While this is something that perhaps the mining guild associations should be able to handle, it seems like there have been strange events that suggest this is more than just two groups at variance. However, realizing that these quarrels are bad for business, both groups have agreed that shinobi from Konoha be sent to arbitrate their quarrel, and the parties involved will abide by the ruling. The groups prefer shinobi from Konoha, as these would be strangers to the parties involved and thus not have any personal biases, and will be less likely to be bribed. The mission requires both shinobi to serve as adjudicators, investigating the complaints made by the two groups, and providing a ruling that should hopefully be considered just to the parties involved. Things may not all be as they seem, though....
