ROOT is interested in the comings and goings of influential people and how to leverage them if needed. Location on possible point of contact will be provided but the ROOT operative will not be extracted if necessary. An exit is the responsibility of the ROOT operative and no information of agent's true identity is to be disclosed under any (even life threatening) circumstances. OIWAI MISSION RANK: C NPC REQUIRED: Yes RANDOM MISSION SCENARIO: Enabled PARTICIPANTS: 1 - 3 ROOT members. ROOT exclusive. This mission is repeatable (unlimited) and can be soloed. ROOT trainees and higher ranks are eligible. DESCRIPTION: Oiwai is often home for joined missions so, covertly infiltrate the city and reside there for three weeks to ascertain how Konoha shinobi influence has affected the city. Also make note of Kusa shinobi entering the city and build profiles on them when possible. Will require civilian identities and staying there for weeks at a time under cover as merchants. MINATO I MISSION RANK: C NPC REQUIRED: Yes RANDOM MISSION SCENARIO: Optional PARTICIPANTS: 1 - 3 ROOT members. ROOT exclusive. This mission is repeatable (up to 5 times) and can be soloed. ROOT trainees and higher ranks are eligible. DESCRIPTION: Travel to the port city of Minato and establish a base there. Recruit merchants to pledge allegiance to the village and ROOT higher ups by any means necessary and eliminate any local underground opposition. Avoid Konoha shinobi and cause no public incidents. Mission counts as complete if at least two merchants have pledged loyalty to the village and agree to pay a monthly donation. Use any means necessary. If found to be conspiring, ROOT will take no responsibility and it is forbidden to disclose association with ROOT if caught. MINATO II Counter missions for MINATO II and MINATO III. MISSION RANK: B NPC REQUIRED: Yes RANDOM MISSION SCENARIO: Enabled PARTICIPANTS: 2+ ROOT members. ROOT exclusive. This mission is repeatable (twice) and requires a ROOT rank of member or higher (for at least one participant). MINATO I must be completed at least once for this mission to be available. DESCRIPTION: Having amassed some influence in the port city, now put pressure on the merchants (or coax them) into leaving copies of their legers for you from all journeys. Proof check shipments at first and then collect a percentage of recourses for ROOT storehouses. Do not be spotted by Konoha shinobi while doing this and eliminate any bandits or underground opposition. If spotted by shinobi in ROOT gear, flee or eliminate the threat without a trace. Leave no chakra residue and maintain civilian cover. MINATO III MISSION RANK: S NPC REQUIRED: Yes RANDOM MISSION SCENARIO: Enabled PARTICIPANTS: 1+ ROOT members. ROOT exclusive. Must have at least one ROOT member or higher rank in the team. MINATO I and MINATO II must be completed at least once to be available. DESCRIPTION: Utilize any means necessary in the port city to establish control of the city's infrastructure from the underground. Retain cover at all times and do not bring suspicion upon your cover persona. If caught, retain secret identity. If unable, ROOT admits no association with the member compromised. The goal is to have a hold on the financial pulse of Minato and control the import/export. ROOT has no direct plans for the city yet. Only use will be resource farming and standby for future orders.
