This jutsu allows the user to launch water from any point on their body, enabling a high-speed, fluid motion across the ground that resembles skating. The same technique can also be used to propel the user through the air at incredible speeds. While moderate directional changes can be achieved by shifting their body, sudden changes in trajectory typically require activating the jutsu again to fire off in a new direction.

While I find the concept of water wings cool, and it gives me major Lapis Lazuli vibes <3, I don't think it is something I can fully approve of in its current state.[break][break]

To me, creating the wings for aesthetic purposes is fine, so using the FC is fine for sure.[break][break]

The wings being used for the stable flight are not so much, especially with how heavy water is. You do address this by saying they turn their body into bubble-like quality which while could be a good idea in theory does step on the bubble ninjutsu used by the Yuie.[break][break]

I can approve the jet-like quality of the wings for lifting them off the ground and using the force as a propellant and I can also be ok with the wings providing a small glide for descent, but for sustained flight, it would remain a no for now.

Hozuki have bubble jutsu. Mizufūsen Nigeru no Jutsu [Water Balloon Dispersal Technique] is the only one where the hozuki transforms their body into bubbles at the current moment, "After using the Hydrification Technique to turn their body to water, the user can split their water form into multiple bubbles." Given that it's a D rank jutsu though, it should be a decent base to expand upon in a higher rank technique.

Bubble ninjutsu aren't Yuie exclusive though, other bubble ninjutsu exist on the universal and hozuki list. There was a staff discussion approximately 09/17/2018 where the conclusion was that the cleansing/draining property of yuie bubbles is what makes them special and unique. That was a skype discussion so there may or may not be a thread from that time period capturing the discussion, but that's the core reason the bubble techniques weren't removed from the universal or hozuki list. Nothing stopping staff from fundamentally changing their mind since quite a bit of time has passed and most of the staff has turned over from that time, that's just the last time it was discussed.

With the state of the Hozuki, staff are critical of what the clan can and can't do. As such, flight is completely off the table for the time being. Formation of the wings themselves for aesthetic or propulsion I still believe is an acceptable answer for them though. So if used similarly to a flyboard, in which they are lifted off the ground using the water pressure to boost them forward, is fine to me and I feel an acceptable compromise currently.
