Kaze no Kuni-Land of Wind The PitOnly the inhabitants of this land can claim to ever truly know Kaze no Kuni, it is said. Its great length only matched by its inhospitable environment as well as the strangest of its people to the eyes of anyone that is a foreigner, for Kaze no Kuni is different, in more ways than it can be told. Vast deserts of red and white sand stretch through the land, forbidding mountains where treacherous passes are guarded by treacherous peoples, sweltering heats, sandstorms, giant scorpions, fiery food, poison, fortresses made of mud, dates and figs and blood oranges. These thing is what most people would consider of the country, and while these exist, to be sure, there is far more to this ancient land than just that, even stretching to the earliest documents that date back to thousands of years ago. Long mountain ranges comprise its western and northern boundaries, named through the ages as Ryū no Sekitsui, the Dragon Spine, and these have kept the land separate from the other feudal realms for hundreds of generations, although the deserts themselves have played a big part of this as well. Behind the wall of mountains, most of the country is an arid wasteland. Nor due the Southern and western shores prove more hospitable, being for the most part a snarl of reefs and rocks, with few protected anchorages. Those ships that do put shore there, whether by choice or chance, find little to sustain them, there are no forests along the coast to provide timber for repairs, scarcity of game, few farms and even fewer villages where provisions might be obtained, and even fresh water is hard to come by. There are few cities in Kaze no Kuni, with the remains of glorious old cities scattered either built next to mountains or dried rivers, all crumbling and slowly being devoured by the desert. But for those that still live and thrive, they have been built over fresh springs or huddled next to the lifeblood that are the rivers. The nobility of Kaze no Kuni boasts that theirs was the first land inhabited, although this was something that scholars still debate, some passing it as a mere claim of importance, others as just a tale. What it is know that those that chose to remain in the Kaze no Kuni found lands that were far from welcoming. It was with good reason that in ancient times the desert was referred as the Empty Land. The northern lands prove to be a barren scrub, its dry and stony soil yielding little, even when irrigated, and once beyond Ma no Sabaku, the Demon Desert, one would find naught but a vast sea of restless dunes where the sun beats down relentlessly, giving rise from time to time to savage sandstroms that can strip the flesh from a man's bones. Yet for those that remain, they saw a beauty in that stark, hot, cruel land and chose to make a life out of it. Most settled in the banks of rivers, digging canals ditches to bring its life-giving waters to trees and crops they planted. Others ventured across the sea of dunes, to the red rocks and sands of the westerlands where they huddled to the coasts living off fish and crabs. The more restless pushed towards the mountains, where storms from the north would carry south, giving moisture and yielding fields of green that became crops. Only the bravest and maddest dared to strike out inland across the deep sands. Is this amalgamation of different people that have bred the inhabitants of Kaze no Kuni, brave and resourceful, hardy people that have acclimated through generations to their land. Early History The legends of this land are mired with a thousand different fables. From thief princes that dwelt in caves that housed a thousand and one treasures to pirate corsairs that raided the stony shores. Gods that descended from the very heavens to shape stone with fire and even demons that dwelt in the sands only to be contained by priests and its God. However one thing is very apparent with Kaze no Kuni, as through its age it has been a land in conflict. This disunity is apparent from the oldest sources. The great distances between each pocket of settlements and the difficulty of travel across burning sands and rugged mountains helped to isolate each small community from all the others and led to the rise of many petty lords, more than half of whom in time began to style themselves as kings of a dominion. Petty lords and king have existed throughout all the continent to be sure, but seldom so many nor so petty as the Kings of the Wastes, Deserts and Crags of Kaze no Kuni. We won't speak of all of these. Most ruling over domains so small and conquests so short-lived, that they are scarcely worthy of note. However a few of the greatest do warrant mention as there were the ones from which the desert dwelling clans formed from and whose lines have endured for generations to come. From where today stands Sunagakure and its surroundings, hail the Oonakayama, industrious and headstrong, it is said that the founder of this clan was led to a valley with a natural spring of water on its midst, surrounded by cliffs at the edge of the sea of dunes. Through generations did their blood spawn to the bloodline of Jiton, controlling metals with the chakra and thus becoming great warlords. From the northeastern hail the Kyokujitsu, claiming descent from the goddess Amaterasu through the use of their bloodline Shakuton, turning enemies into dissected corpses building