Overall Description

The Land of Fire (火の国, Hi no Kuni) is one of the largest and most powerful countries in the shinobi world, and is the home of the very first Shinobi Academy. Its government leader is the Fire Daimyō. The Land of Fire was the first country to adopt a ninja village, Konohagakure, a custom other countries would soon adopt. The Land of Fire is appropriately oriented towards the element of fire, typically having very bright and warm weather. While not the physically largest country, it has the largest hidden village.

It is known for its lush forests and clear rivers while harboring various kinds of wildlife and climates. Its people are known for being warm and friendly, while holding certain values tightly to their hearts. Generally, they go about their issues in a communal fashion in an effort to get what is best for the largest number of individuals. 'All for one, and one for all', is one of the essential teachings of the 'Will of Fire'. One quality other nations envied towards Hi no Kuni is the fact that when something poses a threat to one branch of the nation, the rest of the country usually put in efforts to band together and give whatever help or aid necessary.

Konohagakure no Sato


Appearance



Konohagakure is the prototypical Shinobi village, with its general visage sporting a good mix between traditional and industrialized cityscape. Most of the buildings in the village are between 3-4 floors, making it heavy of space but with generally comfortable living conditions that make this a very desirable place to live.

Konohagakure's defensive positioning is usually credited to the large mountain at it's back, serving as an extra, natural wall. Besides that, the village depends mostly on the huge forests outside of the walls as a means to deter attackers, making it difficult to set up any sort of siege equipment or effectively organize troops.

Most of the population of Konohagakure make their homes on the outskirts of the village, with the central part of the village dedicated to the vast compounds that house Konohagakure's many Shinobi clans. In addition, the road leading straight from the main gate to the governmental Hokage Building is littered with markets and shops, perhaps the most famous being Mama Ayame's Ramen or the Yamanaka Flower Shop.

History


Founding

Konohagakure was the first of the Hidden villages, founded in -126. The birth of the Village was an uneasy one, involving both the proud Uchiha clan, and the noble Senju. The two clans had spent the past century combating one another, turning Hi no Kuni into their battlefield. They clashed often, the other clans doing their best to stay out of their affairs. Like a pair of brothers they were, always looking for a reason to squabble but never taking it beyond a point. As the years continued to pass by, the two clans gradually forgot what had started their blood feud so long ago, with many of the younger members befriending each-other. Thus the day came when the Uchiha and Senju called a truce. The two clans sent their most respected members, young and old, to discuss the terms of their ceasefire. It did not take long for the Daimyo of Hi no Kuni to be invited, and after three days and nights, the Will of Fire was born for the first time.

The two clans set out to build a new home, a place where they could co-exist, not just with each-other but with the other clans of Hi no Kuni. The Hyūga, Sarutobi, Nara, Akimichi, Yamanaka, Aburame, Hatake. A Shinobi village hidden from the world, a place for Civilians and Ninja alike, a Village Hidden in the Leaves. One by one the Uchiha and Senju brought the other clans in, and after two years of long hard work, the Konohagakure was complete.

The Shodai is chosen and the first Kage Summit is called

The time had finally come for a leader to be chosen, the leader of a Hidden Village, a Kage. The clans selected their representatives through a vote, Uchiha Dai, Senju Akimoto, Hatake Hiro and Sarutobi Mao. Young men in their early thirties, all having been instrumental in the construction of the Village. After a Village wide vote, including both Shinobi and the Civilians that had come to call Konoha home, Hatake Hiro became the Shodai Hokage, with the other three forming the first Shinobi council. The Village prospered as more Shinobi Villages were founded. Trade routes were formed, and relationships between the Villages were nurtured. For fifty four years, the Village lived in peace. Those who could remember the days before had passed from the world, the once young and idealistic Hokage had grown old and wise, the very last of his generation.

