a more suitable environment in the nearby forests, but they won't like being chased!

This is a repeatable mission and can be completed three times.

PUSHING CARTS
MISSION RANK: D

DESCRIPTION:
Traveling through Kaminari no Kuni is no easy feat. It is mountainous and treacherous, filled with pitfalls and slippery slopes. The Murahira are the guardians and caretakers of one of the two major trade routes through the mountains and into the heart of Kaminari no kuni. But they are more than just simple guardians, they are stewards, too.

Genin of Kumogakure have been requested to aid the Murahira. There are those who are traveling who are not properly equipped to handle the trails, and these genin are being assigned to help. It may entail pushing or pulling carts, helping little old ladies down the path, or just carrying heavy burdens, but it is a job that must be done!

This is a repeatable mission and can be completed three times.

WATCHING YOUTHS
MISSION RANK: D

NPC REQUIREMENT: Not Required
PARTICIPANTS: 1-4
DESCRIPTION:
"Did you say... youts?"

The Murahira clan has always been proud of their shinobi. Even their general membership are proficient warriors. But it does not come without a great effort.

The Murahira have requested a handful of genin from Kumogakure come to Hakuho Castle to supervise some of the youngsters. While it is effectively baby-sitting, the genin are expected to demonstrate some of the basic shinobi skills to help inspire the next generation of Murahira.

This is a repeatable mission and can be completed two times.

C-rank missions.

BELLIGERENT RAPSCALLION
MISSION RANK: C

NPC REQUIREMENT: Yes
PARTICIPANTS: 2-4
DESCRIPTION:
There is a suspicious individual in Murahira territory that has been terrorizing the locals. They are belligerent, rowdy, smelly, and foul. They have even been reported as violent. 

They do carry a shinobi headband, but no one is sure if they are an actual shinobi. Some definitely real shinobi have been called in to help apprehend the individual. Caution is advised!

CLEANING UP THE RIFFRAFF
MISSION RANK: C

NPC REQUIREMENT: Yes
PARTICIPANTS: 2-4
DESCRIPTION:
With so many nooks and crannies for someone to hide in across the mountains, it should be no surprise that it is difficult rooting out problem makers. However, the Murahira have been doing their best to keep the peace in their territory, but even they are a little overwhelmed at times!

They have requested some shinobi intervention from Kumogakure to help clean up a gang known as the Bonzu Gang. While mostly just ruffians and thugs, there are some among them with shinobi training, as well as one or two purported ex-shinobi. 

It is possible for a mission to develop into a higher rating than initially assigned if one of the ex-shinobi turns out to be more skilled than anticipated!

This mission is repeatable three times, each targeting a different base. One mission, at random, will have stronger than expected enemy.

B-rank missions.

GIVEN OUR DUE
MISSION RANK: B

NPC REQUIREMENT: Yes
PARTICIPANTS: 2-4
DESCRIPTION:
Suzumaki Kotaru, a wealthy "noble" of Kaminari no kuni has taken advantage of the generosity of the Murahira. As prolific moneylenders, they have many clients, and occasionally one goes sour - such as Suzumaki Kotaru.

He has reneged on his agreements and defaulted on his loans. He has shown no intention of repaying the Murahira clan. Understandably, this does not sit well with the Murahira. To deal with this problem, they have contacted Kumogakure for assistance. 

Kotaru has hired some dangerous bodyguards known as the Urumi Six. These one-time shinobi have been in his employ for some time and are believed to be as loyal as they are dangerous.

Caution is greatly advised as Kotaru is apprehended. The Urumi Six do not need to be brought in, but a bonus will be provided if they are. Alive is greatly encouraged!

THE OPEN ROAD
MISSION RANK: B

NPC REQUIREMENT: Yes
PARTICIPANTS: 2-4
DESCRIPTION:
The Murahira are the wardens of the east and protect major routes through the mountains from within the incredible, sprawling fortress of Hakuho Castle, but sometimes things get to be a little too much even for them.

They have requested a handful of shinobi to help with a stinger operation. These shinobi will go undercover as a rich merchant caravan in order to draw out a group of dangerous bandits that leave very few survivors. 

Caution is advised as the bandits are expected to be very dangerous.

This is a repeatable mission and can be completed twice.

A-rank missions.

CALAMITY COMES
MISSION RANK: A

NPC REQUIREMENT: Yes
PARTICIPANTS: 2-4
DESCRIPTION:
A rockslide in Murahira territory devasted a small village, and though rescue operations have gone smoothly, it has turned out that this event was not what it seemed.

A dangerous ex-shinobi had been lurking in the area and holding the village hostage in order to extort them for money and goods. Eventually, the villagers attempted to break ties with him, and to make it clear he was not to be messed with, caused the rockslide using potent doton ninjutsu.

He has been branded a dangerous criminal and Kumogakure has been notified of his presence. Shinobi have been requested to deal with this individual before he injures any more innocent civilians.

PHOENIX RISING
MISSION RANK: A

NPC REQUIREMENT: Yes
PARTICIPANTS: 3-4
DESCRIPTION:
The Murahira clan has a long and illustrious history of martial excellence, and most train even if they are not shinobi. However, it is necessary to test their mettle from time-to-time, so the Murahira leaders have requested shinobi from Kumogakure to join the Murahira at Hakuho Castle for a mock battle in which the Murahira will battle across the ramparts of their great citadel. 

While it gives them a chance to show off, it is more important for the Murahira to stay prepared and vigilant. This event will be critical to gauging the clan's readiness to handle shinobi threats from foreign nations.

Those who are selected should prepare for a difficult battle. The Murahira are not all shinobi, but their skills and training are often shared among the clan, and they are expected to defend Kaminari no kuno against those who are shinobi. 

There is a catch, however! Unbeknownst to the organizers and participants of the event, an extra group of shinobi have arrived. These shinobi have blended in but have nefarious goals. By taking advantage of the chaos of the event, they intend to get inside and pillage some of the Murahira clan's valuables.

The shinobi of Kumogakure will have opportunities to discover this plan, and if they do, will be in for a fight against a team of rogue shinobi!

Phoenix Rising is a bit too low-risk of a mission to qualify as A-rank. Most notably, even though the fight will be tough, it won't be Dangerous, which is one of the key elements of an A-rank mission. There is also no real "fail" condition. What is considered a successful mission here? Beating the Murahira? Losing to them? I think with nebulous success conditions like this the rank is more inclined to C than anything else, though we can still put a narrative requirement for higher rank shinobi upon it.

I do see your point on that.

I suspect the objective of the mission would be to defeat the Murahira. However, losing wouldn't necessarily be a bad thing because that would imply the Murahira are capable of doing their job, which is to defend that area of the country from enemy shinobi.

It does not carry the danger of a typical A-rank but does require shinobi authorized to take on an A-rank mission from a narrative standpoint, as you say. They have to be able to pose a significant enough threat to the Murahira to be worthwhile practice.

I do think it still "needs" that rank requirement, and while not necessarily outright dangerous like fighting rogue shinobi might be, it will be difficult. It's a full mock battle, so while not necessarily going to be killing each other, injuries are bound to occur.

I can add some clarification that the intent of the shinobi is to try to win, even if they do not. I'm not sure if that will make a huge difference in the end, though.

It is still my belief that we need to move this to a C-rank and establish narratively the rank-requirement. Someone who is going for a friendly spar should not be rewarded the same amount as an individual who is under deadly threat, even if it is a tough spar. You will not earn the same experience going against people who you know will not kill you, as you will going against people who are genuinely not holding back and attempting to end your life.