their wealth by controlling the gold and salt mines abundant on the northern edges of the country. The Ōshi hail from the western mountains, creating wonders with glass through craftsmanship as well due their bloodline. Artisans without equal they were warriors that fought with great artistry. The Chikamatsu hailed from the south, wanderers, performers of arts and researchers, they were pioneers with puppets, and their mechanical creations brought awe as well fear on the hearts of the enemies. Others clans emerged, such as the fearsome warriors and hunters known as the Saeko, the Warai who had mastered the control of Hyenas, as well as Aiel, pupils of the Shukaku who had learned to control the sands of the deserts. For generations, the clans warred against each others, their domains growing and shrieking through the ages. Petty clans absorbed into the ranks of these more powerful shinobi after pleading fealty. Their services were solicited, by the nobility of the land that had settled in city-state of Rōran and even beyond the desert of their country as an age of blood and warfare continued through the continent. However after hundreds of years of warfare around the continent, something happened, as in the distant Hi no Kuni, the ancient enemies that were the Uchiha and Senju clan united, giving birth to the Hidden Villages. With time would the rest of great nations follow suit, with Kaze no Kuni becoming the last of the nations not to have one. The Daimyou, ruling from Rōran, fearing for the wealth from his lands, decided to remedy this and thus send missives to the Great Desert Clans as well the Sagely Order of the Land and Several Religious groups, to form what would be known as the Great Council of Rōran and from its agreements would a new village be born. The dream of Sunagakure has begun and those that had agreed would set their differences and bad blood of generations, enough for the clans that had been ancient enemies now found themselves under the same banner. For the rest that did not, they were allowed to continue with their ways as long as they did not disrupt the village. Reuniting on the lands that once had belonged to the Oonayakama Clan, the citizens of the new village sound would elect a shinobi from the founding clans to become their leader, imitating the rest of great hidden villages by taking the title of Kazekage. During the early days of the village, construction began and the creation of several departments and specific units according to the idiosyncrasies of the people that called Kaze no Kuni their home. It was during these times that the village began to forge its first diplomatic ties, with the country in which they lived on, as well with other nations and hidden villages. The First Kazekage would soon attend the First Kage Summit, a consequence of the creation of the village. The village experienced a period of growth and expansion until it would take part of the First Shinobi World War. With the end of the war, many returning shinobi faced a long period of recovery. The Kazekage herself, beloved by her people regardless of Clan or bloodties, having sustained heavy injuries that would take down lesser me. But even for all her strength, her wounds proved to be far severe for the knowledge of the experienced medics of the village and soon she would depart this world. After a long time of mourning and a state funeral, her body was laid to rest on mausoleum created for those that bore the title of the Kazeage. Done with the mourning the village lived on, and the Second Kazekage was elected. And through his work, the village would experience a boost in population as well in military assets. Hailing from the Chikamatsu, the Kazekage instated the puppet corps, something which became another hallmark of the village. His long reign faced the next coming wars, the Second Shinobi World War that lasted a mere five years until the death of the Lord of Yugakure that had remained neutral. Attempting to seize the opportunity of a fragile pact, the Second Kazekage contracted and dispatched assassins to kill the leaders of Iwa, Kumo, Ame, Kusa and Ishi and while some of this attacks succeed not all have the intended effect. Plans continue forth with Sunagakure launching an invasion and securing a firm foothold in Ishi no Kuni, Nohara no Kuni and portions of Southern Tsuchi no Kuni, slowly advancing forward until they are halted by the combined efforts of Iwagakure, Kusagakure, Amegakure and Kumogakure, slowly repelled back. With Suna troops spread too thin, Iwagakure breaks through the lines and marches down to Kaze no Kuni, sacking cities and slaughtering thousands in the process until a great host sat on the doorstep of the village. Rushing back to the country, the Kazekage fought battle after battle as the siege continued and the beleaguered defenders of Sunagakure no Sato held for three weeks before being overwhelmed, the main gate demolished and the village sacked. Where it not for the secret passages that led the civilians out, the entire population would have being put to the sword. Captured, the Kazekage was executed and while Iwa wished to take control of the country, the long war had debilitated them as well forcing them to retreat with their loot. Sunagakure, broken through ambitions and war had turned into a shadow of its former self and for a year it would lick their wounds attempting