Hiro was a strong advocate of the first Kage Summit, believing a lot of good would come from the leaders sitting down to discuss their problems. The trip was difficult on the old man, and it was then he first considered retiring from his position. Young he was not, and the Summit itself only made him see how incapable he had become. The Kage were strong, and willful, far more than Hiro. He had lost much of what he had been to time, and found it difficult to even sit at the same table as the others. Despite his efforts, tensions built between the Village and Iwagakure. The Summit ended with very little success. Over the next few years, Iwa moved its troops closer and closer to Kusa and in turn Konoha, who had troops stationed within the minor country. There were a few brief skirmishes which ended in Iwa retreating back into their territory.

The First Shinobi World War

Believing that Iwagakure's military might was not something to be taken lightly, the Hokage commissioned a task force for shadow operations, beyond that of your average Shinobi. Konoha's Anbu division was formed and they were sent into enemy territory to spy on Iwa and it's people. All was going according to plan, until a group of Anbu were discovered by Iwa in –72.

The Tsuchikage claimed Konoha was intruding upon their territory, and chaos erupted. Kusa turned into a battlefield, Konoha and Iwa throwing everything they had at each-other. Hiro was in constant distress, afraid all the world had built would come crumbling down because they could not trust each-other. As the other nations were pulled into the war, Hiro doubted his decision not too relinquish Kusa. Coupled with the fact he was in no shape to fight, he was under constant stress, and not one year into the war, the Leaf lost it's first Hokage. Old Hiro could not carry the burden of his decisions, his heart giving out on him during one of his many sleepless nights. Dismay swept throughout the Village, never before had they dealt with such a loss. Hiro was loved by all, and the entire Village mourned his passing.

Leaderless, the Jounin Hanchou at the time, an older man by the name of Sarutobi Takeshi, took leadership of the Village while on the front lines, the Shinobi council covering the Village duties of the Hokage. It was widely believed that Takeshi would become Nidaime Hokage upon the end of the war, until he was cut down on the battlefield. The war finally came to an end, and the Leaf once again found themselves leaderless.

The Nidaime Hokage and the Second Shinobi World War

Moral at an all time low, the leaders of the clans set out to rebuild the peace which they had once possessed. While the war had never actually come to the Village gates, it felt like it. The council voted on a new Hokage and Inuzuka Kagame was appointed Nidaime Hokage. A young but experienced veteran, Kagame grew into the role well and was fifty years of age at the start of the second war. Resentment continued to grow between Iwa and Konoha, Kagame, deciding enough was enough, ordered his Anbu to lay waste to one of Iwagakure's most prominent clans. Always a spirited man, he believed Iwagakure would react well to a show of strength. They did not, Konoha denied any claim of attack and the second Shinobi war was sparked. Kagame felt as if he had failed, single-handedly leading the world into war once again. Despite his self doubts, he held his head high and led his Village from the frontlines, not wanting to sit and hide in the Village. He wanted to face the war which he had sown. When the Yugakure lord was killed, he agreed to sign the non-aggression pact.

The Third Shinobi World War

Konoha had no knowledge of Suna's assassins and refused to lend aid to their allies when the third war erupted not a year after the non-aggression pact. They were intent to sit out the war, but due to their former ties with Suna, were targeted and dragged back into the fray. They avoided as much conflict as they could and Kagame passed away from illness close to the end.

A clash between Senju and Uchiha

Crippled, the council voted in the experienced Senju Naoko, the first female Hokage. For thirty years she ruled, eventually becoming the Senju clan head. She led Konoha into a new age of prosperity and after twenty years, retired from both Hokage and Clan head, onto the Shinobi council. After careful deliberation, she elected her friend, Uchiha Eiji as the Yondaime Hokage. Naoko served as his advisor during his short reign, until tragedy struck. Uchiha Eiji was assassinated by a group of missing shinobi, in retaliation to the Uchiha closing down their black market trade routes. Chaos reigned and Naoko stepped back into the role as Hokage temporarily. The Uchiha and Senju exchanged heated debates, their old feud threatening to be unleashed once more. It was discovered that the group had been tied to the Leaf for some time, brought to the Village by the Senju to trade. Naoko formed a small group of Uchiha and Senju, sending them to exact revenge on the Missing nin and the man who hired them. The Senju took down their former trade partners, one by one to prove they were not in league.

