...Wakkanai is located in eastern Hō no Kuni along a major trade highway. It is a rather small city, but still too large for one to call it a town. The streets are paved with well-kept cobbled stone, and everything from the market to the residential areas are kept neat and tidy. All of the neighborhoods were run by chōnaikai, which basically act as tiny governments that ensure people maintain appearances in their home and yards.

While the city has its charm, the streets are quiet, and people speak in whispers. On the few occasions where I did find people in conversation, they hushed their voices and stared at me as I walked by with my companions. Worse still, I didn't see a single tavern and couldn't find a drop to drink anywhere. If I had to guess, I'd say they don't allow alcohol there.

Freelancers beware, they seem to require licenses for most trade work and an agreement to pay taxes on any earnings within the city. There were also strict rules about store fronts which required permits from the city, which all but excluded running businesses out of a cart. Seems like they really want people to buy real estate.