to establish a sense of order. A pact was reached with what remained of the shinobi leadership with the Monks of Bishamon, as they would lent their expertise to quell down rebellions and keep the public order where the few and overwhelmed Suna shinobi could not be. A third Kazekage was elected and with him came a fiery promise of recovery of past glories. A Chikamatsu, he would use wealth of the clan to repair and revitalize the village and cover the scars of the sack it had suffered. Slowly building the population of the village as well conceiving ambitious plans to restore the standing of Sunagakure in the world. But ambition would get the best of him. As due the construction of a pipeline, the Kazekage would stir the anger of Amegakure and the two nations were locked in conflict. The short but brutal war was a set back. For not only did Sunagakure failed to secure the precious source of life, but it would as well claim the life of the Kazekage, slain in battle. In light of this a ruling council would take the reigns of the village and pull back all their shinobi. And for five years it would rule through the famine that plagued the country until the election of the fourth Kazekage. A descendant of the Oonakayama Clan, the council elected the young man to become leader, hoping that his youth and inexperience would prove to make him a controllable puppet. The Kazekage however had little intention of following a council of old war hawks and slowly began to replace this council with those he considered worthy. His reign marked as a period of reconstruction and repair that has not only stretched for the village but the country as a whole with the creation of vast greenhouses, granaries, repair of necessary infrastructure like wells and byways. With the egoistical and hedonistic Wind Daimyou more centered in following pleasures, the man was content in allowing the new Kazekage to take reigns of the country as a whole. Cities have been reconstructed, raiders driven away and diplomatic ties have been repaired and strengthened, recovering some of the lost prestige Sunagakure once had. This stability had lent itself as the village has not seen itself in a serious conflict that other great shinobi village have experienced and while this period is far from the grandiose antiquity of the First and the Second, it has been dubbed the Negotiator's Peace. For the next two decades, Oonakayama Takato resided as the village Kazekage and ensured that alliances and the peaceful union created from their efforts in diplomacy were upheld and ensured for the next generation. This continued until their retirement in 1023, in which he would step down as leader of the village to pursue their own ventures. While an unexpected turn in events, it was not without some rejoicing as many believed the man had become stagnant in their role and did not seek to create any real change and was only focused on keeping things as they had been. The People of Kaze no KuniThis would change with the appointment of Chikamatsu Kiyoshi. Another notable descendant from the Chikamatsu Clan, his status of a veteran during the events of the Shinobi War were notable, along with this adventurous spirit. In an effort to help extend trade with the Wood Country, the Godaime Kazekage worked towards creating trade agreements with the region, as well as deal with the criminal element within some of the major groups extending out from that area. In an attempt to try and set up a route to ensure that profit would continue to flow through the two groups, it was decided that an attempt at a set up to bridging the gap with the organizations could be attempted. This would result in trade arrangements with the Wood Country, as well as a show of good faith towards the criminal organizations whom were still able to gain some access to the wares without the Wood Country's notice. This display of diplomacy greatly impressed the Ruling Council of Kaze no Kuni and in a years time, they had proposed that the Godaime Kazekage take a position within the Capital where his skills at trade would be put to good use in continuing to see the nation's financial efforts increase. Though a step in a return to the golden age of the nation, it would leave the village once again without leadership. Though this was quickly addressed as the Council would look towards another individual to take up the mantle. That person being Oonakayama Arashi. Oonakayama Arashi was the Daughter of Oonakayama Takato, the Yondaime Kazekage. While her lifetime had not allowed for merits of note within history, her efforts as the Jounin Hanchou and the current Village's Jinchuurki had been recognized in her display of leadership and compassion. The village had grown to see her as a hero in their own right, some even believing her to be the second coming of the First Kazekage. While these claims were never addressed, the young woman would take up the position as the Rokudaime Kazekage in 1024. Currently, Oonakayama Arashi resides as the village's Kazekage and is currently in talks with to fortify alliances and work towards the continued expansion of Kaze no Kuni with the usage of former territories that had been lost and the rebuilding of possible settlements forgotten to time. It is her hope that with these areas being rediscovered and rebuilt, they can establish trade within the badlands and further expand