The short tale of the Godaime Hokage

Tensions began to simmer down and Naoko knew she was at the end of her life. For the next two years she kept mostly to herself, silently observing the Village for its next Hokage. Then tragedy struck once again as the current Senju head passed from natural causes. His heirs being too young to take over, Naoko now found herself choosing not only to take over as Hokage, but Senju head as the clan looked to her for guidance. It wasn't until she was on her deathbed that she passed her will onto the Council and the man who would succeed her. Her former student, Senju Kouki, was named Senju Head and Hokage. It was a controversial choice for some, the youngest Hokage to ever take office, but after almost unanimous support from Shinobi and Civilians alike, the young man was sworn in as the Godaime Hokage.

The Godaime Hokage took immediate power, rising to the challenge before the young man, barely old enough to start a family of his own. Although many believed the young Senju to be inexperienced, he adapted to his new role. Only a few months into his new role, he was beloved by many, for he kept a level head on his shoulders despite his position; often taking in young shinobi to train personally and spending time in his day with the people of the village. However, the peaceful times were not to last as a missing nin from the land of Arashi no Kuni appeared in the village. Despite the ANBU’s best efforts, they were unable to detain the nin and he slipped free enough to go after the Hokage.

The young Hokage fought hard, not thinking of himself but of his people and the heartache and pain they had already endured with the losses of stability in losing the previous Hokages. The fighting continued until both were worn out and out of breath, the Hokage wanting nothing more than to finish the fight as his bodyguards appeared with the aid of their tracking skills to protect him. Alas, it was too late, the Hokage had been mortally wounded without realizing and while he knew he could leave and seek treatment, his thoughts were on his people and those under his protection. Against the pleas of the others to stop and their impending interjections, he threw himself on the sword of the nin, his own piercing right through the nin.

The even shorter story of the Rokudaime Hokage

With the threat gone, the village was once again in mourning. A new Hokage was needed in order to lead the village and its people but the council decided that if a new Hokage was needed it was to be someone the village was already comfortable with in having led them through the hardest parts of their existence; the Jounin Hanchou, Hayashi Ayame.

Unrest in the Hidden Leaf

The rule of Ayame was a quiet, if not short, reign. When the Kusa Lady Midori Kane visited Konoha, a group of extremists assassinated Hayashi Ayame. Jonin Hanchou, Hyuuga Kagame decided to remain at her post while councilors Akimichi Chono and Inuzuka Inara elected Kawaī Niko as Nanadaime Hokage. Having served under three different Hokage, Niko is considered to have the most knowledge of anyone and has stepped up to contain the growing threat within Konohagakure.


Hachidaime Hokage: Uzumaki Keisuke
Niko's rule as Nanadaime brought with it no major incidents or tragedies, with little to truly disrupt the nation for better or worse. The Leaf remained at peace far longer than it had in recent years, yet little progress was made against the issues that plagued the country of Hi no Kuni. Perhaps it was simply a matter of the world spiraling that all effort had to be put into the status quo, and as such so long as the rogues and extremists that often reared their heads remained quiet, the Hidden Leaf seemed content to forget the past. To many this repatriation was stability, but to the parts of Hi no Kuni that were wounded; this stagnation allowed urgent wounds to fester. Questions of constant assassinations were left unanswered, locations such as Kawa were allowed to wallow in their depravity, whilst unseen threats seemed to poison relations with valuable locations as with Yōsai.

Whether she felt younger eyes should take up the roll, or from pressure by the council, Kawai Niko relinquished the title of Hokage, following the footsteps of Senju Naoko. Uzumaki Keisuke would go on to be named Hachidaime Hokage; with a silent hope that this would not be another Eiji. His time as Hokage was one of control and the projection of peace across the surface, as the plagues of Konoha were discovered behind the curtain. The Hyuuga's internal conflict grew far more ruthless with the murder and framing of key members, the repetition of history had brought with it a reminder of answers never found, and a secretive threat in the form of a distant cult began to pile upon the horizon of Konohagakure. While they were now mere hills to be traversed, Keisuke was more than aware that these issues would pile upon the old as they grew closer, until the mountainous threats would pile over both the paperwork laden desk and the Wall of Stone that protected their village. With that, a plan was hatched to answer the threats before their fangs clamped shut on Hi no Kuni.