efforts to create areas of residence that are closer to resources and make use of materials that have been recently rediscovered. Oonakayama Sumiye - Shodai Kazekage 927 - 947 Known as the First, the Steel Rain, the Blade of Unity, the Victorious, The Builder. First Kazekage elected in the village and leader of the Oonakayama Clan. Oversaw and developed of the Earliest Shinobi Academy of Sunagakure, Hospital and the Instated the creation of the ANBU. Fomented a better relationship between the founding clans giving positions of high office to members of the other founding clans. Attended the First Kage Summit as consequence of creation of Sunagakure. Fought during the First Shinobi World War and died a year later in consequence of her injuries sustained in battle. Chikamatsu Atsushi - Nidaime Kazekage 947 - 990 Known as the Mechanist, the Constructor, Bittersteel and the Old Kage. Second Kazekage and Leader of the Chikamatsu Clan. Founder and Patron of the Puppet Corps, longest serving Kazekage as under his leadership the village fought two wars, initiating the third shinobi world war after dispatching assassins to sly the leaders of Iwa, Kumo, Ame, Kusa and Ishi with some of these attempts succeeding while others failing breaking the fragile peace. Executed after the conclusion of the Third Shinobi World War after the sacking of Sunagakure. Chikamatsu Saburo - Sandaime Kazekage 991 - 1001 Known as the Sunspear, the Red Sand Viper, the Crimson King and the Bold. Third Kazekage and Leader of the Chikamatsu Clan. Led the village through its initial reconstruction with the wealth of his clan. Proposed the construction to a pipeline into Arashi no Kuni's land. Initiated the war against Amegakure. Slain on Arashi no Kuni during the conflict. Oonakayama Takato - Yondaime Kazekage 1006 - 1023 Known as the Negotiator, The Conciliator, Eagle of the West and the Iron Storm. Fourth Kazekage and Descendant of the Oonakayama. Elected by the village ruling council during the five year interregnum that lasted during the shortages of resources. Repaired the relations with other hidden villages and their countries through diplomacy and has advocated most of its reign to rebuilt village and country. Nominally assuming control of the country due the lackluster leadership of the current Daimyou, as well facing rebellions on the west of Kaze no Kuni. Upon serving the village after two decades, Oonakayama Takato would step down from his position in 1023. Chikamatsu Kiyoshi - Godaime Kazekage 1023-1024 The Godaime Kazekage, born out of wedlock and descendant of both the Oshi and Chikamatsu Clans. A veteran of the Ame-Suna conflict, much of Kiyoshi's life was spent on the road or on the run. Having lost claim to the title of Wind Damiyo due to his conception at birth, his family consisted of his mother and grandfather for many years as he traversed through the ranks at the academy and service as a Jounin. While conflicted with wishing to prompt invasion of weakened Iwagakure after their civil war, these thoughts were put to rest by the decision of the current Fourth Kazekage and was granted retirement after their years of service. From there, Kiyoshi would travel the world and pursue his hobbies of exploration. It was in 1023 that they were approached with the wish of the Council for him to take up the position of Kazekage. Accepting this, Kiyoshi would return to Sunagakure and begin work on creating an alliance between the Wood Country Damiyo, while also brokering a possible trade deal with some of the criminal organizations within that nation. After securing a possible arrangement between the two, the Council would appoint them with a position gears towards Diplomacy and international agreements that would benefit Kaze no Kuni, prompting him to step down as Kazekage. Oonakayama Arashi - Rokudaime Kazekage 1024- To Date Known as The Desert Rose, The Beast Child, and the One Tails. The Rokudaime Kazekage was the Daughter of the Yondaime Kazekage and a descendant of both the Oonakayama and Saeko Clans. Despite being considered royalty due to her family's position within the village, the conflict of her upbringing and role as the village Jinchuuriki caused much resentment from those in Sunagakure. Over the years, this began to change as she displayed a level of dedication and service much like her parents. Her caring nature and leadership would allow her to rise through the ranks as she acted as an Academy instructor, a representative in the Battle for Village Supremacy, and would eventually become Jounin Hanchou upon her mother's retirement. Though distant towards some, the warmth and desire to help those around her gave her a grounded knowledge of the needs of the people and many often came to her with concerns to which she would address to the Kazekage. Upon her father's retirement, Arashi would continue to servie under Chikamatsu Kiyoshi until his departure in 1024. This would be when the Ruling Council would request that Oonakayama Arashi take up the position as Kazekage. Upon accepting, Arashi set out to work towards reinforcing alliances and attempting to expand territory within Kaze no Kuni through the usage of areas that had once been thought lost but uncovered. The People of Kaze no Kuni are of hardy stock. Tempered through the daily trials that entail living in such hospitable environments where lack of water and a scorching heat are almost a constants. Usually the inhabitants are lithe individuals of smooth olive skin, dark hair and dark eyes, tending to the wells, as well crops of olives, figs, dates and blood oranges. Moving towards the unforgiving deserts you would find people of darker skin, nomads living as hunters and warriors living from the very lands in a constant struggle of survival that have made them strong, fearsome and cunning. For those that live close to the mountain passes or in some instances in the few safe anchorages they show a lineage of settlers from more forgiving lands as they are fair of skin, sunburnt or freckled, sporting blonde and brown hair, with the first cities being built by them. However despite all these differences, they all proudly claim to be from this land. The Nomad tradition has marked much of the people of this land. As they tend to dress lightly, in loose robes that allow them to better sustain the intense heat. This same is applied to their shinobi, being a country that while large does not count with the same number as other countries would as they are warriors that excel in hit and run tactics, preferring to avoid pitched battles using their knowledge of the land to maximum effect in order to demoralize their enemies. Their cuisine is exotic as well, with citric fruits, olives, dates, figs, peppers and pomegranates, all these grown near canals or rives, featuring along with an assortment of meats of species only found in these lands. Cities and Settlements Rōran Formation: 887 Region: Coastal Climate: Template Population: 120,587 (512 Shinobi Stationed) Recognized as the Capital of Kaze no kuni, Roran is also the seat of authority throughout the country as it houses many of the highest ranking members of Clan representation. While each clan does have a verified compound within the city, it is also limited in size due to level of influence. Among the major clans, it is also the seat of power in which the Damiyo resides. While known for this alone, it should also be considered that it is second only to the military village of Sunagakure no Sato, despite possessing a strong military presence in order to protect it. The jewel of the nation, it is seen much by visiting dignitaries and often visitors from allied nations. The Ruling Council of the country will often have audiences with those visiting representatives within the Capital, so it's appearance is not only refined, but also gives the picture of security and diplomacy. Law and order are second to none here, and often if not entertaining themselves, many of the clan leaderships are in talks of gaining further influence within the country or making deals behind closed doors to further empower their clan's position. Sunagakure no Sato Formation: 927 Region: Desert Climate: Dry Population: 70,557 (4511 Shinobi Stationed) Being surrounded by desert offers the village a natural deterrent against invasion, as few foreign powers would be willing to endure the sandstorms and water scarcity common to Suna. Sunagakure itself lies in a fortified valley behind cliffs of rock, with passage in and out of the village restricted to a single cleft between two cliff faces, further fortified by a gate that houses a garrison of shinobi and watchtowers erected on the plateaus as well the edges of the cliff face, making the area very hard to attack from the ground. The buildings inside are made either of clay or stucco, which helps to keep the buildings cool under the scorching sun of Kaze no Kuni. As of now, the village has had six Kazekage from their inception. Asauchi Formation: 917 Region: Desert Climate: Dry Population: 65,669 (105 Shinobi Stationed) While notably within the opening passage way that aids in the divide between the Sea of Dunes and the Badlands, Asauchi is recognized as one of the contributors of produce and vegetation within Kaze no Kuni by the fact that it processes access to a constant source of water through it's river system that extends out from the sea. Though limited, it has also managed to create one of the largest Vapor farms to aid in the production of water through air molecules and for it's creation of many innovative farming techniques that are used by many to this day. Though appearing rustic in it's layout, Asauchi has managed to avoid much conflict with Sekara due to the people recognizing it's value. Yet, there have also been claims that due to it's limited militia presence that deals have been made to ensure this security. Ryumyaku Formation: 733 Region: Desert Climate: Dry Population: 45,791 (350 Shinobi Stationed) While only one of many mining colonies across Kaze no Kuni, Ryumyaku is one of the most famous as it was considered to be the founding location of some of Kaze no Kuni greatest finding in minerals and materials such as Iron and Gold. Though rumored to be the site that launched "The Age of Gold", it is often less frequent in it's production than one might think. Though being one of the largest mining operations within the country, Ryumyaku also works in the cultivation of diamond mining, as it often finds large deposits of this mineral within the mountains and attempts to profit off their collection to benefit the nation. Though a collective effort is made in ensuring it's constant success, it is often under attack by raiders and bandits. This requires it's military service providers to be on alert