The Death of the Diamyo and Rising Tensions
Keisuke was more than aware that there were only a few threats that could be properly dealt with from the Hokage's Office in Konohagakure. Thus, although the truth was masked as simply wishing to return to normal shinobi life, the Uzumaki stepped down from the Hokage position, with a private note that he would speak with his successor at a later date. The timing for this incident seemed to strike a humorous chord with fate, as soon after the Diamyo would pass in his sleep, leaving his youngest daughter Asai as his heir before all her elder siblings. Knowing she would need to grow her power base quickly, Diamyo Naozane Asai would turn towards Konoha as the village debated between several candidates for their newest leader. Through a variety of owed political favors, newly made promises, and secretive meetings- Asai had managed to focus what few votes she could towards a shinobi of her own choosing as the remaining were split among the various other candidates. Thus to the surprise of every member of the village, a mostly unknown shinobi by the name of Gure Reiashi was the next to take up the mantle. Shortly after officially taking office, Asai would visit the young Hokage, hoping to forge a bond between two inexperienced but powerful figures to grow together. Soon the First Born Naozane Ichiro would visit, having caught onto his youngest sibling's desires to use the village to strengthen her own power base, and one by one the Heirs of Diamyo Naozane Ametsuchi II would become aware of this plot.

To most, Reiashi's ascension to the position of Hokage was made all the more strange by the visits of the Naozane Heirs. To those with greater political knowledge, it would seem the Diamyo had overstepped their boundaries and manipulated the decision of who would become the next Hokage. To the Heirs and Reiashi, a cold and silent war was rising within Hi no Kuni, the tensions building as each heir sought to lay claim to the crown- with Konohgakure as the heavily desired dog to unleash upon their adversaries. The village looks on, wondering if the second youngest Hokage to date will follow in one of his predecessor's paths, or make his own to save Konohagakure.

Tengoku Shihon


Overview

Tengoku Shihon is the de jure capital of Hi no Kuni, while Konoha remains the de facto capital. In Shihon lies the imperial castle of the Naozane Dynasty, which is rumored to have been built by the very first Daimyo. In the city one can find many relics and hidden treasures in the homes of royals. Citizens are welcomed to view the many museums that the city has for little to no cost.

Shihon holds the country's wealthiest individuals as a result of the trickle down wealth from the royals. It is almost impossible to go a block without seeing an artisan or wisemen, advertising their ability in hopes of being part of the Royal Family's court. It was in this city the borders of Hi no Kuni began before slowly spreading to the reaches it currently has.

Many outsiders come to the town to take part in its lovely festivals or visit their gorgeous parks. For the amount of wealth the city possesses, they can be considered quite humble, but when it comes time for celebration or bombast, they can surely turn up the heat!

Minato Jichitai [Port City]


Overview

Port City is one of the easternmost cities in all of Hi no Kuni. The vast majority of its inhabitants are seafarers and skilled swimmers. Elaborate canal systems run through its streets, making it easy for goods and people to be transported. If one is looking for the freshest fish in all the land, this is the place to go.

The city's economy benefits from its free trading policies and the ingenuity of its people. The village welcomes traders from nations whom it shares the oceans with to bring their wares to sell. The people of Port City are deeply exposed to several different cultures and peoples as a result. While they very much love Hi no Kuni, they are deeply concerned about things beyond their realm as a result of its ties to the global community. They are a peace loving bunch, and hate it when ninja villages are at War.

Despite this pleasant exterior, a criminal element is known to exist within Minato Jichitai. The Port City Mafia to many is a shadow of its former self, a broken criminal organization that is clinging to scraps of what it onced owned. To the locals, they are a small comfort group that politely acts in favor of the less embraced parts of society. Those outside know them as criminals offering temptations for coin- or anything else they find to be of value. The group itself is trying to rebuild from the insanity of their previous leader, and fighting the new leader- Naozone Gorosei's attempt to forcibly recruit the Port City Mafia. After a long and drawn out battle, both sides have been left to lick their wounds and recover. Peace has returned, but a rift is building between those who support the Heir of Ametsuchi and the Port City Mafia, one that might change the calm port into a warzone.