of any such events and often means they require shinobi to be sent out from time to time to ensure the safety of their work. Sekara Formation: 937 Region: Desert Climate: Dry Population: 31,557 (981 Shinobi Currently Deployed) Nestled within the Badlands, Sekara has been a nation of it's own design for the sole purpose of independence and freedom from rules and restrictions. While noted for being a hive of villains and shinobi rejects, most see Sekara as a place of opportunity that allows for profit without the requirement of giving back to the country itself. Though tight restraints have prevented it from expanding no further than the Badlands, there are some groups that do attempt to extend their reach to the locations outside of their home. Organized crime is a constant here, yet it is often under one determined ruler that ensures that all other groups pay homage. These individual groups, though acting a part from one another, can be classified by their involvement with the ever shifting power dynamic in Sekara itself. Despite their desire for freedom, there are some within the village that are happy to have the oversight of the military, even going so far as to make deals with them to provide information in exchange for favors. Yet make no mistake, while they may attempt to give the appearance of lawlessness, many do operate by a code...but even this can not keep many who venture here safe from danger or manipulation. Kirinji Formation: 911 Region: Desert Climate: Dry Population: 26,115 (1562 Shinobi Stationed) Though the second producer of produce and goods within the nation, Kirinji was actually the first to be established. It's area located right at the end of the river, it exists as the closest provider of goods next to Sunagakure and is often used as a foundry for many of the materials taken from Ryumyaku. This explains why it has such a higher military presence and it often used as a station in which messages of support are relayed. Though mostly made from the stone and sand, it acts as the largest producer of livestock and a major location for meat distribution. Along with this, the goods sold here are handcrafted from the stones and minerals collected from the mining colony and aid in trade as a marketplace or even a stop off point for travelers. Nimaiya Formation: 927 Region: Desert Climate: Dry Population: 22,645 (715 Shinobi Stationed) Located north of Sunagakure, Nimaiya is the strongest military garrison within the country, said to hold the fabled 715. Though thought of as myth, these men and women are considered the best from veterans to new recruits that were drafted from youth within the mountain fortress. Trained to be one of the last remaining forces to act in defense of the nation, the population that lives among them consist as a community group similar to that of the shinobi village beneath them. Though also a trading post, few that come here leave due to feeling a connection of support and often only depart to gain further supplies and resources for the garrison itself. The 715(named due to the assumed number of trained shinobi stationed there) often act as a unit with the sole purpose of defending the border and preparing for war. If someone from their ranks descends from the mountains, it often means that there is a dire need and requires their skills to handle it. If the war is on the rise, where Sunagakure fails, Nimaiya will finish... Oetsu Formation: 1009 Region: Desert Climate: Dry Population: 15,253 (65 Shinobi Stationed) A coastal paradise located in the south of the country, Oetsu is known for it's clear blue waters, sea life, and being a harbor for shipping and receiving of goods from across the ocean. As a public tourist site, it also has set itself as a resort haven for those traveling across the desert and a beach undertaking for those wishing for a place to relax. Many guests come to Oetsu to enjoy the ocean view and take part in many of the activities and events that happen there. Their market place is a various selection of goods and stalls from travels from around the world who have set up shop to sell their wares. Akuram Formation: 898 Region: Desert Climate: Dry Population: 11,357 (653 Shinobi Stationed) A rest spot for travelers and a supply depot Shutara Fortress, it is only residential resting town close to the Bone way and houses many of the families of the militia force that are on duty. While not large in size, it houses those within and is supplied by traders that venture through the Bone-way on their travels. While they are cleared much like within the check point, those that come through here find the area to be quite peaceful as it also houses it's own civilian militia with those shinobi stationed there for it's protection. Along with this, it is also notable for having an vast arena set up in which to provide space for Chunin exams and competition in the Sea of Dunes close by. Shutara Fortress Formation: 927 Region: Desert Climate: Dry Population: 500 (500 Shinobi Stationed) A fortress held within the north, it protects the path leading from the Bone-way that allows access into Kaze no Kuni. While it holds a small militia presence, these hardened shinobi are a collection of the most experienced individuals within the nation. While Nimaiya is known for it's 715, Shutara does not hold such a fabled group. Much of them are people whom came there to help aid in watching the crossing from the north, others settled in from retirement wishing for continued service in some form. Though while they are aged, they do not lack in strength and would fight to the death to ensure the protection of the border. It holds a check point similar to Sunagakure no Sato, though their methods appear to be quite severe in punishment for possible attempts at infiltration. Many even have family members that reside in Akuram as a means to stay close, but the fortress itself remains focused on military operations and training, acting as somewhat of a hub for tactics and strategies. In times of war, it is a secondary shelter and central operations for military leaders meet and discuss matters involving the security of the country. It is also security destination for the safety of the Damiyo and Council should Roran or Sunagakure ever be compromised. Formation: 928 Region: Desert Climate: Dry Population: 2,790(500 shinobi stationed) A fortress hidden in the center of the desert, it is a prison that is held for those that have been found either guilty of treason or offenses that threatened those within Kaze no Kuni. Though often a last resort, this prison was created a year after the formation of Sunagakure as a means to silence those that did not wish to follow the agenda of the reigning Damiyo at the time. Later, it was established as the final stop for individuals that either did not wish to adjust to the order of things or simply were dangerous to Kaze no Kuni itself. While secure from the surface, it dives deeper into the area around it, vast with holding cells and facilities that allow for the ability to maintain such a population. Each convict is equipped with chakra dampening collars or seals to prevent escape and those that are considered the most dangerous are isolated from the general population. Over the years, the conditions of the Pit have changed as those locked away have been given opportunities to regain freedom through serving the village. The Squad known as the 88 is an example of this program towards rehabilitation. The secondary method, which is a held secret to only those in high positions, is to become Shippai, a practice while frowned upon has produced some of the most dedicated forces due to reprogramming individuals to answer only to the Kazekage. This is often used regardless of choice upon the individuals who have proven far too dangerous to be allowed freedom without resistant. Those that do not wish for either option are forced to work within the salt mines, which allow for convicts to work while fulfilling their sentences. But while efforts have been made to change the practices of the past in sending people here who are innocent, it is still an ongoing practice as mistakes and unfair justice can happen.... Temple of Bishamon Formation: Redacted-Reconstructed in 1007 Region: Desert Climate: Dry Population:100(Monks) The temple of Bishamon, a monastery that was constructed as a gift to the order of monks for their service and dedication to the people of Kaze no Kuni and in honor of their selfless composure was raised as a home to the order that would stand until the First Shinobi War in 72. While acting as a last stand for the group, the monks would elect to leave the temple as it was overwhelmed and eventually reconstruct yet another within close proximity to Sunagakure. Still, this would be the fourth iteration of the order's home as due to needing to repeat the process of reconstruction twice due to the events of the Second and Third Shinobi Wars that would follow. Yet, this has not discouraged the group from accepting those that would wish to learn of the Bishamon and seek enlightenment from the warrior monks. The Tower Formation: Region: Climate: Dry Population: Though information about this place have been retracted due to security reasons, it remains one of the most closely guarded secrets to the Reigning Council of Kaze no Kuni and it's operations unknown. Only those that have been to this place are aware of it's location and even this is unfounded as since the massacre of Sunagakure's Council of Elders in 1011 by an unknown assailant, all talks of this place have become silent. Though from reports of held by the former Yondaime Kazekage, it is stated that it was a facility that had been meant for training and the secure sealing of the One Tailed Beast, but proven to be used for experimentation of weapons towards the defense of Kaze no Kuni. This included the creation of Hitokugutsu(Human puppets) and also the manipulation of the One Tails Jinchuuriki. But in the loss of the First Elder Council, this structure had been defunct and all operations stopped. The tower itself was also mysteriously destroyed in 1015 by an unknown collapse at the base of the building, causing it to crumble from the lack of foundation. While no claim was ever made other than these actions being an isolated incident involving the members of the Elder Council, the Reigning Council of Kaze no Kuni deemed the loss as blessing and spoke no more of the matter. Save for the account of one survivor, all records of the Tower's existence have been lost. Yet, it is believed that it is still functioning under new directives from the Reigning Council of Kaze no Kuni to continue research into weapons development and to also monitor the actions of their most precious asset, The One Tails.