Sagyo


Overview

The city of Sagyo was formerly known as an industrial bastion. Now it is a city filled with abandoned factories and a saddened people who can only reminisce about their 'glory days'. The city's decline is a result of poor management by its leaders who did not bother putting enough restrictions on booming businesses and its major trading partner to the Northeast, Port City, finding alternative suppliers via trade from outside countries.

Time and again, the people of Sagyo have called upon the leaders of Hi no Kuni for aid and intervention, but they have only been giving minimal help. The majority of the royalty believe it will be too costly to restore Sagyo to the city it once was. While incomes have fallen and the disrepair of essential infrastructure have become widespread, crime rates and killings have risen, serving as a push factor for one of the biggest cities in the country.

Daijiro has taken over official rule of the failed city Sagyo, and has become intimately aware of his father’s failure to achieve anything within it. Biding his time, Daijiro plays both sides against each other by citing his father’s inability to save the city to the commoners- whilst making promises of fortune and wealth to those who sit at the top of Sagyo. Should enough time pass, it is possible the Second Son’s scheming could save the city- and in doing so form as quite the powerbase for his own area of Hi no Kuni.

Kyoso


Overview

Kyoso is one of the most urbanized cities in all of Hi no Kuni. Its positioning to the far Northwest has done a bit in isolating it from the rest of the country. Kyoso holds a large expatriate community as a result of Konoha's alliances with Kusagakure and Sunagakure. The city serves as a major trade node in the region and a city of diplomacy. While some claim Kyoso is more culturally inclined to Nohara no Kuni than they are to Hi no Kuni, the differences have proven to cause few problems for the city.

One of the city's best past times are its culinary traditions. Small shacks selling various kinds of foods sprawl within its alleys. Several herbs and spices are produced at the city's outskirts and exported to neighboring countries. These products are rumored to not grow anywhere else in the world.

Heiwa


Overview

Heiwa is a small town north of Konohagakure. For several years it had been off the map simply because it was of no significance. It did not have particularly talented people, or some high in demand natural resource. However, men in nearby country towns finally noticed something unique about Heiwa. The village had a penchant for having particularly beautiful women.

Officials of Heiwa quickly caught on and decided to utilize the attention. Every year, they would host a fashion competition in which designers could don their creations onto Heiwa's models in hopes of gaining the attention of the rest of the country. All are invited to attend and many do because of the ensured fanfare. While many are fond of the sudden change to this town, some say it has significantly taken away from the pristineness of Heiwa.

Kawa


Overview

In the southwestern bad lands of Hi no Kuni lies a small, semi-autonomous town that goes by the name of Kawa. The forested wetlands of Kawa harbor several rivers that make this region difficult to traverse through. Officials from Konoha and Shihon have both offered to make the region more habitable through drainage, but all offers to date have been refused. This has however not prevented the locals from thriving. Inhabitants of Kawa have made peace with the swamps by coming experts in canoe-making.

Unique and never-before-seen vegetation, animals, and diseases run rampant in Kawa. Outsiders are often advised to do their best to keep their visits brief in order to avoid potentially falling ill or becoming prey. This has created a climate that makes scientists, particularly the Medical Corps of Konohagakure, take a liking to field observations and other studies in the region. Locals of Kawa often see some of the more cavalier advances as encroachments on their home.

There are several rumors about Kawa pertaining to missing or mangled bodies. Some claim that there is a subset of Kawa known to be cannibals who fancy feeding on outsiders who are young, sick, or elderly. This adds much to the mystique of the strange town southwestern town.

Yōsai [Bastion]


Overview

Yosai is a city in Hi no Kuni's northern region that has so far proven immune to the infestation of earthquakes that plagued the region in prior years. This city is unique in that it was nearly an island due to the water that surrounded it, but it had a high concentration of solid basalt directly beneath the city creating enough bedrock to, perhaps, prevent the tremors in the nearby cities from affecting it.

It is a multi-tiered city, with multiple gates and walls originally designed to hold off a siege. It has been re-purposed as a checkpoint during the Shinobi World Wars and has again gained prominence during the gigantic insect infestation of the year 1016 with the lowest tier covered with an extra layer of stone and a complex network of raised platforms on which the residents can walk without disturbing the ground.

It has the highest, thickest walls of any city in the nation, and has been billed as being more secure than even the Hidden Village of Leaf. Inside, the Fire Daimyo of the country sometimes hides in when security is necessary, but for now a lower steward has been put in charge of the hold.

Recently falling under the control of Lord Naozone Ichiro, Yosai has thrived under the patient and forceful hand of the man who was once thought to be the heir of Ametsuchi. Criminals from both the local area and even parts of Hi no Kuni outside of Yosai have been dealt with quickly through a mix of normal Shinobi intervention and Ichiro’s own action. Some have even been brought back into public service as soldiers within Yosai’s walls and the surrounding lands.

Seinaru


Overview

Seinaru is a modest town surrounded by several mountains in central Hi no Kuni. In comparison to most of its counterparts, Seinaru lies at a rather high elevation, leaving it with thinner forests. The town is an old one, of little specialty. Its people are said to be plain, its town said to be average. It had primarily been a transitory station where individuals would rest before getting to their final destination. In recent years however, valuable minerals have been located within nearby mountains and caves. Slowly but surely, the town has become a mining city which supplements the rest of the country's metal supplies.

Hoping to capitalize on the newly found source of revenue, outsiders experienced with mining and precious metals were welcomed with open arms. The quiet that once suffused the town has been replaced by the constant drone of drilling and explosions. The once worn and faded roads that sprawled the town have been renewed, and even new administrative buildings erected, but there still remains a constant fear in the town that the good times will quickly come to an end. New earnings have been mostly taken up by those involved in mining and government. There is a general feeling among the town that these two groups have been working in tandem and there is little that can be done about it. For this reason, most residents remain humble and diligent.

With Lord Naozone Megumidai now taking over administrative duties for the city; the once unimportant area has become a great name within Hi no Kuni. Between revenue of metals and gems whose value lies solely in their rarity, to the growing stock pile of more practical metals needed for weaponry and military equipment, Seinaru has reached new heights in prosperity and influence. With greater defenses, military and political power, and fame on the rise; Megumidai has taken the still humble town folk of Seinaru and created a strong city that raised Hi no Kuni alongside itself.

Rizōto


Overview
The city of Rizōto is among the newest and most modern in Hi no Kuni. The small town had initially been a small cove known only by a few local adventuring fishermen who sought to look for a jackpot outside of the hustle and bustle of Port City. While they did not find a patch of sea brimming with fish, they did find a serene sandy shore with relatively calm, warm waters. It had been an ideal location for a relaxing getaway for not only these men, but also their families. However, this secret would not stay in their little circle for long, eventually its existence would spread to the greater Hi no Kuni peninsula-region.

It was not until after the Third Great Shinobi War that this cove would develop significant infrastructure and actually become a town. A group of Konohagakure Shinobi would be dispatched on a mission to rescue civilians who had been deemed missing. In their investigation, they would uncover their targets had not actually been lost or kidnapped, but rather relaxing away by a marvelous beach. The news of this discovery would be taken back to Konoha only for curious ninja and civilians alike to check it out themselves. Since then, it was taken up by nearby locals to invest in the cove to enhance its natural beauty and maintain its appeal.

Soon after, Rizōto became a small town heavily centered on tourist activities. Several resorts would pop-up along its coast catering to individuals seeking fun-filled activities. While the weather remains relatively the same all-year round, Rizōto's business cycle reaches its peak in the summertime when outsiders seek to get a well-needed change of pace from their otherwise dreary lives. People are always encouraged to stop by, spend some money, and have a merry time in this sunny seaside paradise.

Although one of the Heirs of Ametsuchi has recently taken the leadership position of this tourist location, few changes have been made. It seems Naozone Chaisa simply wishes to relax in one of the most beautiful beaches in Hi no Kuin, leaving the bickering and squabbles to her more ambitious and/or foolish siblings. Of course, whether that is true or not is another matter entirely.
